T he much awaited “semi- finals” in the run up to the Parliamentary elections next year is all set to begin on Monday when Chhattisgarh goes for the first phase of Assembly elections as part of the simultaneous polls in fours other crucial States — Madhya Pradesh, Rajasthan, Mizoram and Telangana. The polls, however, begins with a Naxal attack where a BSF jawan was martyred when Maoists detonated an IED a day before the polls in Kanker. In another incident, a Maoist was gunned down in an encounter with police. Security has been tightened in the eight districts going to polls in the first phase on Monday. Around one lakh security personnel have been deployed to ensure smooth conduct of elections. Naxals have called for the boycott of polls in the State and have executed half a dozen attacks in the last 15 days, three of them major ones which left 13 people dead, including a cameraperson of national broadcaster Doordarshan. The elections in this Hindi heartland is being touted as a Narendra Modi-Rahul Gandhi face-off as Modi exudes confi- dence of retaining power for second term in 2019 while Rahul looks to stop the Modi juggernaut by uniting Opposition parties. If the Congress manages to upset its dominant rival in these Assembly polls, then it will be a big boost to the Opposition for the Lok Sabha polls, while a good show by the BJP will energise its cadre and give a fillip to its hopes of retaining the power at the Centre in 2019. In 2013, the BJP had won 165, 163 and 49 seats in the Hindi heartland States of Madhya Pradesh, Rajasthan and Chhattisgarh respectively, with the Congress securing 58, 21 and 39 seats. In Mizoram, the Congress has been in power since 2008, while in Chhattisgarh and MP, the BJP has been ruling for the last 15 years. In 2013 Chhattisgarh Assembly polls, there was a dif- ference of 10 seats between the BJP and the Congress, the dif- ference between their vote share was just 0.75 per cent. The BJP is facing anti-incum- bency, while the Congress is up against the challenge of the Ajit Jogi-Mayawati tie-up. Jogi-Mayawati’s support base comprises mostly mem- bers of the SC community and if they get a few seats, it will be at the expense of the BJP. The BSP had won just one seat in the State last time, but had gar- nered a 4.27 per cent vote, which if it sticks to this time it could prove to be the decisive factor. Smaller regional coali- tions — such as the one between the Gondwana Gantantra Party and the Samajwadi Party which had secured 1.5 7 per cent and 0.29 per cent votes in the last polls — are another key factors. The Congress-BJP battle has become more bitter in the State after Congress’ working president Ramdayal Uikey switched sides to the BJP. In MP, the contest is even as the anti-incumbency is a big factor in the State with the Congress consistently doing well in the by-elections held in the last year-and-a half. More so, since the casualties among terrorist ranks indicate that the survival tenure of newly- recruited ill-trained youths is just six months from the time they jump the fence. Security forces have so far neutralised 200 terrorists this year and at least 60 per cent of them were in the age group of 18-20 and all of them were local Kashmiris who got swayed by the so-called cause. Besides urging parents to caution their children about the conse- quences of resorting to vio- lence, the Army has also announced that during an encounter if a trapped local ultra wants to surrender he will be allowed to do so. Elaborating upon this mea- sure, officials said here on Sunday security forces realise that gullible youths fell for the lure of the gun and allowing them to surrender is a goodwill gesture. However, they admitted notwithstanding the high casu- alty rate, nearly 165 young men have picked up the gun for the cause as compared to 127 for the entire last year thereby ringing alarm bells in the secu- rity establishment over the spike. It means that reverses faced by terrorist organisa- tions in terms of ultras killed have failed to deter the impres- sionable minds from fighting for the cause, officials said. Anticipating that the num- ber of youths joining the terror groups may go up before the year ends, the operational com- manders are also worried that it may give a boost to the ter- rorists’ organisations with more than 250 trained ultras already active in the Kashmir Valley and 300 plus waiting to infil- trate into the State from across the Line of Control (LoC) in the coming weeks. In fact, the security forces are bracing themselves for a determined bid by Pakistan- backed terrorists to sneak into the State from the launch pads in Pakistan Occupied Kashmir (POK) in the next few days before snow blocks ingress routes in the upper reaches. The main objective of these ter- rorists is to increase levels of violence even during the win- ter months when generally ter- rorism comes down due to harsh weather conditions. Continued on Page 4 F ormer Karnataka Minister and mining baron Gali Janardhan Reddy was on Sunday arrested by the Central Crime Branch in connection with 600 crore fraud related to the Ambidant Marketing Pvt Ltd “bribery” case. He was produced before the 6th Additional Chief Metropolitan Magistrate court, which remanded him in judicial custody till November 24. Janardhan Reddy is accused of taking a 20- crore bribe to bail Syed Ahmed Fareed, an accused in a ponzi scheme case, out from the Enforcement Directorate investigation. The investigating agency said they have also arrested Reddy’s aide Mehfuz Ali Khan, who had allegedly struck a 20-crore deal with Syed Ahmed Fareed of Ambidant Marketing Pvt Ltd to bail him out from the ED investigation. Two of its senior and renowned leaders - Ranjit Singh Brahmpura and Dr Ratan Singh Ajnala - who raised a banner of revolt against party president Sukhbir Badal and MLA Bikram Majithia, were expelled on Sunday from the party along with their sons, taking the total number of expelled leaders to five. It may ostensibly be Sukhbir’s victo- ry and an indication of his “might” in the party, but political pundits are viewing it as an indication of political crisis for the State’s “biggest” party, particularly in view of the changing scenario with the Aam Aadmi Party’s (AAP) expelled leaders out and out to woo them. Earlier, the party had shown the door to its former Minister Sewa Singh Sekhwan dubbing him as “a traitor”, and a “rank opportunist”. The damage the grand old dads of the political party may cause to SAD may actually remain unknown till the nation goes to the poll next year. The trio of Sekhwan, Ajnala and Brahmpura — SAD’s powerhouse in Majha region — have been vocal about their stand against Sukhbir and Majithia questioning their working style while accusing them of “destroying” the reputation of SAD, Akal Takht and the SGPC.     Himachal Pradesh GovernorAcharya Devvrat onSunday said the State is called asDev Bhoomi and increase ofdrugs in Dev Bhoomi is a mat-ter of great concern.

    “It is necessary for all of usto work together to makeHimachal a drug-free State,” theGovernor said while speakingat the inauguration ceremonyof the four-days Lavi Mela in Rampur. Acharya Devvratsaid drug addiction is spread-ing in the Dev Bhoomi and theyounger generation is comingin its grip, which is a matter ofgreat concern for all of us.

    Effective steps have been

    taken in this direction with thehelp of the Government andpolice administration, but weall need to work together in thisdirection. Drug addiction is nota problem confined to a fami-ly, but it is a social evil whichis ruining the future generationof the country, he said.

    He said illegal activitiessuch as drug abuse and gam-bling takes place under theguise of festivals and fairswhich should be stopped sothat the significance and relevance of these festivals canbe maintained.

    The Governor said anInternational Lavi Mela isimportant from historical pointof view, which is not only

    known for business activitiesbut also mythological tradi-tions. This festival plays an

    important role in preserving itsrich cultural heritage of State aswell as country, he added.

    On this occasion, theGovernor called upon the peo-ple to move forward in thedirection of natural farming.

    He said the StateGovernment has made a pro-vision of �25 crore for pro-moting natural farming, whichis a positive initiative towardspoison-free farming.

    He also apprised the peo-ple of the consequences ofchemical farming and said byusing excessive chemicals, wehave made our land barren andthe foodgrains and fruits whichare being produced by usingthese chemicals are adverselyaffecting our health.

    This is the reason thatmany incurable diseases have

    ural farming is based on Indianbreed cows and by adoptingthis farming, we can also pro-tect the cows of local breed.

    They pointed that the com-mission agents, mandi boardofficers and inspectors wereuploading entries on theDepartment’s official portal,showing paddy purchase, whenno actual purchase is beingmade.

    And when an entry forpaddy purchase by the com-mission agent was made, thepayment is released to themelectronically, while no physi-cal verification of paddy pur-chase was undertaken, theyadded.

    Continuing its protest overthe Punjab Government’s“indifferent” attitude for notbringing price equality in fuelprices with bordering states byreducing VAT to comparablelevels, the State’s Petrol PumpDealers’ Association (PPDAP)has launched consumer aware-ness programme.

    Under programme, theposters showing the plights ofpetrol pump dealers, especial-ly in border areas, have beenput up at the petrol pumps.“We will continue our protesttill our demands are not ful-filled,” said PPDAP presidentParamjit Singh Doaba onSunday.

    He said that due to wrongpolicies, Punjab Government islosing revenue to the neigh-bouring States. Petrol pumps inPunjab are operating on just 40per cent of their volumetriccapabilities whereas pumps inthe border districts are sellingjust 10 per cent of their totalpotential, he said.

    PPDAP spokespersonMonty Sehgal said that thepetrol pumps, located in dis-tricts bordering neighbouringstates of Punjab and on high-ways leading to or originatingfrom neighbouring states, arethe worst affected.

    “Petrol in Punjab is nowexpensive than all neighbour-ing States and farmers, theindustry and trade are increas-ingly burdened with higherprices. It is not long beforebusinesses like majority oftransporters shift out to neigh-bouring States for their fuelneeds.

    The Special InvestigationTeam (SIT) probing thepolice firing incidents in thewake of the Bargari sacrilegecase has summoned the Badalfather-son duo and actorAkshay Kumar for questioningin connection with the inves-tigation next week.

    While former ChiefMinister Parkash Singh Badalhas been asked to appear beforethe SIT on November 16, former Deputy Chief Ministerand SAD president Sukhbir Badal has been sum-moned on November 19 andactor Akshay Kumar has been asked to come onNovember 21 at the CircuitHouse in Amritsar.

    The summon orders havebeen issued separately for thethree, on behalf of SIT, by itsmember, IPG (OrganisedCrime Control Unit) KunwarVijay Pratap Singh.

    Haryana Chief Secretary DSDhesi on Sunday said theseriousness of administrativeofficers and representatives ofPanchayati Raj Institutionswould be evaluated on thebasis of their contribution incurbing burning of cropresidue in the State.

    He said it will be added tothe ACRs of the sub division-al officers that the concernedofficer has shown this muchseriousness in curbing suchincidents.

    In view of this, the ChiefSecretary constituted twocommittees. A committee com-prising of members of Revenue,

    Agriculture and DistrictDevelopment and PanchayatDepartments would monitorthe sensitive villages all the timewhereas the committee of subdivisional officer and Tehsildarwould visit different villages ofthe district from time to time.

    The Chief Secretary wasinformed that geo taggingwould soon be done of agri-cultural implements beinggiven on subsidy at custom hir-ing centres or individually.This would help in assessingwhether the implements havebeen actually used or not.

    He said the building con-struction material was being prepared from cropresidue in a factory at Haridwarwhere farmers fromKurukshetra have also beensending their crop residue.

    Dhesi added the role ofHaryana is being adverselypublicised for increasing envi-ronment pollution and mis-leading publicity is being car-ried out in this direction. But

    actually, crop residue wasburned on only 2 per cent areaof total sown area of paddy inHaryana during last yearwhereas this year, the cropresidue was burned on only 1per cent area, he claimed.

    The Chief Secretary furthersaid that the role of Haryanaand its farmers in the pollutionof Delhi is negligible, butrumours are being spread inthis direction.

    Such images are being pre-sented that farmers of Haryana are burning cropresidue in each and every agri-cultural field.

    In Haryana, paddy crop ismainly sown on 13 lakh hectares area in ten dis-tricts, he said.

    As per the data receivedfrom HARSAC, crop residueburning cases were reported on 12,473 places in the State in 2017.

    Taking strong exception tothe SGPC’s decision toremove noted Sikh scholar andeminent historian Dr KirpalSingh from his post as chair-man of the Sikh HistoryResource Editing Project in themidst of the controversy overalleged distortion of Sikh his-tory in Class XII school books,Punjab Chief Minister CaptAmarinder Singh on Sundayflayed the decision saying thatit was clearly taken at thebehest of their Akali masters.

    The Chief Minister point-ed to the decision’s timing,which he termed as patentlypolitically motivated, to lam-bast the Akalis, who were con-trolling the SGPC, forindulging in cheap politicalgimmickry to divert publicattention from their internalcrisis and from the more seri-ous issue of the sacrilege cases,in which the Justice (Retd)Ranjit Singh Commission hadfound them to be involved.

    “Had the SGPC been evenremotely concerned about dis-tortion of history syllabus of thePunjab School EducationBoard (PSEB), their two mem-bers, who were part of the over-sight committee set up toreview the syllabus, would haveattended the meetings of thepanel,” said Capt Amarinder.

    Notably, a syllabus over-sight committee comprisingeminent Sikh scholars underthe chairmanship of Dr KirpalSingh was constituted by theGovernment to look into thematter.

    said that it was the Akalis whowere solely responsible for dis-tortions and mistakes in schoolhistory books during theirregime in 2014, when theHuman Resources Ministry ofBJP led NDA Governmenttook the first step to ‘rationalise’the syllabus of social sciencessubjects in the name of ‘nation-alistic’ approach.

    Subsequently, the HRDMinistry gave directions to thestates to include a representa-tive of NCERT in the syllabuscommittee to be constituted forthis purpose.

    Further, the Chief Ministerpointed out that the SAD-BJPgovernment in the state hadconstituted a 14-member com-mittee, mostly from amongstthe teaching staff of PanjabUniversity, Chandigarh, andno one was taken from PunjabiUniversity, Patiala, or GNDUAmritsar. One junior lecturerfrom Sri Guru Teg BahadurKhalsa College, Delhi, wasincluded in the committee.

    In the name of rationalisa-tion, the history syllabus was for-mulated in such a way that his-tory of Punjab was introducedin four Classes from IX to XII inan incoherent design, said CaptAmarinder, adding that only twotopics of Sikh history were pro-vided for in Class XII.

    Over 74,000 soldiers fromIndia sacrificed themselvesduring World War I and severalevents were being organized invarious countries to com-memorate the sacrifices of sol-diers from around the worldwho participated in the wareffort between 1914 and 1918,as part of the centenary of theGreat War.

    Capt Amarinder said thatthe shocking and horrific actwas a clear attempt by racist elements to underminethe contribution of Sikhs soldiers to the War, and to create an environment ofhatred and enmity against thecommunity.

    At the same time, the partydemanded to immediately sackthe Punjab Education MinisterOP Soni “for forcefully distrib-uting distorted history books toschool children”.

    The Core Committee,which met under the chair-manship of party presidentSukhbir Badal, also condemnedthe Congress-led PunjabGovernment for passing dictatesordering farmers to delay trans-plantation of paddy by 10 dayssaying that “this had resulted inhigher moisture content andnow farmers are suffering inmandis and even being exploit-ed by unscrupulous elements”.

    The Core Committeedemanded that the farmers becompensated at the rate of�15,000 per acre for the drop inyield due to the faulty decisionof the Government to delaytransplantation and resultantproblems including late sowingof the wheat crop.

    It also condemned the gov-ernment for not announcing anenhanced SAP (State AdvisedPrice) for sugarcane saying thatit was hell bent on drivingfarmers to suicide by refusing tocome to their aid in their timeof dire crisis.

    Asking the CongressGovernment to increase theSAP by �50 on the pattern of the SAD-BJP Government, itsaid that SAP of �360 per quintal should be announcedimmediately.

    The Committee also askedthe Government to expeditepayment of sugarcane dues tofarmers and announced that itwould hold two dharnas at Gu-rdaspur on November 26 andMorinda on November 28.

    Punjab Government onSunday placed under sus-pension two inspectors of theState procurement agencies —Markfed and Pungrain — afterthe issue of alleged bogusbilling of paddy procurementin Patti grain market of TarnTaran district came into light.

    Several irregularities werefound in the investigation con-ducted by the team of theState’s Food and Civil SuppliesDepartment. The purchase ofMarkfed and Pungrain in PattiMandi has been stopped, andnow, Punjab Agro and PUN-SUP will procure paddy in themandi.

    Notably, complaintsregarding irregularities in pro-curement in Patti grain marketwere received by the Food andCivil Supplies Minister BharatBhushan Ashu, who ordered toconduct an inquiry.

    After that a team of depart-ment officials was constitutedand sent for the inspection,which found several irregular-ities in the purchase, such as thePungrain inspector purchasedmore than the limit of 25 per-cent of the purchase.

    “There was no division ofcommission agent's shopsamong different agencies in thegrain market. The purchase reg-ister was also not maintained,”the probe report pointed.

    Besides, in Patti grain mar-ket, the said Inspector did notmake any purchase fromOctober 22 to 31, 2018, where-as the lifting of 28,653 bags hadbeen shown, which was latershown collectively as purchaseof November 1 and 2, thereport added.

    The Department has start-ed a campaign against suchmalpractices since September

    to stop the bogus billing, inwhich two lakh bags of paddywere seized from variousshellers of Ferozepur in the lastweek of September.

    Meanwhile, 25,000 bags ofrice were seized in Jalandharand Moga districts. In October,15,000 bags of paddy wereseized in Sangrur. As many14,000 bags of paddy wereseized from trucks on theShambhu Barrier, which werefrom other States.

    In Khanna, 5000 bags ofpaddy were also seized, whichwere purchased from Bihar atlower price and supposed to besold in Punjab with the con-nivance of arhtiyas and shellerowners.

    Ashu said that the farmerswill not face any problem inPatti grain market as now only2,000 MT of paddy arrival isexpected.

    Earlier, saint BabaJagadananda Das had appealedto the Government for con-ducting the Besha in 1969.

    The Central VigilanceCommission is slated tosubmit a report on its enquiryagainst benched CBI DirectorAlok Verma on Monday. TheCVC was tasked by theSupreme Court on October 26to probe within two weeks theallegations of bribery and med-dling in high profile cases byVerma as alleged by CBISpecial Director RakeshAsthana through a complaintto the Cabinet Secretary onAugust 24.

    The apex court is sched-uled to hear the matter relatingto allegations against Verma onMonday. After going throughthe CVC’s report, it may take acall if further probe is requiredagainst Verma.

    The SC had appointed for-mer apex court judge AKPatnaik to supervise the CVCenquiry against Verma.

    Amid continuing publicfeud between Verma and hisdeputy through allegations andcounter allegations, the duowas sent on leave by the

    Government on October 23and both were divested of theirsupervisory functions of theCBI till the CVC probe wasover.

    All eyes will be set on thehearing as Verma had appearedthrice before the vigilancewatchdog as part of the enquiryagainst him. While Verma haddenied the allegations levelledby Asthana against him, hecould not explain his failure insubmitting the case files despiterepeated reminders by theCVC.

    Verma’s plea challengingthe Government’s move againsthim was heard by a three-judgeBench headed by Chief Justice

    Ranjan Gogoi on October 26.The matter will now be heardon November 12 before a two-judge Bench comprising theCJI and Justice SK Kaul.

    During the hearing onVerma’s plea on October 26, theSC had issued notices to theCentre and the CVC whilesetting a deadline of two weeksfor the CVC to complete thepreliminary enquiry againstthe CBI Director.

    The court had alsorestrained CBI Joint Directorand IPS officer M NageswaraRao, who has been given inter-im charge of the agency, fromtaking any major policy deci-sion.

    On Monday, the top courtwould also peruse the decisionstaken by Rao from October 23,including transfer of investi-gations and change of investi-gating officers and is expectedto pass appropriate order onsuch decisions.

    During the last hearing, thecourt had said a list of all thedecisions taken by Rao between“October 23, 2018 and up tothis hour including decisions

    with regard to transfer of inves-tigations, change of investi-gating officer(s) etc will be fur-nished to the court in a sealedcover on or before November12, 2018 where after orders aswould be appropriate will bepassed by the court.”

    Solicitor General TusharMehta, appearing for the CVCbefore the SC, had said theCVC has been conducting anenquiry into the allegationsmade in the August 24 note/let-ter of the Cabinet Secretarywith regard to Verma.

    “We want to see prelimi-nary probe report in 10 days todecide whether it requires fur-ther probe,” the Bench had saidand later extended the deadlineto 14 days when the SG arguedfor more time to complete theenquiry by the CVC.

    Asthana has also movedthe SC with a separate petitionin the matter challenging theGovernment decision to divesthim of his powers and sendhim on leave. In his plea,Asthana had also soughtremoval of Verma from thepost of CBI Director.

    “It has been two years sincethe legislation was enacted byParliament. We want all stake-holders — banks, regulatoryauthorities, home-buyers andbuilders — to discuss issues per-taining to its implementation,”the official said. Similar work-shops had been organised inPune and Chennai earlier.

    Till last month, 13 States andunion territories have appoint-ed a permanent regulator, while14 have interim regulators.Kerala is in the process of settingup a regulator. As many as 22

    States and union territories havefunctional web portals under thelaw. As many as 32,923 realestate projects have been regis-tered under the legislation acrossthe country. Also, 25,247 realestate agents have been regis-tered under it. The official saidthat barring West Bengal, sixnortheastern States and Jammu& Kashmir, all states and unionterritories have been imple-menting its provisions.

    In the Northeast, ArunchalPradesh, Meghalaya, Manipur,Mizoram, Nagaland and Sikkimhave not notified the legislationand its rules so far due to land-related and other issues.     National Commission forMinorities chief GhayorulHasan Rizvi on Sunday saidRam temple must be built inAyodhya so that Muslims canlive “peacefully” and “respect-fully”. Rizvi also stressed that thedispute should be resolved soonto help strengthen ties betweencommunities.

    “We have the secondlargest fleet of C-17s in theworld. Therefore, India willpull its heft in helping outfriendly nations in times ofhuman distress and humani-tarian relief. In addition, theIAF is very much alive to theemerging threats that couldarise in the Indo Pacificregion,” he said.     In the wake of a clashbetween Army and policepersonnel in ArunachalPradesh’s Bomdila town,Union Minister Kiren Rijiju onSunday said both the institu-tions should respect each otheras they are serving the nation.

    In a Facebook post, Rijijusaid the Army is country’spride which secures “ourmotherland” and police are thepillar of internal security.

    “We must respect bothgreat institutions. Every indi-vidual and institution func-tions under a system governedby law... Let’s respect andstrengthen each other,” hewrote. The Minister’s com-ments came in the wake ofsome soldiers allegedly van-dalising the Bomdila policestation, and assaulting policepersonnel and civilians lastweek.

    During a visit toArunachal Pradesh, DefenceMinister Nirmala Sitharamanand Rijiju took stock of the sit-uation arising out of the clash-es between Army and policepersonnel.

    Following this, the localstation house officer went tothe spot and two soldiers werebrought to police station. Afterthat some soldiers allegedlyvandalised the Bomdila policestation, assaulted police per-sonnel and civilians, they said.

    Air India on Sunday ground-ed its chief of operationsCaptain AK Kathpalia after heallegedly failed to clear pre-flight alcohol test. Kathpaliawas to operate the airline’sLondon-New Delhi flight onSunday afternoon.

    Sources said that Air Indiahad to call another pilot toreplace him and operate theflight (AI-111) which depart-ed after a delay of 55 minutes,causing inconvenience to pas-sengers. “We have groundedCapt A K Kathpalia as he failedtwice in the breath analyser test.He was to operate the Londonflight from New Delhi, but hefailed to clear the pre-flightalcohol test,” said soures.

    “He was given anotherchance, but the second test wasalso found positive followingwhich he was grounded,” hesaid. Air India spokespersonhowever was not available forcomments on the matter.

    Rule 24 of the AircraftRules prohibits crew membersfrom partaking any alcoholicdrink 12 hours prior to thecommencement of a flight,and it is mandatory for him/herto undergo an alcohol testboth before and after operating

    a flight.The prescribed punish-

    ment for such offences underthe DGCA rules is suspensionof flying licence for threemonths in case of first breach.For violating the norms for a

    second time, the licence is sus-pended for three years and fora third time, the licence is per-manently cancelled.

    Earlier, Kathpalia’s flyinglicence was suspended in 2017for three months by theDirectorate General of CivilAviation (DGCA) for alleged-ly skipping the breath analysertest before a flight. He was sub-sequently removed from thepost of executive director, oper-ations. However, he was laterappointed to the post of direc-tor (operations) in Air IndiaLtd for a period of five years. Asenior official at the DGCAsaid that a decision onKathpalia’s flying licence isexpected to be taken onMonday.
