7he form of the plan and model oertlfloate have been arrtved at In an effort to aeoure the maximum benefits for the refugees whilst bearing In mind the maxlt-ma oonoes- elons which veoent our experience In connection with the issue of Identity; Certificates to Hue.a I an Hefugoee and re­cent conversations with Goveramentèa ropreeentatlves leads at) to expect the various Governments to afford without con­siderable discussion and consequent delay.

I had not overlooked tho fact that it v/as your desire to see a provlcion In the Certificate according the right to the refugee to return to the issuing country, but this would have Involved a radical departure rom the form of the existing oertlfloate calculated to endanger the whole ouo- oess of the project.

A upaoe hao, however, been inserted In the oertlfloate providing for the authorisation of the refugee'e return to the ititiuing oountry and a opeolal recommendation made in the plan and accompanying letter to afford this conoeaelon in all poaslble oases.
