MADRAS RACES 2017/2018NOTICES

A. Horses must arrive at Chennai on or before Wednesday,18th October 2017 and not leave station before conclusion of theseason except with the prior permission of the Stewards.

2 year old horses which have arrived at Chennai on or before,Wednesday, 18th October 2017 only will be eligible to participatein 2/3 years old races during Madras Races 2017/2018 other thanthose open to the out-station horses.

1. No stable rent or course fee will be charged. However, in case ahorse does not race thrice (twice in case of horses rated 60 andabove and 2/3 years old {first season horses}) during MadrasRaces 2017/2018, a stable rent of Rs.5000 (plus applicable GST)per horse for the season will be charged in respect of MRC basedhorses.

2. An amount of Rs.2000/- per horse per month has been fixed asthe fodder subsidy (oats and bran) for all ‘A’ Licensed Trainersw.e.f 1st September, 2017.Both oats and bran will now be suppliedat cost price (Subject to GST regulations). ‘B’ Licensed Trainerswill be supplied oats and bran at cost price (Subject to GSTregulations) and will not be eligible for any fodder subsidy.(A) Horses that will attain the age of 9 years on 1st January, 2018will be allowed to race till 31st March, 2018. Subsidy for the abovementioned horses will only be given till 31st December, 2017.However for all other horses subsidy will be given till 31st March,2018. Horses that will attain the age of 8 years on 1st January,2018 will not be allowed to race after 31st March, 2018 underMRC rules of racing.

(B) ‘A’ Licensed Trainers under Madras Race Club Rules ofRacing should have minimum (10) Ten Horses and maximum(60) Sixty Horses under their charge.(C) Permission to bring in out-station horses may be grantedprovided the horse/s is Rated 46 and above subject to specificpermission of the Secretary, MRC being obtained (only for thecurrent season).

3. No entry fee/ forfeits will be charged except for the sweepstakesraces. However, a service charge @ 0.5% (plus applicable GST)of the advertised stakes/professional fees to the winner (Owner,Trainer and Jockey) for races other than sweepstakes races will

be charged in respect of entries made and scratched at the timeof acceptance for the race/s.

4. Horses which do not place in first Six atleast once during theseason will not be eligible for the above subsidies. A runconsidered substandard by the Secretary / Stipendiary Stewardsshall not be counted for subsidy. If a horse’s performance isconsidered substandard on 3 occasions during a season, thehorse will be considered as substandard and not permitted torace by the Stewards.

(i) No horse will be permitted to race during the Madras Races 2017/2018 unless stabled in the premises of the Madras Race Clubwith the prior permission of the Secretary.

(ii) Horses which race in the Classic/sweepstakes Races only will beprovided free stabling for a maximum period of one week fromthe date of arrival, however it may be extended at the discretionof the Secretary, MRC based on the availability of stables.

(iii) A stable rent of Rs.7500 per month or Rs.500 per day (plusapplicable GST) for out-station horses will be charged after thepermitted period of stabling.

(iv) Out-station horses will not be eligible for any subsidies duringthe Madras Races 2017/2018.

(v) Owners, trainers and authorized agents are advised to keepsufficient funds in their accounts with the Club to cover any andevery liability during the progress of the meeting.

(vi) All horses entering the Madras Race Club premises shouldnecessarily carry a valid E.I.A., negative certificate (validity 120days). Further, such horses should also carry a Health Certificateissued by the Veterinary Officer of the respective Turf Authorityindicating that the horse/s have neither suffered from nor shownany clinical signs of E.I.A., A.H.S., E.I. and Glanders.The Stewards of Madras Race Club reserve the right to add,amend or alter any of the terms of the conditions of the prospectusat any time even during their validity at their absolute discretion.Further, the interpretation of any of the prospectus conditions willrest solely with the Stewards of the Madras Race Club and theirdecision will be final and binding.

GENERAL CONDITIONS

1. All Horses taking part in the Madras Races 2017/2018 shall bebound by the Rules of the Madras Race Club and notificationsissued from time to time in the MRC Racing Calendar and suchother regulations as may be laid down by the Stewards of theMeeting from time to time.

Horses must be registered under Madras Race Club Rules ofRacing or under Rules of any recognized Turf Authority in India ifnot already registered.

To qualify for entry in Handicap races, horses must be rated bythe Handicapper, Madras Race Club one day prior to the closingof entries, failing which entries of such horses will be rejected.

Any horse can be entered in any race except that a higher ratedhorse cannot be entered in races where the upper rating limit isspecified.

Horses which have raced at Meetings other than under the MadrasRace Club Rules of Racing subsequent to being rated by theHandicapper, MRC must be re-rated by the Handicapper, MadrasRace Club one day prior to closing of entries for races under Rulesof Racing of Madras Race Club.

In the event of a horse having raced at a meeting other than underthe Rules of Racing of Madras Race Club subsequent to its havingbeen entered for a race under Rules of Racing of Madras RaceClub, the entries of such horse/s will be void unless such horse/sis re-rated prior to the publication of Handicaps for the race/s forwhich it is entered.

In the event of a horse/s having raced at a Meeting other thanunder the Rules of Racing of Madras Race Club subsequent to itshaving been handicapped for a race under Rules of Racing ofMadras Race Club, such horse/s shall be withdrawn from the racefor which it has been handicapped.

No horse shall be entered in more than one race on the same dayexcept for sweepstakes race/s.

No horse shall be accepted to participate in more than onerace on the same day and no horse shall be accepted toparticipate in more than one race when racing has beenscheduled for consecutive days.

Stakes will be disbursed up to six (6) places, however Trainers /Jockeys commission will be given up to four (4) places only.

Stakes for the 5th & 6th places will be paid in all races except theSweepstakes Races subject to the condition that number of actualstarters in a race is eight (8) & nine (9) or more respectively.

Only such horses which are certified fit for racing by the VeterinaryOfficer of the Madras Race Club will be allotted stables at Madras.

Special attention is drawn to the following:

1. The list of entries shall be closed at the time appointed and noentry shall be admitted on any ground after the time.

Attention of all owners and trainers is invited to Rule 85 whichreads as under:An owner or his authorised agent entering any horse in a racefor which he is not qualified to start by the conditions of thatrace may be liable to a fine not exceeding such amount asmay be fixed from time to time by the Stewards of the Club.

If no hour is fixed for closing of entries, the list shall not be closedtill midnight.

In the event of any horse becoming ineligible for SweepstakesRace/s, the Subscriptions will not be refunded, except in the casewhere horses have been rejected or balloted out due to theSweepstakes Race not being divided, only the final forfeit will berefunded.

2. Entries must be made with requisite particulars. If the entries arenot signed by the Owner, they must be accompanied by a writtenauthority from the Owner to the enterer (special attention is drawnto Rule 83) unless such authority has already been filed in theoffice of the Madras Race Club, otherwise they will be declined.

Note: In case of entry made by fax or SMS from the Owners’/Trainer’s phone, confirmation in writing on prescribed form andremittance if any must be sent as soon as possible.

a) Entries should be made on forms which will be supplied by theMadras Race Club and correct details of all particulars requiredon the form should be filled in.

b) Should there be any entrance money the same goes to the Fund,unless otherwise specified in the condition of the race. (Subjectto Rule 124)

c) If in any race there are less than EIGHT (8) horses entered inseparate interest the race may be declared void under Rule186. In case of less than FIVE (5) acceptors in 80 and aboverace/s and less than SIX (6) acceptors in any race/s other thanSweepstakes Race/s, such race/s will be declared void.

d) In the event of the number of acceptors in any race/s (exceptfor sweepstakes races) exceeding 18 and not more than 28,such race/s will be divided into two divisions and if the numberof acceptors exceeding 36 and less than 43, such race/s willbe divided into three divisions at the discretion of the Stewardsand the excess number of acceptors above the stipulated limitsfor divisions will be balloted out.

Unless otherwise decided by the Stewards, MRC the maximumnumber of races for a race day would be 8 (eight) and the minimumnumber of races for a race day would be 6 (six). In the event ofthere being more number of races than the above stipulation on arace day by virtue of division of races and in order to limit thenumber of races as stipulated the excess number of acceptors inthe lower rated race/s (first) more than the prescribed field limit of14 will be rejected by ballot. A horse once rejected/balloted outafter acceptance shall not be rejected/included in the ballot onthe next occasion (except for sweepstakes race) when thehorse/s is an acceptor provided the horse/s has not run after beingexcluded so as to restrict the field size for each division to 14.

The following order of preference for division will be followed:

A. Handicap – 80 & Above

B. Maiden Term Races

C. Penalty Term Races

D. Handicap – 60 to 85; 40 to 65; 20 to 45 and upto 25.

Note – The time and date for the acceptances of two consecutiverace days will be on the same day and in the eventuality of divisionof race/s, the Stewards reserve the right to divide as many numberof races as into as many divisions (not exceeding three per race)

as deemed fit. Further, the Stewards may Advance/ Postpone anyrace/s so as to balance the number of races on two consecutiverace days with a limit of not exceeding 8 races per day and notmore than 9 races on derby day.

In case of acceptances time being fixed on same day for twoconsecutive race days, the owners’ / trainers are allowed to lodgea conditional prescribed blue form in the scratching box prior tothe scheduled time and date fixed specifying in which race theywould prefer to accept their ward in case of entry in two races onconsecutive race days if a race/s going void/not getting dividedor a horse getting balloted out from a race. Further, any horse/sballoted out on the first consecutive day shall not be balloted outfrom the second day if accepted. Scratching forms for eachconsecutive race day should be lodged separately.

However, when such race/s (except for sweepstakes) are notdivided due to above stipulation, the excess number of acceptorsshall be balloted out so as to limit the field size to 14.

In case of ballot the owner/trainer will have an option/priority ofrejections where they can lodge on a pink form giving the order ofrejection by ballot. The order of preference for balloting out mustbe in sequential order.

Division procedure – The list of acceptors shall be first adopted,the order of which shall be the same as published in the handicaps.The acceptors then shall be allotted in that order alternatively toeach division. Provided that if a division contains more than onehorse in the nomination of the same person, or in the care of thesame trainer, the persons authorized to make the divisions mayexchange the second of such horses as far as possible with thehorse of the same weight or failing such of the nearest weight inanother division not so nominated or trained. If there be two ormore of the last mentioned horses exchange shall be determinedby lot.

In the event of the number of acceptors in a sweepstakes race/sexceeding 16, the excess number of acceptors will be rejected asunder.

i) The rejection of excess number of acceptors will be basedon the aggregate value of stakes earned by the horse/s duringthe current and two proceeding seasons. Horses having higher

aggregate value shall be given priority to remain in the race whilsthorses with lower aggregate value will be rejected to the field asprescribed. If two or more horses are of equal lower aggregatevalue of stakes, the horse/s shall be rejected by ballot.

ii) In case of Sweepstakes/Terms races confined to maidensthe rejection will be by ballot.

iii) In case of a horse/s being rejected after acceptance stage,only the final forfeit will be refunded.

e) A horse rejected from a race shall not be rejected/ included inballot when it has been accepted next time provided the horse/shas not run after being balloted.

f) The time and dates advertised for forfeits are liable to alterationafter the closing of entries should circumstances arise, which inthe opinion of the Stewards, make it desirable. All horses acceptingi.e. left in after the time fixed for final forfeits must be declared tostart unless prior permission for their withdrawal has been obtainedfrom the Stewards.

g) The Stewards reserve the right to refuse or to accept the tender ofan entry and/or to cancel an accepted entry at any time withoutassigning a reason.

h) The Stewards reserve the right to amend or alter the conditions ofany race at any time before the entry closes, and to indicate anyrace or races to be ridden by Indian Jockeys and Apprentices atthe time of publication of Handicaps.

i) The Madras Race Club reserves the right of paying stakes afterseven working days after a race is run.

j) In the event of a walk-over (other than sweepstakes race) only halfthe stakes payable to the winner will be given in addition to theCup/ Trophy (Under Rule 187).

3. In all Handicaps, a winner of a race after publication of weights tocarry 5 Kgs., i.e., 10 handicap rating points extra provided it isotherwise eligible (i.e., if the winners’ rating exceeds the top ratingof the class it shall become ineligible).

4. In all handicap races the lowest weight allotted shall not be lessthan 50 Kgs., and the lowest top weight to be allotted shall be 60Kgs. Further, unless otherwise specified after final forfeits should

the top weighted horse be less than 60 Kgs., it shall be raised to60 Kgs., and the weights of remaining horses will be raisedrelatively.

5. No horse shall carry more than 2 Kgs. over-weight in any raceexcept with the permission of the Stewards. Such permission mustbe obtained well in advance before the starting declaration boxfor such race is opened.

6. Except in Handicaps, correct weight of any horse/s not struck outmust be notified in writing not later than the time the final forfeitsare due for the race. Any Trainer failing to comply with this conditionwill be fined a sum of Rs.500 in each case.

7. Unless otherwise specified starting declarations for all races mustbe in the declaration boxes set apart for each race day by 10.00a.m., on the day previous to the races. The declaration must be inwriting and must state the name of the race, the name of the horse,weight to be carried and the name of the Jockey. Such declarationmust be accompanied, by the amount due including the Jockey’sfee if not already paid. It shall also state if the horse is runningshod or unshod, if the former, it shall state the description of shoesplates, or tips used, omissions or errors in the starting declarationwill render the Owner or person making it subject to a fine at thediscretion of the Stewards [vide rule 141(a)].

Indian Jockeys 25 years old and below and Apprentices, shall beentitled to allowances in any handicap flat race, on the followingscale viz.,Not having ridden ten winners - 5 Kgs.Having ridden ten winners, but

not ridden twenty winners - 3.5 Kgs.Having ridden twenty winners, but

not ridden thirty winners. - 2.5 Kgs.Having ridden thirty winners, but

not ridden forty winners - 1.5 Kgs.

After having ridden forty winners or attaining the age of 25 yearswhichever is earlier, they are not entitled to claim any allowances.

Provided, however, that an apprentice jockey/Indian jockey mayclaim the same allowance during the day which he/she was entitledat the beginning of the race day. The change in allowance as perthe scale will take effect from the subsequent race day.Note: (a) No Apprentice shall be permitted to ride in any race forthree year olds until he has ridden in atleast ten races. NoApprentice shall be permitted to ride in any race for 2 year oldsuntil he/she shall have ridden ten winners.(b) Apprentices during their first 10 rides will be permitted toride only in races where the number of runners is 10 or less.

8. No rider shall ride in any race unless he/she is wearing a SkullCap and Body Protector of a pattern approved by the Stewards,Madras Race Club.

9. Colours must be declared with the entries unless already registeredwith the Madras Race Club. Unregistered Colours must bedeclared in the Office at or prior to the time fixed for the final forfeitsand must be of the pattern as described in the regulationsgoverning the registration of colours as published in the RacingCalendar. Such or other approved colours must be registered withthe Madras Race Club when notification to do so has been issued.If there be more than one horse of any one Owner left in a race, adifferent coloured cap must be declared for each horse. Everyperson running a horse in colours other than those registered ordeclared as per above will be fined in accordance with Rule 118in respect of each horse so run.

In the event of a person being unable to run a horse in colours asdeclared in the Race Card, the Jockey will wear “All Black”. A setof these colours may be obtained from the Clerk of the scales.

10. Trainers must ensure that Passport of every horse intended to beraced under the Madras Race Club Rules of Racing is with theMadras Race Club well before the time of the race in which thehorse is intended to be raced, as a horse without a Passport willnot be permitted to race.

Trainers are hereby informed that before a horse is allowed tostart in a race for the first time under Madras Race Club Rulessuch horse must be produced for identification before theVeterinary Officer of the Madras Race Club.

Trainers are advised to inform in good time the Veterinary Officerof the Madras Race Club when a horse is intended to be raced forthe first time under the Rules of Racing of Madras Race Club.

11.All persons taking part in the Madras Races 2017/2018 shall bebound by the Rules of Racing of Madras Race Club andnotifications issued from time to time in the Madras Race ClubCalendar and such regulations as may be laid down by theStewards of the Meeting from time to time.

12.The Stewards reserve the right to amend or alter or cancel any ofthe Conditions or Clause/s at any time contained in the GeneralConditions of the Prospectus, if the circumstances so warrant attheir sole / absolute discretion.

13.All E-mails and Fax messages (must be confirmed by letters) andall communications addressed to the Secretary, Madras Race Club,and not to the Secretary by name.
