Since March 2009, the twinning project is seeking twoobjectives :

• support the Ministry of Environment and waters andthe four River basin Directorates in the implementationof the Water Framework Directive

• strenghten the use of economic instruments andapproaches in the Water Management

2. Some outputs of the project

Like in most of the Member States, the economic analysis hasplayed a limited role in the development of PoM & RBMP.

The Twinning has tried to strenghten this use through :

• development of two guidance documents (I) Economic toolsand RBMP (ii) Cost-recovery

• development of Water Price model to assess the impact ofWWTP and sewage network investments on water price

• the adaptation of ECOWHAT? learning session 6



ECOWHAT? is role playing game like which introduce the main principles of Integrated Resources Water Management and the use of economic tools (cost assessment, Cost Benefit Analysis This game has been adapted in Bulgarian : EKO KAKBO ? 7



3. On-going issues for Bulgarian water Authorities

Implementation of the Programmes of Measures

• Development of partnership between theMinistries, Municipalities, stakeholders

• Ensure the financing of the PoM (which role for the water fees in this financing)

• Provide enough information (technical, on finaning issues) to stakeholders and in particularMunicipalities

Implementation of the Programmes of Measures

• Follow-up of the implementation by the MoEWand the River Basin Directorates

• Collect information through the follow-up to ensure a good revision of the RBMP and PoM in 2012

• Development of more integrated use of economicanalysis (e.g. for justifiying derogations, for developing cost-effectivness and cost-benefitapproach,….)

• finalize the modification of the water fees system in order to increase its role in the financing of the PoMbut also its incentivness regarding ecologicalobjective
