    Tourism Developmentin Bangladesh:

    Various tourism facilities have been developed in many ofthe potential tourism areas by the Bangladesh Parjatan(Tourism) Corporation and other government, semi-government and non-government agencies. The

    overnment of Bangladesh formulated a NationalTourism Policy in February 1992. The main objective ofthis policy is to attract investment in tourism from the

    domestic private sector as wellas by foreign investors.

    Development of Ecotourism

    as a Major Trend:There was a time not too far in the past whentourism focused on beach resorts withrecreational facilities.

    However lately, ecotourism has developed as amajor trend. Travelling to relativelyundisturbed natural areas with the specificobject of studying, admiring and enjoying thescenery and wild plants and animals is a newphenomenon in developing countries.

    Management in Bangladesh:Bangladesh can integrate herecotourism resources throughPlanning,Management and Appropriate

    use, based on the following principles:

    Optimum multiple use of theresources,

    Maximum sustainable use, and

    Conservation and development ofnatural resources.

    example, the Sundarbans, theHilly Districts, Coxs Bazar) wehave to make sure that theresources, such as the forests

    with their numerous varietiesof trees, plants,herbs andtheir animals are notdestroyed or overexploited.

    Ecotourism Products:

    Tourist products should be used insuch away that they are not going tobe destroyed.

    Large numbers of tourists can be the

    cause of destruction. Restrictions can be imposed on the

    number of tourists, and on how theyundertake their visit, before a sitebecomes overcrowded.

    To present aparticular touristlocation at which there are a numberof attractions. By doing this one canspread the load while presentingvariety to tourists.

    Without controls, it is obvious that themore tourists who visit aplace, themore the ecological balance isthreatened or degraded.

    We do not unnecessarily restricttourism. If we can apply the principlesof sustainable development, tourismcould be permitted, or even encouragedto grow.

    Saving Wildlife:

    Bangladesh has utterly failedto save its wildlife, includingthe tigers and large varieties

    of birds, from theirrelentless march towardsextinction.

    Habitats of wild animals arebeing systemically destroyednot only in the Sundarbansbut also throughout thecountry.

    The spotted deer, an animal of theSundarbans and essential food for

    tigers, are being killed by poacherswith impunity.

    Venison is sold like mutton in localmarkets.

    I think Bangladesh should learn fromthe Indian experience and takemeasures to establish several bigNational Parks in different parts of

    the country, to save not only thetigers but also other wildlife,including birds, and our heritage. Thisstep is essential if ecotourism is to

    develop.

    Enforcement of Law:

    There are good laws inBangladesh related to theenvironment, and the legal systemis potentially strong.

    Nevertheless, to promote tourismand protect nature at the sametime, there is no alternative butto enforce the laws properly.

    The Role of Government:

    A desire to establish tourism inBangladesh has been evident formany years; evident in the firstmaster plan for the period of 1965to 1985 and a second master plan

    for 19851995. Following thelatter, a National Policy wasformulated in 1992. The BangladeshParjatan Corporation (the nationaltourism organisation) wasestablished in 1973. Bangladesh wasa founding member of WorldTourism Organization (WTO) in1975.

    The National Tourism Policy of 1992 identified five key areas fordevelopment:

    Emphasis on culture and heritage;

    Preservation of naturaland scenic beauty

    Preservation of unspoiled beaches and the preparation of

    land-use plans for beaches;

    Emphasis on wildlife and preservation, and;

    Protection and rehabilitation of the Sundarbans.

    Infrastructure:

    Having proper infrastructure is aprerequisite for the developmentof tourism, especially ecotourism. Lack of infrastructure has beenone of the prime causes of slow tourism development in Bangladesh.A few examples will testify to the fact.

    Kuakata is one of the few beaches in the world offering a fullview

    of both the sunrise and sunset.It is a sloping sandy beach withcoconut groves, towering cliffs, waves to be surfed and fish to be

    caught. Unfortunately, it takes 12 hours on eight ferries to getthere. This is enough for a tourist to lose interest in making avisit.

    The Hilly Districts offer diversified tourist attractionsranging from fascinating triballife, tropical evergreen

    forest, blue lakes, to picturesque valleys. However, many ofthe attractions have remained virtually inaccessible. Unlikemany hill environments around the world, this area is notbarren, but majestically green. The average height of the

    hills is around 122 m. The highest peak of BangladeshTahjindong is in the Chimbukvalley, at 1412 m. This peak isnot accessible by road.

    The Sundarbans is the worlds largest mangrove forest.No infrastructure has been developed to provide tourists

    with food, lodging and transport to the area. There are no arrangements for regular water transport

    allowing for safe travel through the waterways.

    And because of this its potential ecotourism attractions

    have remained largely unexplored. A multidimensional,comprehensive development plan needs to be prepared forthe area

    Marketing of EcotourismDestinations:

    Clearly, promotion and advertising play averysignificant role in establishing aproduct in themarketplace.

    Brochures and other promotional material could bedistributed through all foreign missions inBangladesh, through Bangladesh Biman, the nationalcarrier.

    Participation in international tourism fairs,

    publication of features and advertisements in tradejournals would enable the country to promote itsecotourism products.

    Only by a serious effort in promotion willBangladesh start to be seen as an ecotourism

    destination.

    Mis-using Ecotourism:

    Ecotourism may be the most over-used and mis-used word inthe adventure travel industry.

    Aloose interpretation of the definition of ecotourism allowscompanies to market themselves as something that they are not.It boils down to 2 words: "Conserve" and "Improve".

    If true ecotourism is important to you, please ask the tripprovider alot of questions to determine if your tripwill help"conserve and improve" the places you visit.

    Strategy:

    Iwould like to suggest a Strategywhich has three phases....

    First, to assess the currentsituation and potential.

    Second, to determine a desirabletourism strategy situation andidentify steps to reach thissituation.

    Third, to write an ecotourismstrategy document and publishit,and circulate it to potentialsources of financialand technicalassistance and other interested

    parties.

    Conclution:To create a form of tourism that utilises unique local,natural, historical and cultural resources, and to promotethe conservation and preservation of forests throughproper management, and to combine successfully theresources and the promotion of tourism, it is necessaryto implement ecotourism in a planned way. Thephilosophies and practices of ecotourism can be, andshould be, a part of the tourism development strategyfor Bangladesh. Tourists visiting virtually unknown,developing countries like Bangladesh are concerned aboutfood, disease, infection, inconvenience, languagebarriers, safety and security and so on. Therefore thisnegative image has to be addressed by the BangladeshParajatan Corporation by participating in internationalfairs, seminars and workshops and also throughadvertising and publicity campaigns.

    Government, NGOs and private organisersinvolved in the general tourism sector

    should work hand in hand to developecotourism.

    Ultimately, with the right policies andunderstanding of the relationship betweentourism and the environment, all tourism

    (including mainstream) will move towardsbeing sustainable.
