14. 2 Critères essentiels

. Critère n' 2A : engagement du fabricant (production de la lettre d'engagement) ou d'un distribute iragréé comptant pour 30 % ; étant entendu que ledit distributeur présentera obligatoirement une cop ede sa convention d'agrément. La pièce requise (lettre d'engagement) devra être en original.. Critère n° 2B : références du soumissionnaire comptant pour 30 %. 15) Attribution

A l'issue de l'évaluation des offres, la commande sera attribuée, lot par lot, au soumissionnai eremplissant les capacités techniques et financières requises et présentant l'offre évaluée la moii sdisante. Un soumissionnaire peut être attributaire des trois (03) lots

16) Durée et validité des offres

Il est précisé aux soumissionnaires qu'ils resteront engagés par leurs offres pendant une durée de cenvingt (120) jours à compter de la date limite fixée pour la remise des offres.

6 The Non-respect of two (2) essentiel criteria;7 Absence or non-compliance of warranty and Service after sale;8 The absence of a quantified unit price;9 The non-compliance of the submission model;10 Obtalning less than 80% to the évaluation of essential criteria;

In substance, these criteria are summarized in the following linesCriterion n" lA: conformity of the administrative documents;Criterion n° IB: conformity of technical major spécifications of the supply listed in the document n 5of thistenderfile;

Criterion n" IC: Warranty and Service After Sale;Criterion n" ID: conformity of the parts of the financial offer in particular, quantified unit prices c idcompliance with the submission model.

14.2- Essential criteria

Criterion n° 2A: The manufacturer commitment or an authorized distributor, counting for 30 % Itbeing understood that sald distributor will necessarlly présent a copy of his agreement of approval hefrom manufacturer. The required document (letter of commitment) should be in original.Criterion n*" 2B: References of the tenderer 30 %.

Criterion n° 2C: deiivery period 10%.Criterion n " 2D: Financial capacity Issued by a bank and at least equal to 60 000 000 CFAF for the ba .ch1, 85 000 000 CFAF for the batch 2, 72 500 000 CFAF counting for 15%.Criterion 2E: Average turnover for the 2019, 2018 and 2017 years at least equal to 120 000 000 C AFfor the batch 1,170 000 000 CFAF for the batch 2 and 145 000 000 CFAF for the batch 3, counting For15%.

The évaluation of these criteria will be positive (yes) or négative (no). Any négative response i ^o)during the examination of the eiiminatory criteria will disqualify the tender. For the essential crlt£ ria,a minimum of 80 % will be necessary to be retained for the next step.

14.3- Evaluation of financial bid

Only bids that are technically acceptable will be retained for the assessment of their financial offe s.For the comparison of the offers, it will be considered the costs ail taxes included.

15) Award

The award will be done, batch by batch, on the basis of the lowest bid, to the tenderer fuifilling thetechnical and financial conditions required. One tenderer can be awarded the three (03) batches.

16) Valldity of offersBidders will remain committed to their offers for one hundred twenty (120) days from the deadlim setfor the submission oftenders.
