Les Championnats d’Afrique Senior 2010, initialementprévus du 28 Avril au 2 Mai, se dérouleront finalement du28 Juillet au 01 Août à Nairobi, au Kenya. Une délégationde la Confédération africaine d’athlétisme (CAA) s’estrendue récemment à Nairobi pour faire le point sur lespréparatifs de cette compétition que le Kenya accueillepour la première fois. Ce pays qui a le plus prestigieuxpalmarès de l’histoire de l’athlétisme africain a brillé demille feux lors des derniers championnats du monde,tenus en août 2009 à Berlin. Les athlètes kenyans avaientterminé à la 3e place du classement général, derrière lesAméricains et les Jamaïcains, avec 4 médailles d’or, 5Argent et 2 de Bronze.

Le Choix du Kenya comme hôte des 17èmesChampionnats d’Afrique n'est pas un hasard. La CAA avoulu ainsi récompensé un pays qui a beaucoup apportéà l’athlétisme africain. Ainsi, après le succès duChampionnat du Monde de cross-country, qui a eu lieu àMombasa en 2007, le Kenya compte à nouveau réussir ledouble pari de l’organisation et de la participation pourdavantage asseoir sa suprématie sur les pistes ducontinent. L’Afrique attend beaucoup de ce rendez-vousen terre kenyane qui intervient deux ans aprèsl’organisation des 16èmes championnats continentaux àAddis-Abeba.

Porter haut le flambeau que le président Lamine Diacknous a remis en 2003 au Caire, c’est toujours ce viatiquequi éclaire la marche en avant de la Confédérationafricaine d’athlétisme. Nous ne cesserons jamais derépéter que notre mission est de maintenir ce capd’excellence de l’athlétisme africain. Et c’est dans cecadre que la CAA a entrepris de nombreux chantiers quiconfirment l’option de populariser davantage la premièrediscipline olympique sur le continent et de lui permettre defaire des bonds qualitatifs. Notre plus belle victoire auraété d’organiser les championnats d’Afrique seniors àAddis-Abeba en 2008, puis à Nairobi en 2010. Jamaisdans l’histoire de l’athlétisme africain, l’Ethiopie et leKenya, les références sur le continent, n’avaient accueillices prestigieux rendez-vous. C’est tout à l’honneur detous ceux qui ont œuvré pour la réalisation de cettemission.

The 2010 Senior African championships previouslyplanned to take place from 28th April to 2nd May willfinally take place from 28th July to 1st August 2010in Nairobi, Kenya. A CAA delegation recently went toNairobi to have an overview of preparations of thiscompetition which Kenya is hosting for the first time.This country which has the most prestigious prize listin the history of African athletics was very brilliantduring the world championships in Berlin 2009. TheKenyan athletes ended 3rd in the general rankingafter the Americans and the Jamaicans with 4 goldmedals, 5silver and 2 bronze. Africa is expecting somuch from this Kenyan organisation which occurstwo years after the 16th continental championshipsheld in Addis-Ababa. The choice of Kenya as the host country of the 17thAfrica Senior championships is not by chance. TheCAA meant so to reward a country which brought alot to African athletics. So, after the success of theworld cross country championships held inMombassa in 2007, Kenya intends again to succeedto double bet of organisation and participation inorder to better settle its supremacy over the tracks ofthe continent. Africa is much expecting from thisgathering in Kenyan land and which occurs twoyears after the 16th Continental championshipsAddis Ababa. To carry high the torch which President Diack handedover to us in 2003 in Cairo is still that asset whichenlightens the move forward of the Confederation ofAfrican Athletics. We will never stop repeating thatour mission is to maintain this Excellency cape of theAfrican Athletics. And it is in this framework that theCAA has undertaken many projects which confirmthe choice of making more popular the first Olympicdiscipline on the continent and to allow it to makequality progress. Our beautiful victory will be to haveorganised the Africa Senior championships 2008 inAddis Ababa then in Nairobi in 2010. Kenya andEthiopia which are references on the continent hadnever in the history of African athletics hosted theseprestigious gatherings before. It’s all to the honour ofthose who worked for the achievement of thismission

La Confédération Africaine d’Athlétisme vient de concrétiser l’undes piliers de sa stratégie de développement de l’athlétisme surle continent. En effet, elle vient d’ouvrir le premier centre régionalde développement, dédié à la formation et la préparation auxgrandes compétitions, des athlètes les plus doués de la régionouest et ce à Lomé capitale du Togo.Pour une première évaluation de la mise en place du centre, laCAA a dépêché à Lomé M. Lamine Faty, Secrétaire Général de laCAA, et Aziz Daouda, Directeur Technique, président du comitéde sélection des athlètes, pour une série de réunions avec leDirecteur Général du centre le camerounais Ekwe Mateke etl’ensemble des intervenants. Les deux émissaires ont eu également plusieurs réunions tant avec lafédération togolaise que préside le Général Poutoyi Nabede qu’avecle Ministre des sports et des loisirs togolais M. ChristophePadumhekou Tchao.Pour le moment, l’ouverture a vu 20 athlètes rallier le centre et seplacer sous la coupe de trois cadres hautement qualifiés : JeanPaul Sawadogo du Burkina-Faso, Germain Vignissy du Bénin etIssa Kohly Djobo Nihny du Togo.

The Confederation of AfricanAthletics has just concretized one ofthe pillars of its athletics developmentstrategy on the continent. Indeed, ithas just opened the first regionaldevelopment centre dedicated to thetraining and the preparation to the bigcompetitions, the most giftedathletes of the Western region andthis in Lomé capital of Togo. For a first evaluation of the setting upof the centre, the CAA sent in LoméM. Lamine Faty General Secretary ofthe CAA and Aziz Daouda TechnicalDirector, President of the selection

committee of the athletes, for a seriesof meetings with the Chief ExecutiveOfficer of the centre the CameroonianEkwe Mateke and all the participants. This initiative which is dear toPresident Hamad Kalkaba Malboum,was possible thanks to a strongcollaboration with the Togolese Statewhich so tries to promote athleticsboth in Togo and in all the region,because the centre welcomes as wellas athletes from Togo as fromBurkina or Benin, until the otherathletes of the region join the centrein a near future.

Both envoys also had severalmeetings both with the Togolesefederation and General PoutoyiNabede and also with the Minister ofsports and Togolese leisure activitiesMr. Christophe Padumhekou Tchao. For the moment the openingwitnessed 20 athletes reaching thecentre and being under thesupervision of three highly qualifiedexecutives: Jean Paul Sawadogofrom Burkina-Faso, Germain Vignissyfrom Benin and Issa Kohly DjoboNihny from Togo.

L’une des missions principales du PlanMondial de l’IAAF pour l’Athlétisme estla délégation des six régions de l’IAAF: l’Afrique, l’Asie, l’Europe, l’Amériquedu Nord, l’Amérique Centrale et lesCaraïbes, l’Océanie et l’Amérique duSud. Et ceci n’est pas seulement un rêvemais bien quelque chose qui est déjàintégré dans la constitution de l’IAAFet que l’IAAF est déterminé à faireavancer, d’où la rencontre desreprésentants des associationscontinentales avec l’IAAF à Monaco leweekend du 6-7 Février 2010. “Lachose la plus importante est bien sûrde reconnaitre et comprendre quel’athlétisme est clairement et déjà unsport mondial et que nous cheminonsdéjà vers la mondialisation. Ce qui estimportant entre maintenant et lecentenaire de l’IAAF en 2012 c’est dedéfinir soigneusement la meilleurefaçon de veiller à ce que le pouvoir etles devoirs des associationscontinentales de l’IAAF soientclairement définis et contrôlés et qu’ilsaident à servir les 213 fédérationsmembres de l’IAAF le plusefficacement possible, a dit lePrésident Lamine DIACK. Contrairement à la plupart des sportssauf le football, l’athlétisme a deschampions partout dans le monde, etla gloire Mondiale aimé des coureursd’Afrique et des caraïbes enparticulier, montre le potentiel énormeen athlétisme dans les régions dumonde en voie de développement.Nous avons déjà de grands athlètesde par le monde entier mais ilscompétissent en Europeprincipalement, donc il faut unchangement de culture pour que cesathlètes aussi puissent participer àdomicile aux grandes compétitions.“L’athlétisme aura sa vraie valeurseulement quand on pourra maximiserl’impact des structures de compétitiondes régions, a dit le Président de lafédération européenne d’athlétisme,Hansjorg Wirz dans un exposé livré àses collègues, « ainsi, non seulementnous aurons de grands athlètes danschaque coin du monde, mais aussides compétitions locales qui

permettront à ces athlètes decompétir devant leur propre peuple,ce qui n’est pas nécessairement le casen ce moment. Une fois capables dedévelopper des systèmes decompétition des régions en pleinessor, ce qui peut donc accélérer versle plus haut niveau des compétitionsdu permis IAAF (la Diamond Leaguede l’IAAF)- ainsi nous aurons quelquechose de très valeureux pour leszones. Même si la situation en Europeest différente des autres (ndlr : il yaapproximativement chaque année enEurope 80 meetings d’athlétisme d’unjour) toutes les zones ont besoin detrouver les moyens de construire leurpropre image et valeur en tant queproduit sportif, parce que avec cela, ilest possible d’obtenir des ressourcesfinancières des sponsors et télévisionce qui offre des opportunités auxathlètes et leur permet de créer uneculture athlétique durable. En faisantcela, nous sommes bien sûr capablesd’alléger le besoin de l’IAAF à fournirautant de financement central commeil en est le cas actuellement. Le Président Diack, qui a été lePrésident de la ConfédérationAfricaine d’Athlétisme pendant plus detrente ans (depuis 1976) a l’expériencenon seulement de comprendre les

opportunités mais aussi les difficultésd’arriver à une décentralisation. "Biensûr chaque région est très différente,donc on ne peut pas simplementappliquer un modèle Européen parexemple en Océanie ou même dansmon continent africain où les limitesphysiques géographiques ne peuventpas être exagérés. Les gens pensentque la Nouvelle Zélande et l’Australiesont des voisins mais c’est toujours 3het demi de vol entre la NouvelleZélande et la côte Est de l’Australie,donc vous imaginez le temps qu’il fautmettre pour aller d’un côté del’Océanie à un autre. "Mais ceci étant dit, ce que nousessayons de réaliser c’est d’aider à lacréation des systèmes de compétitionqui marchent et qui soient pertinentspour chaque continent. La région desCaraïbes est par exemple déjà visibledans le système de compétition qu’ilsont pour les jeunes athlètes et cela neme surprend pas que des genscomme Usain Bolt a émergé deJamaïque depuis qu’il pouvaitcompétir à un très haut niveau en tantqu’élève et à un très jeune âge. Ceque je pense est fortement ressortides sessions de travail de ce weekendc’est que l’IAAF est prêt à aider lescontinents surtout sur le plan

One of the key missions of the IAAFAthletics' World Plan is theempowerment of the six IAAF Areas:Africa, Asia, Europe, North America,Central America and Caribbean,Oceania and South America. And this is not just a dream butsomething that is already enshrinedin the IAAF Constitution and whichthe IAAF is determined to driveforward, hence the meeting of Arearepresentatives with the IAAFleadership in Monaco on theweekend of 6/7 February 2010.“The most important issue of course,is to acknowledge and embrace thefact that athletics is clearly already aglobal sport and that we are alreadyon the road to globalisation. What isimportant between now and the IAAFCentenary in 2012 is to carefullydefine the best way to ensure thatthe power and duties of the IAAFAreas are clearly defined andcontrolled and that they help to servethe 213 IAAF Member Federations inthe most efficient way possible,” saidIAAF President Lamine Diack.Unlike almost sport except football,athletics has champions from everypart of the world, and the world classfame enjoyed by runners from Africaand the Caribbean region inparticular, shows the tremendouspotential of athletics in developingregions of the world. We alreadyhave great athletes from all over theworld, but they mainly compete inEurope, so a culture change isneeded so these athletes alsocompete at top competitions athome.“The true value of athletics will onlybe achieved when we can maximizethe impact of the Area competition

structures,” said the President of theEuropean Athletics FederationHansjorg Wirz during a presentationto his colleagues, “so that not onlywill we have great athletes in eachpart of the world, but localcompetitions which allow theseathletes to perform in front of theirown people, which is not necessarilythe case at the moment. Once weare able to develop thriving Areacompetition systems – which canthen feed up into the highest level ofIAAF permit competition (The IAAFDiamond League) – then we havesomething of real value to the Areas.Even if the situation in Europe isdifferent to others (Editor’s note:there are approximately 80 one-dayathletics meetings in Europe eachyear) all Areas need to find ways tobuild their own image and value as asport product, because this makes itpossible to obtain financial resourcesfrom sponsors and TV– offersopportunities for athletes and allowsa sustainable athletics’ culture to becreated. By doing this, of course, weare also able to lessen the need forthe IAAF to provide as much centralfinancing as is the case at present.”President Diack, who was thePresident of the African AthleticsConfederation for more than 30years starting in 1976, has theexperience not only to understandthe opportunities, but also thedifficulties, of achievingdecentralization. "Of course, every Area is verydifferent, so you cannot simply try toapply a European model to, forexample Oceania or even my owncontinent of Africa, where thephysical restraints of geography

cannot be over stated. People thinkthat New Zealand and Australia areneighbors, but it is still a 3 and a halfhours flight from New Zealand to theeast coast of Australia, so you canimagine the time you need to go fromone side of Oceania to the other. "But having said that, what we aretrying to achieve is to help createcompetition systems that work foreach Area, and which are relevant foreach Area. The Caribbean region, forexample, is already outstanding inthe system of competition that theyhave for young athletes, and it is nosurprise to me that the likes of UsainBolt has emerged from Jamaica,since he was able to compete as aschool boy at a very high standardand from an early age. What I believecame strongly across from thisweekend’s working sessions, wasthat the IAAF is ready to help theAreas, particularly in the field ofmarketing, to make this importanttransition. "I sincerely believe that we canchange the current model – wherethe IAAF provides considerablesupport and resources from thecentre, to one where the Areasbecome self-sufficient. With a goodpartnership approach, we will be in astrong position, by the time of ourCentenary, not only to see enhancedcompetition systems in all our Areas,but marketing programmes tofinance Area education programmesand key development tools such asMember Federation support –services, facilities and school andyouth projects,” concluded PresidentDiack.

La jeune vague Kenyanedéferle

L’Afrique a décroché 23 médailles (8 OR,9 ARGENT, 6 BRONZE) lors des 12eChampionnats du monde d’athlétisme quiont eu lieu du 15 au 23 août 2009 à Berlin,en Allemagne. Seuls le Kenya, l’Ethiopie,l’Afrique du Sud et l’Erythrée ont puaccéder au podium. Il y a deux ans àOsaka, lors de la 11ème édition, lamoisson africaine se chiffrait à 20médailles dont 8 en or, 5 en argent et 7 enbronze. L’athlétisme kenyan a brillé demille feux à Berlin, en remportant dessuccès retentissants sur le rival éthiopiendans les épreuves de fond. C’est unenouvelle génération d’athlètes kenyanesqui a pris le pas sur les championneséthiopiennes comme Meselech Melkamu(Argent au 10.000 m), Meserat Defar(médaille de bronze au 5000m) etTirunesh Dibaba (forfait pour blessure àBerlin). La sensation Semenya

Comme la Mozambicaine Maria Mutolaqui avait également dû faire face à lasuspicion, la jeune Sud-Africaine CasterSemenya a fait jaser à Berlin sur sonmanque de féminité, ses épaules carréeset sa voix que l'on pourrait confondre aveccelle d'un garçon. La polémique serait-ellenée si la Sud-Africaine n'avait pas écraséla compétition ? En tout cas, l'IAAF, qui ademandé un test de féminité dont lesrésultats devraient lui parvenir, l'a autoriséà disputer la finale du 800 mètres. Etcomme ces précédents chronos l'avaientindiqué, Caster Semenya s'est promenéepour s'adjuger le titre, à 18 ans à peine, en1'55"45, elle qui plafonnait à 2'11"98l'année précédente lors deschampionnats du monde junior.

- Le congrès de la Fédérationinternationale d'athlétisme (IAAF) aadopté la mise hors-la-loi du faux départen sprint à compter du 1er janvierprochain, par 97 voix contre 55 et 6abstentions, sur recommandation duconseil. Le premier faux départ d'unecourse d'athlétisme vaudra donc unedisqualification à partir de 2010. "En2010, il n'y a ni JO ni Mondiaux, aussi lesathlètes pourront prendre leurs marquesavec la nouvelle règle", a plaidé LamineDiack, répondant ainsi à ceux quiavancent "le trouble" pour les athlètesexpérimentés. Cette règle, a rappelé M.Diack, est appliquée depuis une trentained'années dans les compétitionsuniversitaires aux Etats-Unis.

- Les Championnats du Monde deCross Country, jusque là compétitionannuelle, se tiendront dorénavant tousles 2 ans avec en alternance,l’obligation pour chaque continentd’organiser un championnatcontinental de Cross Country.

37th World Cross Country The African supremacy The 37th IAAF World championshipsof Cross-country in Amman weredominated by two African countries,Kenya and Ethiopia which took awayeach 4 golden medals. On 12individual medals, only 3 returned tothe other countries, still African (2 forUganda and 1 for Eritrea). Les grands défis de 2010Diack, Bolt, Diamond en pisteC’est à Monaco que ledernier sprint de la saison2009 a été lancé, le 22novembre, lors du galamondial de l’athlétisme quia sacré le Jamaïcain UsainBolt et l’Américaine SanyaRichards. Une célébrationavec fastes pour deuxathlètes qui ont brillé demille feux sur les pistes aucours de l’année. Pour2010, une année sansMondiaux, ni JO, denouveaux défis nemanquent pas.

L'homme le plus rapide dumonde a salué sondeuxième sacre successifcomme une motivation etun encouragement à faireencore mieux. Ainsi, Bolt «la Foudre » devraitcontinuer en 2010 à fairetomber les chronos. Aprèsdes désillusions, dont celledes JO-2008 (3e) abordés enfavorite, Sanya Richards a enfincouronné sa jeune carrière d'un titremondial individuel, sur le tour depiste où elle est resté invaincue toutela saison. Et sur cette lancée,Richards, d'origine jamaïcaine,devrait s’attaquer au mur des 47 sec60 de l'Allemande de l'Est MaritaKoch, un record de 24 ans d'âge.

After disillusions taken asfavourite like that of the 2008Olympics (3rd), Sanya Richards at lastcrowned her young career with aworld individual title along the trackwhere she stayed unconvinced all yearlong. And pursuing this, Richardsoriginated in Jamaica, should attackrecord of 47sec 60 of the GermanMarita Koch, a record established at24 years old. If the example of Koch may recall the

doping practices in the formercountries of the communist bloc,everyone swears on the cleanness ofBolt, a real running engine. The stars of international athleticswere present at Monaco, to bring theirsupport for the launching of the IAAFDiamond League. The organisers ofthe new world circuit were proud toannounce these very athletes were tobecome their ambassadors and hadsigned a contract to participate in2010 circuit.

The IAAF Diamond League includes14 meetings throughout the world inAsia, Europe, Middle East and USA.32 disciplines were carefully scatteredbetween these meetings. Each of theevents will be the subject of a"Diamond Race IAAF" which will

attribute points all the circuit long. Atthe end of the season, the winners ofeach of these "Diamond Race" will beawarded a 4 carats Diamond trophywhich will mark their regularity andtheir indisputable status of worldnumber 1.

The IAAF Diamond League will start in2010 and will allow many athletes toearn more money thanks to a globalaward of about 3.5 billions FCFA.

Lamine Diack lived strong moments inthe Principality during these last weeksof the year 2009. So, when presentingthe Diamond League, he revealed thatBolt is a prodigious son who gives himthe desire even at 76 to prolong hismandate at the head of IAAF. Entretien avec le Président la CAA «Il n’y a pas de raison que l’Afrique n’ait pas degrands sprinters car la souche est ici »

En marge des derniers championnatsdu monde d’athlétisme qui se sontdéroulés à Berlin du 15 au 23 août2009, le président de la ConfédérationAfricaine d’Athlétisme (CAA) HamadKalkaba Malboum a passé en revue lesprincipales décisions que la structurecontinentale a arrêtées au cours de sesdernières réunions statutaires. Il a parailleurs donné ses sentiments surquelques aspects du développementde l’athlétisme africain.

Président, la réunion du Conseil etle Congrès de la CAA qui devaientse dérouler en marge deschampionnats d’Afrique juniors àMaurice se sont finalement tenus àBerlin. Pourquoi un tel changementet quelles ont été les principalesmesures prises ?Les championnats d’Afrique Juniors2009 étaient prévus d’abord auxSeychelles, mais ils n’ont pas pu se tenirlà-bas pour des raisons financières. LaGuinée Equatoriale qui devait assurer lerelais n’a pas pu honorer sesengagements pour des raisons desécurité. On s’est rabattu au derniermoment sur l’Ile Maurice. En définitive,c’est au cours des championnats du

monde de Berlin que se sont tenus ceconseil et ce congrès. Le peu de tempsdont nous disposions à Berlin a fait quel’on ne pouvait discuter de tout. Mais ona fait l’essentiel, en attribuantl’organisation des compétitionsmajeures sur le continent jusqu’en2011.C’est ainsi que les futurschampionnats d’Afrique juniors serontorganisés par le Botswana et que lapremière édition de la nouvellecompétition que sont les championnatsd’Afrique de cross se tiendront enAfrique du Sud en 2011.

Qu’est-ce qui expliquel’organisation d’une tellecompétition ?Cela découle de la décision du congrèsde l’IAAF d’organiser les championnatsdu monde de la spécialité tous les deuxans. Ainsi, les continents ont la latituded’organiser leurs championnatscontinentaux.

Y a-t-il eu d’autres décisionsarrêtées à Berlin ?Il a été décidé de restructurer lesmeetings d’un jour en Afrique suite à lacréation de la Diamond League qui varegrouper les meilleurs meetings au

monde. Pour le moment, le continentsera absent de cette Diamond Leaguepar défaut de meetings relevés sur leplan financier. Mais l’IAAF a décidé del’organisation d’un circuit de meetingsen dessous de cette Diamond Leaguedu nom de Challenge League. C’est àce niveau où le continent devraitmarquer sa présence avec son choixporté sur le Meeting de Dakar et celuide Rabat. Les autres meetings africainsseront versés dans ce qui va s’appeler «Africa Continental Meetings », c'est-à-dire la Ligue continentale qui devraitcompter entre cinq et six meetingsparmi les meilleurs du continent. C’estdans cette Ligue où seront concentrésnos efforts pour éviter de distraire nosfinances. On compte y gagner del’argent en vendant ce circuit financieraux sponsors.Nous comptons aussi mettre sur piedles centres régionaux d’athlétisme enpartant de l’expérience du centre deLomé.Avec le net recul du sprint africain, on vaexploiter le potentiel du Nigeria dans cedomaine en mettant sur pied un boncentre pour le sprint et les sautshorizontaux pour les jeunes. sprint et est tout disposé à collaboreravec nous. Ce centre intermédiaire serapeut-être opérationnel dans les quatreans à venir et il sera différent de celui deDakar dont le statut reste à définir.Malgré son statut de centre de hauteperformance, il n’en donne plus l’air caron y retrouve des juniors. Celui quenous allons mettre en place au Nigeriasera un centre intermédiaire pour lesathlètes qui iront un jour au centre deDakar. Nous sommes en pourparlersavec les responsables nigérians à quiles informations et le cahier de chargesont été transmis. Le ministre des Sportsnous a fait part de son soutien en nousinformant de la construction d’uncentre. Seul l’hébergement fait défautpour le moment. Notre objectif c’est degagner une médaille olympique ou unemédaille dans les championnats dumonde au sprint et par conséquent ilfaut être strict dans les conditionsd’admission dans les centres en vue.Dans cette politique de développement,les lancers n’ont pas été oubliés avec lafaiblesse notée à ce niveau. On va setourner du côté du potentiel qui existeen Egypte, en Afrique du Sud et enTunisie pour y envoyer en formation desathlètes.

C’est le plan décennal 2009-2019du développement de l’athlétismecontinental que vous êtes entrainde visiter…C’est en fait notre politique dedétection, de suivi et de formation quiest une vision à laquelle doivent fédérernos fédérations. A charge maintenantpour chaque fédération de mettre enœuvre le contenu de ce plan décennalen l’adaptant à ses réalités.

Tout ceci sera confronté àl’absence de moyens…C’est vrai. Nos fédérations n’ont pas deressources et nos Etats qui sont lesgrands bénéficiaires de victoiressportives ne réagissent pas commenous le souhaitons C’est le grandparadoxe du sport en Afrique où l’Etatn’investit pas assez pour pouvoirrécolter. Si on donnait à ceux qui gèrentl’athlétisme sur le continent le centièmede ce que l’on sert au football, on verraitautre chose et de plus brillant. Il fautregretter que nos objectifs nerencontrent pas le soutien de nosgouvernants et de ceux qui sontéconomiquement plus nantis.

Cela n’empêche pas la discipline demarquer des points…On est entrain de faire des efforts avecpar exemple l’organisation régulière deschampionnats d’Afrique où les meilleursafricains prennent part de plus en plus.Ce fut le cas l’année dernière à Addis-Abeba et il en sera de même l’annéeprochaine à Nairobi avec la sélection del’équipe d’Afrique pour la coupe dumonde nouvelle formule et dont ne ferapas partie tout athlète absent à Nairobi.

Parlez-nous de ces prochainschampionnats d’Afriquequ’organisera le Kenya l’annéeprochaine…Ces 17èmes championnatscontinentaux se tiendront à Nairobi du28 juillet au 1er août 2010. Legouvernement kenyan soutient avecforce l’organisation de ceschampionnats et les officiels kenyanssont plus que motivés. Ici à Berlin, ilsétaient une bonne dizaine conduits parle ministre des Sports. Ils étaient àAddis-Abeba et ont vu ce qui a étéréussi là-bas. Ils soutiennent vouloir fairemieux.

Il n’a pas été facile pour la CAA detrouver un pays pour organiser leschampionnats d’Afrique juniors. LeKenya a un peu trainé les piedsavant de se décider à accueillirl’élite continentale en 2010. Qu’est-que cela vous inspire ?Tout le monde est motivé pourorganiser les compétitions, malgré cesproblèmes auxquels vous faites allusion.Ceux qui soutiennent que lescompétitions ne doivent pas êtreattribuées à un tel pays pour une raisonou une autre n’ont rien compris.Chacune de nos cinquante troisfédérations doit pouvoir organiser. LeBotswana à qui les prochainschampionnats d’Afrique juniors ont étéconfiés par exemple est un pays qui aproduit de grands champions. Il est à

Prenez le cas de la Jamaïque quidoit nous inspirer avec sa dominationsur les Etats-Unis. Ceci est laconséquence du travail à la base, cedont l’Afrique n’est pas encore adepte.Autre chose : les huit finalistes du 100mMessieurs sont tous des Noirs.Finalement, il n’y a pas de raison quel’Afrique n’ait pas de grands sprinterscar la souche est ici. Pourquoi la racineest moins forte que la transplantation ?Maintenant, avec nos projets, leschoses devraient changer. Le problème estqu’en Afrique, on n’a pas créé le cadrede vie pour ces sportifs d’élite qui,comme nous autres qui faisons autrechose, aspirent à une retraite décente.Les athlètes ont raison de choisir et sivous observez bien, ce sont vers desnations très riches comme le Qatar,Bahreïn et les Etats-Unis par exempleoù ils se dirigent. Pour ces pays, lavictoire sportive a aujourd’hui unesignification que commencent àcomprendre heureusement nos Etats.Pour tout résumer, il faut créer descadres pour donner des moyens devivre durant et après la compétition.

Des dirigeants africains qui ont unou deux athlètes aux championnatsdu monde se bousculent auxcongrès de l’IAAF alors qu’ils sonttoujours absents dans lescompétitions continentales….

(Il coupe).Ces dirigeants sont desirresponsables et il faut lutter contrecette catégorie. Personnellement, je necesse de dénoncer cette race dedirigeants qui débarquent dans lestribunes comme le congrès de l’IAAFpour parler et critiquer. Parfois, ilsviennent aux championnats du mondesans athlètes et ils ne pensent qu’à fairedu shopping. Comment imaginer unedélégation de sept personnes avecseulement un ou deux athlètes ? A cesdirigeants-là, je dis souvent, taisez-vouscar vous n’avez rien à dire.

De plus en plus aussi il y a desquerelles entre des athlètes derenom et leurs dirigeants. Qu’est-ce qui peut expliquer ceci à votreavis ?Ces conflits naissent à partir d’un moitrès développé. Quand certains athlètesatteignent le haut niveau, ils sontrécupérés par les politiques. Ainsi, ilséchappent à leurs fédérations, à leursentraîneurs. Comme les nouveauxinterlocuteurs sont le président de laRépublique et le premier ministre, ils nefont plus preuve d’humilité et regardentleurs dirigeants comme des marginaux.Ce qui fait par exemple que l’entraîneurqui n’entend pas son nom associé aux

remerciements s’énerve parce qu’il estfrustré. En fait, c’est un manque degratitude. Il y a aussi le fait que lesresponsables ne savent pas gérer lescaprices des stars et de ce fait ledialogue devient impossible.

Est-ce que l’organisation deschampionnats du monde seniorspar un pays africain est toujours àl’ordre du jour ?Plusieurs pays du continent sont dans

les dispositions pour le faire. Le Marocs’était intéressé à cette organisation.L’Afrique a déjà organisé les mondiauxcadets et les championnats du mondede cross. Nous allons œuvrer pour quele continent africain organise leschampionnats du monde seniors dansle moyen terme.

Quelle est la victoire africaine quivous a le plus impressionné à Berlin?Toutes sont belles Mais c’est la victoirede Bekele au 10 000m avec à la clef unrecord des championnats qui me paraitplus impressionnante. Surtout queBekele a gagné quatre foissuccessivement le titre sur la mêmedistance avec en plus de l’assurance.

Comment appréciez-vous le bilande l’Afrique à Berlin ?J’avais tablé sur le même nombre demédailles que celles obtenues lors desJeux olympiques. On avait gagné 28médailles dont une dizaine en or. C’estfinalement 23 médailles que le continenta décroché à Berlin dont 8 en Or, 9Argent et 6 Bronze. Je constate que surle continent, ce sont les mêmes quicontinuent de gagner même si destalents nouveaux sont apparus enprovenance par exemple du Soudan.

Outside the latest world championshipswhich took place in Berlin from 15th to23rd August 2009, Hamad KalkabaMalboum had a view again over themain decisions which the continentalstructure has settled during its laststatutory meetings. Moreover, he gavehis opinion about fews aspects of thedevelopment of African Athletics.

Mr President, the CAA Council andcongress meetings which weresupposed to be held outside theJunior Africa Championships inMauritius finally were held in Berlin.Why this change and which were themains measures that were taken? The 2009 Africa Junior Championshipswere previously envisaged to takeplaced in Seychelles, but for financialreasons, they did not take place there.Equatorial Guinea which had to takeover had not been able to honour itscommitments because of securityreasons. At the last moment we fellback on Mauritius. As a consequence, itwas in Berlin during the worldchampionships that the council andcongress meetings were held. And theshort time we had in Berlin did not allowus to discuss about all but we did whatwas essential by allotting theorganisation of major competitions inthe continent until 2011. So, the nextAfrica Junior championships will behosted by Botswana and that the firstedition of the new competition which isthe Africa cross country championshipswill take place in South Africa in 2011.

What justifies the organization ofsuch competition? This results from the IAAF congressdecision to organize the worldChampionships in this speciality everyother year. So, area associations havethe possibility to organise theircontinental championships.

Were there other decisions taken inBerlin?It was decided on the restructuring ofone day meetings in Africa after the

creation of the diamond league whichwill regroup the best meetings in theworld. For the time being, the continentwill be absent from this diamond leaguefor lack of high meetings on the financiallevel. But IAAF has decided theorganization of a meetings circuit underthis Diamond League called thechallenge League. It is at this level thatthe continent should mark its presencewith its choice of the Dakar and Rabatmeetings. The other African meetingswill be classified in what will be called «Africa continental meetings » meaningthe continental league which shouldinclude between 5 and 6 meetingsamong the best ones of the continent.All our efforts will be concentrated in thisleague in order to avoid distracting ourfinances. We look forward to earningsome money by selling this financialcircuit to sponsors.We are also planning to set up regionalAthletics centres by taking experiencefrom the centre of Lome. With the realbacking of the African sprint, we aregoing to exploit the potential of Nigeriain this field by setting up a good centrefor sprint and horizontal jumps foryouths. You are aware that this countryhas a long tradition of sprint and is quiteready to collaborate with us. Thisintermediate centre will perhaps beoperational within the 4 coming yearsand will be different from that of Dakarthe status of which remains to bedefined. Despite its status of a highperformance centre, it seems not to besuch because there are some juniorathletes there. The centre that we willset up in Nigeria will be an intermediatecentre for athletes who will one dayenter the Dakar centre. We have startednegotiations with Nigerian authoritieswho are already informed and givenspecifications. The Minister of sporttalked us his support by informing usabout the building of a centre. Theaccommodation is the only problempresently. Our objective is to win anOlympic medal or a medal in the sprintworld Championships and as aconsequence, we have to be strict in

the entry conditions in the centres inperspective. In this development policy, the throwsare not forgotten because of theweaknesses noted at this level. We aregoing towards the potential that exists inEgypt, in South Africa and in Tunisia inorder to send some athletes there fortraining.

It is the ten years plan 2009-2019 ofAthletics development of thecontinent that you are visiting…It is in fact our detection, follow-up andtraining policy which is a vision in whichour federations have to federate. Now itis the responsibility of each federation toimplement the contents of this ten yearplan by adapting it to its realities.

All this will be confronting the lack ofmeans.It’s true. Our federations have noresources and our states which benefitmuch by the sport victories are notreacting as we wish them to. This is thegreat paradox of sports in Africa wherethe government does not invest enoughin order to collect much. If the managersof athletics on the continent were giventhe 1/100th of what is poured infootball, it will be different and there willbe more brilliant results. It is regrettablethat our objectives do not meet thesupport of our governments and ofthose who are economically more atease.

This does not prevent the disciplinefrom scoring points… Some efforts are being made with forexample the regular organisation ofAfrica championships in which the bestAfricans are participating more andmore. It was the case last year in AddisAbaba and it will be the same next yearin Nairobi with the selection of the Africateam for the world cup new version inwhich all athletes who are absent inNairobi will not participate.

These 17th continental Championshipswill take place in Nairobi from 28th Julyto 1st August 2010.the Kenyagovernment strongly supports theorganisation of these championshipsand Kenya officials are more thanmotivated. Here in Berlin, they wereabout ten and led by the Minister ofsports. They were in Addis Ababa andthey had seen what had beensucceeded there and asserted to dobetter.

It was not easy for the CAA to find acountry to organise the AfricaJunior championships. Kenya tooksome time to decide to welcomethe continental elite in 2010. Whatdoes this inspire to you?Everybody is moved to organise thecompetitions despite the problems youare alluding to. Those who assert thatcompetitions should not be allotted to acertain country for one reason oranother did not get the point. Each oneof our fifty three federations must beable to host championships. Botswanafor example which will organize the nextAfrica Junior Championships is acountry which produced bigchampions. This country must beencouraged so that other countries ofthe same demographic size have thepossibility to organise in order todemocratize the holding of our events.Seychelles were willing to organise ourjunior championships. In a three monthtime, Mauritius organised very niceAfrican Junior championships withmany records. When Kenya hesitated inthe organisation of the seniorChampionships, I opened a bid andmany countries answered positively.

The Berlin world Championshipswere marked by the CasterSemenya affair which is concerningfirst the CAA. Which is the positionof Africa?There is no African position really. Untilthe contrary is proved, she is a womanand we keep this because we are notscientists.

The weakness of the African sprintwas revealed again in broad day inBerlin. Is there any solution to thisproblem?In other countries, people work but wedo not. Let’s take the example ofJamaica which must inspire us with itsdomination over the USA. This is the

result of work at the basis, which so farAfrica is not devoted to. Somethingelse: the 8 finalists in the 100m men areall black. So, there is no reason whyAfrica has no big sprinters for, theresources are here. Why is the root lessstrong than the transplantation? Nowwith our projects, things should change.The lack of organisation is our mainproblem in the continent and we leveldown instead of levelling up. In addition,there is our way of managingexceptions… for example the conflict ofAmy Mbacké Thiam and FrançoiseMbango with their respectivefederations. But in Africa, everybody is acoach. (Laughter)…

There are also the problems ofchanging nationality which are farfrom being solved.We have no solution for that and I amsure you know the reasons whichparticipate in the respect of individualfreedom. Each Citizen belongs to theworld. The safe-guard is motivation. Isthe State of Senegal does not recognizeAmi Mbacké THIAM after what she hasdone in Edmonton and accordinglydoes not reward her, she is free tochoose to live somewhere else whereshe can be given what she deserves.The problem in Africa is that, we did notcreate an environment for these elitesportsmen who aspire to a decentretirement, just like ourselves who aredoing something else. Athletes are rightto choose and if you notice, they aredirected towards very rich countries likeQatar, Bahrain and the USA. For thesecountries, the sport victory has today ameaning that our states have fortunatelystarted to understand. To sum up, wemust create the environment to offerliving facilities during and after thecompetition.

Some African leaders who have oneor two athletes participating in theworld Championships rush into theIAAF congress while they arealways absent in continentalcompetitions… (He cut). These leaders are irresponsibleand it is necessary to fight against thiscategory. I personally I keep ondenouncing this race of leaders whoturn up in stands like in IAAF congressjust to talk and criticize. Sometimes theycome to the world championshipswithout athletes and to do the shoppingis the only thing they have in mind. How

can you fancy a delegation of 7 personswith only one or two athletes? I oftensay to these leaders “shut up becauseyou have nothing to say.”

There are more and morequarrelling between somerenowned athletes and theirleaders. How do you explain this?These conflicts arise from a verydeveloped self. When some athletesreach the high level, they arerecuperated by politicians. Thus, theyescape their federations and theircoaches. And as their new interlocutorsare the President of the Republic andthe Prime Minister, they no more showhumility and consider their leaders asmarginal. That’s why a coach is nervouswhen his name is not associated in thethanks because he feels frustrated. Infact, this is a lack of gratitude. There isalso the fact that, managers do notknow how to manage the whims ofstars and so, it is impossible to settle adialogue.

Is the organisation of the worldsenior championships by an Africancountry still on topic? Many countries in the continent areavailable to do it. Morocco wasinterested in this organisation. Africa hasalready organised the world youthchampionships and the cross countryworld championships. We are going towork into the organisation of the seniorworld championships by Africa in amedium term.

Which is the African victory whichimpressed you more in Berlin? They are all beautiful but it is the victoryof Bekele in the 10,000m with a recordof championships which seems to mevery impressing. This is impressingespecially because Bekele won 4 timessuccessively the title on the samedistance and with assurance in addition.

What is your appreciation of theresults of Africa in Berlin?I bet the same number of medals asthose obtained in the Olympic Games.28 medals were won among which tenin gold. Finally Africa won 23 medalsamong which 8 gold, 9 silver and 6bronze. I notice that in the continent, it isthe same who keep on winning thoughthere are some new talents appearingfrom Sudan.
