Ministry’s Letter No. R.13040/66/2012-HD(tech.) dated 18.12.2018 regarding inclusion of BHMS

Degree Qualification awarded by Himachal Pradesh University, Shimla in the Second Schedule

to HCC Act 1973.

The Executive Committee recommended for inclusion of BHMS Degree qualification awarded by

Himachal Pradesh University, Shimla from May 2012 to December, 2019 in respect of the students

namely Solan Homoeopathic Medical College & Hospital, Solan in the Second Schedule to HCC Act

1973.

Agenda item No.4

Grant of financial up-gradation under MACP to Sh. D. C. Bhagat, U.D.C. of the Council.

The Executive Committee considered the matter and noted that the APAR grading of Sh. D. C.

Bhagat, U.D.C. for the year 2013-14 does not meet the required benchmark for allowing grant of

financial up-gradation. Hence, the Executive Committee did not agree for allowing MACP to Sh. D. C.

Bhagat.

The Committee also opined to review the health condition of Sh. D. C. Bhagat, U.D.C. from

any Govt. Medical Board and also asked the office to assign him some clerical/filing work.

Agenda item No.5

Ministry FTS 149482 letter No.X.18030/16/2019-CDN dated 11th Feb, 2019 regarding

Reservation for Economically Weaker Sections (EWSs) in Civil Posts and services in the

Government of India

The Executive Committee considered the letter No. X.18030/16/2019-CDN dated 11.02.2019 of

Ministry of AYUSH and decided to implement reservation policy of the Govt. of India for

Economically Weaker Sections in Civil posts and services of the Council. Accordingly, the Executive

Committee directed to modify employment roaster of the Council to provide 10% reservation to EWSs

in civil posts and services.

Appointment of Homoeopathic Doctors on Contract Basis

The Executive Committee noted the appointment of homoeopathic doctors namely Dr. Simmi Gulati

and Dr. Bithi Roy on contract basis.

Removal of the names of the practitioners from Central Register of Homoeopathy

The Executive Committee of BoG considered the matter of removal of names of 26 Homoeopathic

Practitioners from the Central Register of Homoeopathy. The Committee allowed to remove these

names from the Central Register of Homoeopathy, as these have already been removed from the State

Registers of Homoeopathy of respective State Boards/Councils.

Ministry’s letter No.C.29012/01/2018-EP(IM-2) dated 06th March, 2019 regarding Legal fee to

the advocates hired by CCH

The Executive Committee of BoG deferred the matter and asked the office to provide the details of all

the cases which have been received before & after constitution of BoG where payment of the advocates

are pending.

M.D.(Hom) qualification awarded by Parul University, Vadodara in Second Schedule of H.C.C.

Act, 1973.Verification

The Executive Committee considered the matter and recommended for inclusion of M.D. (Hom)

qualification in the subjects namely MateriaMedica, Organon of Medicine & Repertory in respect of

Ahmedabad Homoeopathic Medical College, Ahmedabad and MateriaMedica, Organon of Medicine,

Repertory& Practice of Medicine in respect of Jawaharlal Nehru Homoeopathic Medical College,

Vadodara w.e.f. 30.11.2018 to December 2019 awarded by Parul University, Vadodara in the Second

Schedule to HCC Act 1973.

Non remittance of outstanding Inspection fee & penalty charges by B.N.M. Homoeopathic

Medical College, Saharsa (Bihar) and Akola Homoeopathic Medical College, (Maharashtra)

The Executive Committee considered the matter and noted that both colleges have approached the

Hon’ble High Court after being denied by Central Govt. Akola Homoeopathic Medical College,

Maharashtra has been inspected on the direction of Hon’ble Nagpur High Court in spite of non-

payment of inspection fee.

The Executive Committee asked the office to apprise the Hon’ble High Court at Nagpur about

non-payment of inspection fee since 2007-08 through concerned advocate of the Council by filing

application in the matter and pray for leave of the Hon’ble High Court for deferring action on the

inspection carried out in respect of Akola Homoeopathic Medical College till the college pays the

arrears of inspection fee. The Council also decided to file a petition before the Hon’ble High Court of

Patna apprising the Hon’ble High Court that the college has not paid inspection fee since 2002-03

through the concerned advocate and seek direction for clearance of arrears of inspection fee.

The Executive Committee considered the matter and agreed for the use of official logo of C.C.H. by

CCRH for the event of WHD 2019.

Agenda Item No.12.2

A mail dated 19.02.2019 has been received from Principal, National Homoeopathy Research

Institute in Mental Health Kottayam regarding suggestion for Equating research experience of

Research Faculty at NHRIMH, Kottayam with teaching experience in the subject of Psychiatry

and Practice of Medicine.

The Executive Committee considered the matter and it decided that CCRH may obtain extension order

of the permission granted by Ministry of AYUSH vide letter dated 18.02.2017, as a stopgap adjustment

for two years only, further to enable CCH to consider the matter. It was observed that, the letter of

Ministry dated 18.02.2017 was only valid for two years and till its renewal, the matter is being deferred

for next Ex. Committee meeting.

The Executive Committee directed the office to complete the actions on the decisions in these minutes

immediately, keeping in view the urgency of the matters.
