Il periodo 1839-1908 è stato contrassegnato dai tentativi di riforma dell’Impero Ottomano,
resi necessari dalla crisi in cui la Sublime Porta si dibatteva. Messo in pericolo nella sua unità
dalla nascita (o ‘rinascita’, secondo le storiografie nazionaliste più militanti) dei nazionali-
smi balcanici e dalla pressione esercitata dalle Potenze europee, lo Stato ottomano multiet-
nico e multireligioso spendeva le sue ultime possibilità per sopravvivere nell’era dei naziona-
lismi. Le comunità – sino all’epoca delle riforme divise secondo la fede religiosa e afferenti
alla guida religiosa del proprio Millet, l’etnarca – furono considerate in una nuova prospetti-
va. Per rispondere alle richieste provenienti dalle ‘nazionalità’ ottomane, infatti, la Sublime
Porta doveva riformare il sistema dei Millet riducendo il potere e le competenze degli etnar-
chi; questa complessa – e, alla luce degli esiti, infruttuosa – operazione di ingegneria politica,
fu sostenuta durante l’era delle riforme da alcuni Sultani e dai loro Ministri.
La période 1839-1908 était caractérisée par les tentatives de réforme de l’administration de
l’Empire Ottoman face à la crise montante de la Sublime Porte. Menacé à l’intérieur par les
naissants nationalismes balkaniques (où, selon certaines historiographie, ‘renaissants’) et au
même temps pressée à l’extérieur par les Puissances européennes, l’État Ottoman, multieth-
nique et multi-religieux, jouait ses dernières cartes pour survivre à la montée des nationa-
lismes. Les communautés, jusqu’à l’âge de réformes divisées selon la foi religieuse et affé-
rentes à un chef religieux du propre Millet, l’ethnarque, elles étaient considérées selon une
nouvelle perspective. Pour octroyer droites et faire des concessions aux ‘nationalités ’otto-
manes, la Sublime Porte était forcé de réformer le system de Millet en réduisant les pouvoirs
des ethnarques ; cette complexe – et infructueuse – opération d’ingénierie politique était sou-
tenu, pendant cette période, par plusieurs Sultans et par leur ‘divans’.
