and expectation of economic growth in this area. 75% of recent

business community respondents to our survey have indicated

that they believe they will experience an increase in business

growth over the next year. 89% are expecting to increase their

staff compliment or to stay the same while only 6% are expecting

a decrease in staffing. Of those who are expecting an increase in

staffing there is also an expectation of an increase in salary cost.

Not only does the business community expect to experience

economic growth within their businesses, there is also an

expectation that our community as a whole will experience and

benefit from economic growth. 77% of all respondents indicated

the level of economic activity in Prince Albert is expected to

increase.

This positive outlook for our future bodes well for our community,

as we continue to capitalize on the economic growth not only

in Prince Albert, but our region and the north. It is however of

interest to note from a Chamber of Commerce perspective that

while economic growth and opportunity are the main focus of thefuture, the biggest concern for our Chamber business community

is the current civic attitude towards business. When asked the

question, What do you feel are the top three significant issues or

concerns from an economic growth standpoint? the number one

concern was listed as civic attitude towards business. The second

and third choices were the cost of property taxes and the need for

a second bridge. Airport expansion was a very close fourth with

availability of developed land being the lowest priority.

If we look further into the results of the survey we see that the

majority of those who responded are looking not only for a change

in civic attitudes, but also a solid and measurable ten year plan fordevelopment which includes the attraction of more residents and

businesses to our City and region.

The results of the survey have given us clear indication that there

is a need for the Chamber to deliver a stronger message about

the future of economic development and cooperation between the

Business Community, City Administration and elected officials.

We believe that the recent land

development agreement is

promising and we look forward

to more cooperation amongst the

City and Business. It is relevantto note however, that a one time

announcement is not necessarily

indicative of a change in attitude

towards private development and

the business community. The

Traveling down a long tunnel leadingto a white light at the end of the tunnel,while experiencing an out of body event,seems to be a story told by people fromall walks of life as they are in the middleof a serious heart attack. Those peoplesay, that for a short period of timethey left their body and floated abovetheir bed. During this time they wereapparently clinically dead physically.Upon return from this state of neardeath, people report a feeling of joy andcalmness and a reluctance to return tonormal existence.

This phenomenon has been debatedby philosophers and theologiansthrough the centuries, but now there isa group of scientists who are preparedto tackle the question: What happens toour consciousness when we die. Thiscoalition of British and US scientistsare going to study more than 1500

heart attack patients over the next threeyears, to determine if people with noheartbeat or brain activity can have realout of body experiences. A key elementin this important experimentation is todiscover if those people who say theydeparted their body for a time whilethey were clinically dead physically,actually left themselves behind. or werethey simply imagining it during theirresuscitation.

About 25 centres in the US andBritain will over the next three years,

join in on this experiment. Of the 15,000patients that will be brought to thesevarious hospitals suffering cardiacarrest, it is expected that about 1500 ofthem will be resuscitated and many ofthem will probably claim they had someform of out of body experience.

To confirm if the mind does actuallyleave the body during these out of bodyexperiences, pictures will be placed inthe areas of the hospital where heartattacks occur most frequently and thepictures will be placed in such a waythat they are only visible from above.

If the patients describe these pictures,the scientists will be forced to rethinktheir understanding of the human mind.

According to Dr. Sam Parnia, directorof this Human Consciousness Project,Death is not a specific moment. It isa process that begins when the heartstops beating, the lungs stop workingand the brain ceases functioningamedical condition termed cardiacarrest, which from a biological viewpointis synonymous with clinical death.

Dr. Parnia continued. There thenfollows a period of time, which may lasta few seconds to an hour or more, inwhich medical efforts may succeed inrestarting the heart and reversing thedying process. What people experienceduring this period provides a uniquewindow into what we are all likely toexperience during the dying process.This study aims to settle the debate

once and for all. It may be that out ofbody experiences are false memories,but until that has been scientificallytested we cant say for sure.

For Heather Sloan, a former nursefrom Southampton, England, thisresearch may help her understandher sensation of leaving the body andentering a white tunnel as she layin intensive care. Ive met so manypeople who had similar experiences, Ihave no doubt we are more than fleshand blood. If science could prove that,it would be marvelous.

On a personal note, when myGrandmother was sitting beside myGrandfather as he was dying, all of asudden Grandfather spoke. He said,Isnt it beautiful Mrs. Charrett, and thenhe passed away. Mrs, Charrett was myGrandmother on my Dads side of thefamily who had died two years earlier.I like to think Grandpa at that momenthad a glimpse of life after death.

Once those objectives are met, it will be mucheasier to maintain a healthy weight. The important thing toremember is to make use of all available resources to attain

your goal.
