GDRI caINTI / new-LiFE The GDRI caINTI, International Research Group "coordination action of the International Network of Territorial Intelligence", is a scientific coordination network of the French National Centre for Scientific Research, which gathers 7 participants of five countries. It began on 1 January 2011 for a term of four years, until December 2014. Work plan is draft now. It aims at strengthening the integration of European research in territorial intelligence in order to give it an international dimension.

new-LiFE “A development driven by well being for a successful socio-ecological transition in Europe” is a large scale project for FP7 that meets 39 participants of 17 countries. Response will occur in July. If it is positive we will have to draft work plan before end of october.

Territorial engineering In knowledge-based society, information and communication technology and knowledge management allow us to share information and collaborate to exploit it in order to develop relevant cooperative projects and to coordinate tasks in an efficient cooperation and with a positive impact.

With project management, evaluation, foresight, geographic information systems, methods of data analysis and spatial analysis tools, they constitute the basis for territorial engineering, of which Catalyse, a method in use in Europe since 1989, is an example.

Territorial intelligence Territorial intelligence suggests action-research that has two mutually-enriching objectives, a scientific and a practical one.

•  It aims to be the polydisciplinary field of universal knowledge on the structures and dynamics of territories in a sustainable development perspective.

•  It offers stakeholder partnerships a cognitive process and tools towards the co-construction of a collective intelligence for, with and by the territorial community, which will enable this community to develop its territory in a sustainable manner.

ENTI Since 2002, territorial intelligence has been at the centre of the fundamental and applied reflections of the European Network of Territorial Intelligence, ENTI, which began its expansion and integration with the European project caENTI (coordination action of the ENTI) supported by the European Union FP6 from March 2006 to February 2009.

GDRI caINTI activities To strengthen the integration of territorial intelligence research and to give it an international dimension, the participant teams of the GDRI caINTI will establish :

•  A standing virtual cooperation network using the portal www.territorial-intelligence.eu

•  A concerted cooperation project

•  A periodic scientific meetings hosting the debate on scientific results and prospects, publicize them and updating the cooperation project.

It will lay the foundations for a development model driven by any- and everybody well-being. It will suggest structural reforms and governance initiatives for changing behavior through establishing the referent research activities.

It will pay particular attention to the areas of employment and innovation.

DEVILLET, SEGEFA, Belgium) This axis will compare models of territorial observation and specifications for observation integrated tools for territories in the context of information transparency and tools accessibility for territorial community.

•  It will identify specific indicators relevant to sustainable development (particularly in the social, environmental and cultural areas where they need to be adapted) and available at the local level (which constitutes mainly a major difficulty) in agreement with theoretical models of combined development objectives, and with following international standards <OI indicators> C. •  It will continue modelling territorial observation systems available for local actors and citizens <OM modelling> S. DAMY, MSHE (= WP3D <modelling>)

•  It will establish concrete specifications for a web mapping system of indicators of sustainable development at an international level for data integration at different scales <OW web-mapping> P. PEHANI SRC SAZU (= WP3E. <web mapping>)

•  Axis [observation] will provide specifications for forecasting, assessment, and governance tools and sustainable development actions monitoring.

[vulnerability] V.   [vulnerability] Vulnerability of territories and populations vulnerable (lead by P. WOLOSZYN, ESO) This transversal theme will offer adaptative strategies to increase the resilience of populations and the most vulnerable territories.

•  It will explore how regional vulnerabilities can be a lever for the consideration of global issues into local action <VI>

•  It will make proposals for the establishment of a minimal system of social protection <VI floor> M. FERNANDEZ OLE > (= WP5C <floor> )

•  It will analyze the convergence of adaptative actions to strengthen the resilience of the territories and most disadvantaged groups as parts of a coherent strategy for social cohesion, with both introducing political priorities for local action and adapt public action goals to the socio-ecological new i-deal. <VG cohesion> M. •  It will suggest specific indicators to improve the visibility of the vulnerability of the resilience of territories and populations. Thus, amenities access inequalities should be mapped through «  ambiantope  » environmental enhanced cognitive modelling. <VO>
