1 SUBJECT :

This document aims at presenting the motives and objectives of a validation and test Project for Air Traffic Management (ATM) Voice over Internet Protocol (VoIP) Communications Systems in the framework of EC’s PCRD, more precisely within Aeronautics and Space / Air Traffic Management topic.

The name of this project is EAVoIP: European Air traffic management Voice over Ip Project.

2 BACKGROUND

2.1 FUNCTIONAL ASPECTS

To carry on Air Traffic Management mission, Air Traffic Controllers utilize Voice Communications Systems (VCS), on one hand, to talk between us, safety phone switches, on the other hand to exchange voice information with pilots, radio switches broadcasting on aeronautical VHF (Very High Frequencies).

These VCS provided by many companies, whose a lot are European SME, are not currently built according to advanced technology, and, despite Eurocontrol efforts, presents interoperability lack detrimental to European Single Sky.

2.2 TECHNOLOGY ASPECTS

Packet switch technologies (Internet Protocol: IP), which currently revolutionize data, voice and video telecommunications world, has only reached very shyly the current ATM VCS very yet often interconnected by analog links.

2.3 EUROCAE WG67

For these reasons, EUROCAE members decided to launch an ad-hoc WG, WG67, to provide technical and operational requirements for ATM VoIP Systems.

The WG67 work program is now defined. Four documents should be provided mid 2006:

- A first one defining operational and technical ATM VoIP VCS requirements;

- A second one defining components, belonging to ATM VoIP Systems, interoperability requirements 

- A third one defining Network requirements to interconnect ATM VoIP components ;

- A fourth one defining validation tests guide to prove ATM VoIP systems compliance to previous documents.

2.4 FIRST CONCLUSION

End 2006 or more truly beginning 2007, ATM VoIP components validations and tests, according to EUROCAE WG67 documents, will be possible.

3 EUROPEAN ATM VOIP PRESENTATION

3.1 MOTIVES

If, mid 2006, WG67 EUROCAE documents will define ATM VoIP components requirements, the true compliance to these “standards” will have to be demonstrate by real trials.

So EAVoIP project aims from 2007 to 2009 at demonstrating by many European companies providing ATM VoIP components their interoperability on a specific telecommunications network.

Such a project will ensure:

- for European industry to pull ahead of on ATM VoIP Systems

- to make European Single Sky easier through VCS interoperability

3.2 OBJECTIVES

The main EAVoIP objectives are within 30 months :

- to provide an ATM VoIP System prototype compliant with EUROCAE WG67 requirements

- to interconnect by a specific network interconnecting ATM VoIP components belonging to the previous prototype System

- to verify and update WG67 EUROCAE documents becoming European Standards.

3.3 EAVOIP ET PCRD

Having a look to 6th PCRD objectives, EAVoIP could be selected as a STREP (Specific Targeted Research Project) within Aeronautic and Space / ATM topic.

Manufacturers, ANSP, Telcos, European bodies, Universities, Telecommunications Laboratories could participate to such a project estimated about 5 M€.

Manufacturers should provide ATM VoIP components (VCS, Tx/Rx, Recorders).

ANSP and Telcos should provide Network and Test Operators.

If partners agree, EAVoIP should be proposed for mid July 2005 after the 6th PCRD 3rd

call mid March 2005.

A specific EAVoIP meeting could be arrange on 16th March before WG67 EUROCAE meeting.
