In response to the Appeal on "behalf of Armenian . .ofu- gees adopted by the Council on üeptember 88th, 1923, the

.’rench Government replied that it h; d placed a sun ox 535,000 francs at the disposal of a national Committee established in France.

I'he Italian Government stated that an Italian Committee had been formed, for the transport and settlement of the re fugues.

The Belgian Government had recommended the Belgian Phll-Armenlan Committee to organize collections for the refugees in conjunc­tion with the press and extended a sympathetic welcome to Ar­menian refugees seeking employment in Belgium.

ïhe Bulfcarlan Government expressed regret that the financial state of the country precluded it from making r.ny financial contribution but stated that it had allowed some thousands of Armenian refugees to settle in Bulgaria.

The Greek Government replied that e large number of Armenian refugees had been protected and assisted by all means in their powers and that it was therefore impossible for them to do anything further in the matter.

The ll or yen lan Government did not see its way to ask for a now credit to be voted.

The .Jouth African Government, while sympathising deeply with the distress of these people did not feel justified, owing to the present political situation in making this question a matter for Dovernment assistance#

Vhe Siamese Government found it impossible to open public sub­scriptions appealing for unds and to contribute of its own resources.

‘he British Government replied that it had nominated the Armenian (Lori Mayors) Fund is a national Committee to take charge of the appeal in Great Britain.

II. Identity Certificates.

In confirmity with the resolution adopted by the Coun­cil during the .tisembly of 1923, the High Commissioner had prepared a model certificate for Armenian refugees identical with the certificate established for Russian Refugees.

Before submitting the model certificate to the conside­ration of interested Governments, an enquiry was addressed to the ".Turkish Government whether, in the event of an intergovern­mental conference being convened to consider the question, it would be willing to send a representative. The Turkish Government had replied that there was not reason for it to take part in an: such arrangement concerning this question as there -ere no

; in refugees from other countries in Turkey.

It was emphasized that the object in view was solely to secure the provision to Armenian refugees of an emergency rtificate and not in any way to prejudice any question as to

The following replies had. subsequently been received to this proposal:-

The American jfeovernment stated that thcr Ici nl5ti.ty certificate for Armenian Bofugees was considered to fulfil the/regulations in force gd^brfclng alien 'emigration.

The Belgian Government stated it was unable to adhere to the system of Identity certificate for Armenian refugees as the tu-rangements in xoroe in Belgium render such a plan unnecessary in the case of that country.

The Bulgarian Government pronounced for the adoption of the proposed plan.

The British Government announced its intention to adopt the sys­tem and to waive any charges in respect of these documents in the case of destitute refugees provided other Governments granted similar facilities.

The Canadian Government stated that , mainly for the same reasons as influenced their decision with regard to the similar arrange­ment proposed for Russian Refugees, the plan was not acceptable to Canada.

The Esthonlan Government stated that in all probability the plan oe adopted by the Jsthonian Government without its beinp-

deemed necessary that a special conference should be convened.

The M a rian Government stated that it was disposed to adopt the plan submitted by Dr. Hinsen and that it was not thought necessary thao a special conference should be convened.
