CADRE, HORAIRES ET TYPE DE LA COMPETITION

CADRE DE LA COMPETITION

L’EUROMETROPOLE MASTERS aura lieu dans un cadre adapté, le Dojo de Wasquehal,

Rue du Molinel (voir la présentation sur notre site : http://masters2013.comitenordjudo.fr/),

qui accueille chaque année des championnats départementaux ou régionaux de judo, mais

aussi l’Open Jujitsu du Comité Nord, le tournoi international labellisé A du Dojo Club,

l’Open international de Karaté, ou de grands matchs de Boxe ; il a déjà servi de centre de

presse du Tour de France et régulièrement pour des événements culturels comme le salon du

modélisme, le salon du livre ancien ou des défilés de mode.

Enfin, il est extrêmement bien situé au plan géographique, facile d’accès et pratique sur le

plan des parkings.

Le Dojo principal permet 4 surfaces de compétition ; il y a 2 surfaces d’échauffement dans la

salle annexe, ainsi que de nombreux vestiaires.

ENGAGEMENT

Article 1 : engagement

Le montant de l’engagement est fixé à 10 €, pour tous les engagements envoyés avant le 15

décembre 2012, le cachet de La Poste faisant foi. Entre le 16 décembre 2012 et le 16 janvier

2013, le montant de l’engagement sera de 20 €. Aucune inscription ne sera prise les 17 et 18

janvier, pas d’inscription sur place le jour de la compétition. Aucune inscription ne pourra être

remboursée.

Les inscriptions seront bloquées à 450 ; une liste d’attente sera ouverte à partir du

451ème

; en cas de forfaits annoncés, les Masters de la liste d’attente seront inscrits dans

l’ordre de réception de leur règlement, qui sera alors encaissé.

Attention : aucune inscription ne sera prise en compte sans le paiement associé.

Règlement obligatoirement en EUROS, par chèque ou virement bancaire à l’ordre du Comité

du Nord de Judo.

REGLEMENT SPORTIF

Article 2 : règlement sportif

Règlement général : le règlement sportif est, en substance, celui de la Fédération

Internationale de Judo. Quelques spécificités ont été ajoutées, en fonction soit du règlement de

la FFJDA, soit du règlement propre à l’organisateur.

2.1. Conditions de participation

Chaque fédération affiliée à la Fédération Internationale de Judo peut inscrire autant

d’athlètes qu’elle le souhaite à travers ses clubs, dès l’instant où les conditions d’engagement

sont respectées. Un athlète ne peut participer que dans une seule catégorie de poids, celle où il

s’est inscrit (sauf en cas de regroupement décidé par l’organisateur).

Les combattants doivent avoir au moins deux années de licences et être au minimum

titulaires de la Ceinture Verte, le jour de la compétition.

Chaque judoka concourt dans sa catégorie d’âge, déterminée par son année de naissance.

Les combattants ayant la double nationalité ne pourront représenter qu’un seul pays.

Les combattants ayant participé à une compétition officielle internationale FIJ (hors Masters)

durant les 2 saisons qui précèdent ne pourront pas participer.

Les combattants ne doivent plus avoir obligatoirement 30 ans le jour de la

C’est l’année civile qui compte, non pas la date d’anniversaire : un(e) athlète né(e)

le 31/01/1978 sera inscrit(e) dans la catégorie M2 (ou F2), même s’il a 34 ans le

19/01/2013

REGLEMENT SPORTIF

2.4. Tenues

Judogis :

Les judogis bleus sont acceptés et même encouragés, pour remplacer la ceinture rouge.

Toute marque est autorisée, dans la mesure où le judogi respecte les normes vestimentaires.

Dossards :

L’organisateur distribuera des dossards de sponsors aux athlètes, qui devront être portés

pendant la compétition. Les dossards officiels FIJ ou UEJ pourront rester sur le judogi, ces

dossards étant collés dessous.

2.5. Formule de compétition

- de 4 à 5 combattants : poule

- 6 combattants : 2 poules de 3, les deux premiers qualifiés pour les demi-finales

- 7 combattants : 1 poule de 4 et 1 poule de 3, les deux premiers qualifiés pour les demi-

finales

- plus de 7 combattants : tableau à double repêchage

- pour 1, 2 ou 3 athlètes : l'organisation se réserve le droit d'effectuer des regroupements

cohérents de catégories d'âge et/ou de poids, en privilégiant ceux par la catégorie d’âge

la plus proche

2.6. Ordre de passage des catégories

L'ordre de passage des catégories sera affiché au plus tard le vendredi soir dans les hôtels

partenaires, à l’EDHEC Business School, ou sera disponible sur le site de l’événement.

4 rendez-vous horaires seront donnés aux athlètes, suivant leur catégorie :

2.7. Règles en matière de « golden score »

Le Golden score sera utilisé en cas d’égalité.

La durée maximale sera de 1 minute pour toutes les catégories d’âge.





REGLEMENT SPORTIF

2.8. Relation grade/championnat

La relation grade-championnat sera appliquée, conformément aux textes officiels fédéraux

(« Règlement des compétitions de loisir, page 16/18 »).

Pour les combattants de la Ligue Nord Pas de Calais, les points pourront être marqués

sur place, en cas d’accord du représentant régional du Comité d’Organisation Régional

des Grades (CORG).

Pour les combattants français des ligues hors Nord-Pas de Calais, les responsables des

Comités d’Organisation Régionaux des Grades (CORG) se rapprocheront du site de la

FFJDA, pour extraire les tableaux de résultats dès leur parution, pour la validation des

points.

Pour les étrangers, les responsables du Comité d’Organisation des Grades du pays

concerné se rapprocheront du site de la FFJDA, pour extraire les tableaux de résultats

dès leur parution pour valider les points, si leur fédération l’autorise.

2.9. Classement des Français (uniquement pour les Français)

L’EUROMETROPOLE MASTERS fait partie des tournois français de 1ère

Catégorie pour la

saison 2012/2013 ; à ce titre, les résultats pourront être pris en compte lors de l’établissement

d’un classement au niveau national, établi par les différents organisateurs français.

PESEES ET CONTROLES

Article 3 : pesées et contrôles des licences/certificats

- Rappel : pas d’inscription, ni de pesée le jour J !

- La pesée et le contrôle auront lieu le vendredi 18 janvier sur 4 secteurs : o Secteur Lille Métropole : à Roubaix (59100), EDHEC BUSINESS SCHOOL, 24 Avenue

Gustave Delory, entre 18h00 et 21h00

o Secteur Sud du Département : à Maubeuge (59600), Salle Pierre-Louis Fresnel, Boulevard

Pierre Corneille (à côté du collège Jules Verne), entre 18h00 et 19h00

o Secteur Sud du Département : à Fourmies (59610), Espace Cécile Nowak, Avenue Kennedy,

entre 18h00 et 19h00

o Secteur Littoral : à Coudekerque (59210), Espace Vanuxem, 28 Rue du Général Hoche, entre

18h00 et 19h00

Dans la mesure où il n’y a qu’une seule pesée, la veille de la compétition, nous avons choisi

de proposer 4 secteurs, pour ne pas obliger certains Masters à faire une longue distance la

veille, en plus de celle qu’ils devront faire le lendemain, pour la compétition.

Par contre, il sera impératif de respecter les créneaux horaires de la pesée.

- Aucune tolérance de poids

- Documents à présenter au contrôle : o pour les Français, les mêmes conditions exigées dans le cadre de la FFJDA (pièce d’identité

(passeport ou carte d’identité, pas de permis de conduire), passeport avec 2 timbres de licences

dont celui de la saison en cours et certificat médical de moins d’un an, autorisant la pratique

du judo en compétition)

o les étrangers devront apporter tout justificatif permettant de démontrer qu’ils sont en règle

avec leur Fédération affiliée obligatoirement à la Fédération Internationale de Judo, qu’ils ont

au moins deux années de pratique, minimum Ceinture Verte et qu’ils sont aptes médicalement

pour la compétition ; à défaut de présentation d’un certificat médical, ils combattent sous leur

entière responsabilité personnelle

o aucun combattant ne sera admis à participer s’il ne peut pas prouver qu’il appartient à

un club affilié à sa Fédération, elle-même affiliée à la Fédération Internationale (UEJ ou

FIJ).

o Assurance : chaque combattant est tenu de prendre lui-même une assurance responsabilité

civile et dommages corporels, s’il ne l’a pas déjà souscrite dans le cadre de sa Fédération, soit

par le biais de son club affilié, soit par le biais de la licence-assurance fédérale. Les

organisateurs déclinent toute responsabilité

ACCREDITATIONS, COACHING, RECOMPENSES

Article 4 : accréditations, coaching

Chaque Master se verra remettre une accréditation, lors de la pesée, la veille de la

compétition.

L’accréditation sera demandée obligatoirement pendant la compétition, pour accéder à

la zone d’échauffement ou, à l’appel du nom du combattant, à la zone de compétition.

Un seul coach sera autorisé par athlète en zone de compétition, il se présentera avec

l’athlète et sortira de la zone de compétition avec l’athlète à l’issue du combat.

Article 5 : récompenses et médailles

Récompenses (sous forme de lots, pas de prime) pour le podium de chaque catégorie :

les 4 premiers dans le cadre des tableaux (1er

, 2ème

et deux 3èmes

), à partir de 6

combattants,

les 3 premiers dans le cadre de poules (1er

, 2ème

et 3ème

), entre 2 et 5 combattants.

Si un combattant est seul dans sa catégorie, il ne pourra pas être récompensé par un lot.

Par contre, il est considéré comme vainqueur de sa catégorie et se verra attribuer la médaille

d’or.

Les médailles pourront être cumulées par un combattant, dans le cadre des regroupements,

mais pas les lots.





ATTESTATION DE DROITS A L’IMAGE, ASSURANCE, CERTIFICAT MEDICAL

Article 6 : attestation de droits à l’image, assurance, certificat médical et règlement

Chaque Master sera prié de signer l’attestation suivante lors de la pesée ; à défaut de

signature, il ne pourra pas participer.

DROITS A L’IMAGE :

Lors de manifestations organisées par le Comité Nord de Judo ou par sa Commission Masters,

l’image et la voix des participants sont susceptibles d’être captées par tout moyen vidéo dans

le cadre des compétitions et des activités annexes. Le signataire du présent formulaire autorise

le Comité Nord de Judo et sa Commission Masters à procéder à des captations d’images et de

voix et à utiliser et à diffuser, pour la promotion de la discipline pratiquée, les images et la

voix ainsi captées, sur tout support de communication audiovisuel quel qu’il soit et

notamment : site internet du Comité Nord de Judo ou de sa Commission Masters, diffusions

vidéo, journaux sportifs télévisés, judo tv. Cette autorisation est consentie pour la promotion

du Comité Nord de Judo et de sa Commission Masters à titre gratuit pour une durée de 70 ans

et vaut pour le monde entier.

ASSURANCE ET CERTIFICAT MEDICAL :

Pour les Français, le signataire atteste qu’il est licencié auprès de la FFJDA, assuré et en

possession d’un certificat médical attestant qu’il n’y a aucune contre indication à la pratique

du Judo y compris en compétitions pour la saison 2012/2013.

Pour les étrangers, le signataire atteste qu’il est licencié auprès de la fédération nationale de

son pays d’origine, assuré et en possession d’un certificat médical attestant qu’il n’y a aucune

contre indication à la pratique du judo y compris en compétition pour la saison 2012/2013.

L’Hôtel CAMPANILE de Wasquehal : Complètement rénové en 2009, l’Hôtel-restaurant

CAMPANILE Lille Wasquehal dispose de 88 chambres Nouvelle Génération, d’un restaurant de

74 places et d’un Espace Salon Bar ouvert 24h/24h.

L’accès par le Tram est direct depuis les gares Lille Flandres et Lille Europe. L’établissement est

CAMPANILE de Villeneuve d’Ascq propose 50 chambres Nouvelle Génération. Idéalement

situé, à moins de 500m du Musée d’Art Moderne de Lille et du Musée des Moulins, à 500m du

Parc du Héron, votre hôtel restaurant CAMPANILE Villeneuve d’Ascq profite d’un

environnement calme et arboré.

Des navettes bus pourront être proposées entre l’Hôtel et le lieu de compétition, le trajet pour les

athlètes ayant réservé pour la Masters’ Night pourra se faire à pied. (500 mètres)

VENUE, TIMETABLE AND TYPE OF COMPETITION

VENUE

EUROMETROPOLE MASTERS will take place in the Wasquehal Dojo (for further

information please consult the website: http://masters2013.comitenordjudo.fr/), which hosts

every year departmental and regional judo competitions, but also the international Jujitsu

open competition, the Dojo Club category A international tournament, the international karate

open competition or important boxing matches. It has also been the press headquarters for the

Tour de France and organizes regularly cultural events such as various shows and fashion

parades.

Geographically speaking, it is particularly well situated, easy to reach and has convenient

parking facilities.

The main Dojo has four competition mats and there are two warming up mats in the annexe,

as well as numerous changing rooms.

TIMETABLE

- Start of competition: 9 am

- End of competition: 9 pm (approximately)

The schedule is liable to modification depending on the number of competitors.

COMPETITION RULES

Article 2: Competition rules

General rules: most of the International Judo Federation (IJF) rules are to be complied with.

Certain specificities have been added, in compliance with the French Federation rules or the

organizer’s own rules.

2.1. Conditions of participation

Each federation affiliated to the IJF may enter as many athletes as it desires. Each athlete can

participate only in the weight category for which he/she is enrolled, except if the organizers

decide to combine two categories.

On the day of the competition, the competitors must have held a license for at least 2

years and be minimum green belt holders.

Each athlete participates in the age division which is determined by his/her year of birth.

Competitors who have double nationality can represent only one participating country.

Athletes who have participated in an official international competition organized by the IJF

(with the exception of Masters) in the last two seasons are excluded from the event.

2.3. Weight categories

Weights: -60 kg ; -66 kg ; -73 kg ; -81 kg ; -90 kg ; -100 kg ; +100 kg

A combination of two categories is possible should the number of participants in one of them

be insufficient (cf 2.5 Competition formula).

2.4. Judogis and backnumbers

Judogis:

Blue judogis are allowed and even recommended when replacing a red belt.

All judogi suppliers are authorized in as much as the judogi complies with technical norms.

Back numbers:

Organizers will supply athletes with sponsors’ back numbers, which will have to be worn

during competition. They will be stuck underneath official IJF or EJU back numbers that can

stay on judogis.

2.5. Competition formula

4 or 5 athletes: round-robin

6 athletes: 2 pools of 3, the first 2 in each pool qualify for the semi finals

7 athletes: 1 pool of 4, 1 pool of 3, the first 2 in each pool qualify for the semi finals

More than 7 athletes: an elimination system with double repechage

For 1, 2 or 3 athletes: the organizers are free to take the initiative of combining age

and/or weight categories as coherently as possible

2.6. Order of presentation per category

The timetable for the presentation of each category will be posted on the Friday evening at the

latest in the partner hotels or will be available on the official website.

For the different categories, athletes will be invited to be present at:

- 9 am

- 12 am

- 2 pm

- 5 pm

2.7. Golden score update

In case of a tie, the golden score system will be applied. The maximum length of the extra

contest duration will be one minute in all age categories.

2.8. Points for grades

Masters will be able to score points for their grades according to French FFJDA official rules

(« Règlement des compétitions de loisir, page 16/18 »).

For Nord Pas de Calais Masters, points will be signed on the spot, if the

representative of the Regional Grades Committee agrees

For other French Masters, regional representatives will be able to download

results as soon as posted on FFJDA website, to certify points

For foreign masters, representatives of National Grades Committees will be able

to download results as soon as posted on FFJDA website, to certify points, if national

federation allows it.

2.9. Ranking exclusively of French Masters

The EUROMETROPOLE MASTERS has been included in the First Class French Masters

Tournaments for the 2012/2013 season; therefore, the results will be taken into account for a

national ranking system determined by different French organizing bodies.

CONTROL AND WEIGH-IN

Article 3: Registration, control and weigh-in

- Reminder: no registrations or weigh-ins on the day of the competition

- Control and weigh-in will take place on Friday 18th

January in 4 centers:

o Lille Métropole: in Roubaix (59100), EDHEC BUSINESS SCHOOL, 24 Avenue Gustave

Delory, from 6pm to 9pm

o South of Nord Département : in Maubeuge (59600), Salle Pierre-Louis Fresnel, Boulevard

Pierre Corneille (next to the Jules Verne secondary school), from 6pm to 7pm

o South of Nord Département : in Fourmies (59610), Espace Cécile Nowak, Avenue Kennedy,

from 6pm to 7pm

o Coastal region : in Coudekerque (59210), Espace Vanuxem, 28 Rue du Général Hoche, from

6pm to 7pm

As it is only possible to weigh in on the eve of the competition, we have decided to organize 4

centers so that some Masters will not have to travel twice.

However, it is essential to respect the timetables for weigh-in.

- No weight tolerance

- Documents to be presented: o For French competitors: in compliance with the FFJDA rules of participation (Identity card

or passport (driving licenses are not accepted), FFJDA license with at least 2 stamps, current

FFJDA license, medical certificate dating back less than a year attesting that the athlete can

enter judo competitions during the current season)

o Foreign competitors will have to provide all information that proves they are current

members of their Federation, which must be affiliated to the IJF, that they have been enrolled

for at least two years and are minimum green belt holders. If a medical certificate cannot be

provided, the competitor will be considered personally liable in case of incident.

o No athlete will be authorized to enroll if he/she is unable to provide written proof that

he/she is a member of a judo club, affiliated to a federation, which in its turn is affiliated

to the IJF. o Insurance : Each athlete is personally responsible for taking out insurance to cover general

liability and participant accident during the period of the EUROMETROPOLE MASTERS if

he/she is not already covered within the framework of his/her national federation, either via

his/her club, or via a federal license-insurance.. The organizers decline all liability.

ACCREDITATIONS, COACHING, PRIZES

Article 4: Accreditations and coaching

Each athlete will be given an accreditation card at the weigh-in the day before the

competition. This card will be demanded before athletes may access the warming-up mats

and, when the athlete’s name is called, the competition zone.

One coach only per athlete will be authorized to access the competition zone.

He will accompany the athlete and leave the competition zone with the athlete at the end of

the fight.

Article 5: Prizes and medals

There will be prizes for the winners of each category (no money prizes):

the first 4 (1st, 2

rd places) for tables including 6 or more athletes,

the first 3 (1st, 2

nd and 3

rd) in pools from 2 to 5 athletes.

If an athlete is the only one in his/her category, he/she will not receive a prize.

However, he/she is considered as the winner of his/her category and will receive a gold

medal.

An athlete may receive more than one medal but not more than one prize if two categories

have been combined.





IMAGE RIGHTS, INSURANCE AND MEDICAL CERTIFICATE

Article 6: Image rights, insurance and medical certificate and rules

Each Master is invited to sign the following document at weigh-in; if the document is not

signed, the athlete will not be authorized to participate.

IMAGE RIGHTS: During all manifestations organised by the Comité Nord de Judo or by the Commission for

Masters, the images and voices of the competitors may be captured by the video set-ups used

during the competitions and annex activities. By signing this form the competitor authorises

the Comité Nord de Judo and the Commission for Masters to use and broadcast the images

and voices captured for the promotion of judo on all types of audiovisual communication

media without exception, and notably the Comité Nord de Judo or the Commission for

Masters website, video broadcasts, televised sports programmes, judo TV. This authorisation

is given for the promotion of the Comité Nord de Judo and the Commission for Masters with

no financial compensation for a duration of 70 years and is valid worldwide.

INSURANCE AND MEDICAL CERTIFICATE:

For French competitors, the signer attests that he/she holds the FFJDA licence, that he/she is

insured and possesses a medical certificate attesting that there exists no counter indication to

the activity of judo for the 2012/2013 season.

For foreign competitors, the signer attests that he/she holds the licence in force in his/her

country, that he/she is insured and possesses a medical certificate attesting that there exists no

counter indication to the activity of judo for the 2012/2013 season.

THE LILLE-AIRPORT NOVOTEL IN LESQUIN

The Wasquehal CAMPANILE Hotel: Completely refurbished in 2009, the Lille Wasquehal

CAMPANILE Hotel Restaurant has 88 New Generation rooms, a restaurant catering for 74

and a lounge bar open round the clock.

The Lille Wasquehal CAMPANILE Hotel Restaurant, situated on the axis between Northern

and Southern Europe, is one hour from Paris by High Speed Train. Lille Wasquehal has also a

wide network of urban transport, offering numerous possibilities to get about. The New

Generation CAMPANILE Hotel Restaurant is 10 minutes from the city center of Lille and the

Lille Flandres and Lille Europe railway stations. There is direct access by tram. The hotel is

situated at the junction of motorways A22 and A25 (junction 12: Château Rouge), 5 minutes

from the Belgian border, 40 minutes from Bruges and Dunkirk and 15 minutes from the Lille-

Lesquin international airport.

It is less than 1 km from the Wasquehal Dojo.

No shuttle service will be organized between the hotel and the dojo but a shuttle service will

be organized for the Masters’ Night between CAMPANILE and KYRIAD, offered to athletes

registered for the Masters’ Night.

The Villeneuve d’Ascq CAMPANILE Hotel: refurbished in 2012, the Villeneuve d’Ascq

CAMPANILE Hotel Restaurant has 50 New Generation rooms. Ideally situated 500m from the Lille Modern Art Museum and the Windmill Museum, 500m from

the Parc du Héron, the hotel is situated in a quiet area surrounded by trees.

A shuttle service may be organized between the hotel and the competition area. Athletes who

have booked for Masters’ Night can go there on foot (500m).

The Villeneuve d’Ascq KYRIAD Hotel: The Villeneuve d’Ascq KYRIAD hotel is ideally situated 15 min from Lille city center, its

railway stations and Congress Centre, in a quiet, green environment. The hotel was completely

refurbished in 2008, has 84 comfortable rooms, a winter garden, and an outdoor terrace facing the

Windmills and the park. The KYRIAD hotel caters for your every need, should you be relaxing or

working.

A shuttle service may be organized between the hotel and the competition area. Masters’

Night will take place there on Saturday night, from 9pm to 2 am.





The Wasquehal and Villeneuve d’Ascq CAMPANILE Hotels and the Villeneuve d’Ascq

KYRIAD hotel have a group agreement to become the second accommodation partner

recommended for EUROMETROPOLE MASTERS.
