Le 8 octobre 1997, le Secretaire general a recu du Comiteadministratif de 1'Accord susmentionne, conformement au paragraphe 2de 1'article 1 de 1'Accord, le projet de reglement suivant :

"Prescriptions uniformes relatives a 1'homologation despneumatiques pour vehicules agricoles et leurs remorques"

Conformement au paragraphe 2 de 1'article 1 de 1'Accord, lereglement est repute adopte sauf si, pendant la periode de six moissuivant la date de cette notification, plus d'un tiers des Partiescontractantes a la date de la notification ont informe le Secretairegeneral de leur disaccord avec le reglement.

Reference est faite a ce sujet aux paragraphes 3 et 4 de1'article 2 de 1'Accord susmentionne, ainsi concus :

"3. Apres 1'adoption d'un reglement, le Secretaire generalnotifie le plus tot possible toutes les Parties contractantes etindique, quelles sont celles qui ont fait objection et pourlesquelles ce reglement n'entrera pas en vigueur.

UNIFORM PROVISIONS CONCERNING THE APPROVAL OF PNEUMATIC TYRESFOR AGRICULTURAL VEHICLES AND THEIR TRAILERS

1. SCOPE

This Regulation covers new pneumatic tyres designed primarily, butnot only, for agricultural and forestry vehicles (power-drivenvehicles in category T), agricultural machines (power-driven andtrailed) and agricultural trailers, and identified by speed categorysymbols corresponding to speeds of 65 km/h (speed symbol 'D') andbelow.

It does not apply to tyre types designated primarily for otherpurposes, such as:

(a) Construction application (tyres marked "Industrial" or "IND"or "R4" or "F3");

(b) Earth-moving equipment;(c) Industrial and lift trucks.

2. DEFINITIONS

For the purposes of this Regulation:

2.1. "Type of agricultural tyre" means a category of tyres which do notdiffer in such essential respects as:

2.1.1. the manufacturer;

2.1.2. tyre-size designation;

2.1.3. category of use:- Tractor - Steering wheel:- Tractor - Drive wheel - standard tread- Tractor - Drive wheel - special treadImplement - traction:

- Implement - trailer,-- Implement - mixed applications

2.1.4. structure (diagonal (bias-ply), bias-belted, radial-ply);

2.1.5. speed category symbol;

2.1.6. load capacity index,-

2.1.7. tyre cross-section;

2.2. For reference on the following terms see explanatory figure inappendix 1.

2.3. "Structure" of a tyre means the technical characteristics of the tyrecarcass. The following structures are distinguished in particular:

2.3.1. "Diagonal" or "bias-ply" describes a tyre structure in which the plycords extend to the bead and are laid at alternate angles ofsubstantially less than 90° to the centreline of the tread;

2.3.2. "Bias-belted" describes a tyre structure of diagonal (bias-ply) typein which the carcass is restricted by a belt comprising two or morelayers of substantially inextensible cord material laid at alternateangles close to those of the carcass;

2.3.3. "Radial" describes a tyre structure in which the ply cords extend tothe beads and are laid substantially at 90° to the centreline of thetread, the carcass being stabilised by an essentially inextensiblecircumferential belt;

2.4. "Bead" means the part of a tyre which is of such shape and structureas to fit the rim and hold the tyre on it;

2.5. "Cord" means the strands forming the fabric of the plies in the tyre;

2.6. "Ply" means a layer of rubber-coated parallel cords,-

2.7. "Carcass" means that part of a tyre other than the tread and therubber sidewalls which, when inflated, bears the load,-

2.8. "Tread" means that part of a tyre which comes into contact with theground;

2.9. "Sidewall" means the part of the tyre, excluding the tread, which isvisible when the tyre, fitted to a rim, is viewed from the side.;

2.'10. "Section width (S)" means the linear distance between the;outsides ofthe sidewalls of an inflated tyre, excluding elevations due tolabelling (marking), decoration or protective bands or ribs;

2.11. "Overall width" means the linear distance between the outside of thesidewalls of an inflated tyre, including labelling (marking),decoration and protective bands or ribs;

2.12. "Section height (h)" means a distance equal to half the differencebetween the outer diameter of the tyre and the nominal rim diameter,-

2.13. "Nominal aspect ratio (Ra)" means one hundred times the numberobtained by dividing the number expressing the nominal section heightin millimetres by the number expressing the nominal section width inmillimetres,-

2.14. "Outer diameter (D)" means the overall diameter of an inflated newtyre;

2.15. "Tyre-size designation" means a designation showing:

2.15.1. the nominal section width (SI). This value must be expressed in mm.

2.15.2. the nominal aspect ratio (Ra).

2.15.3. an indication of the structure, placed in front of the nominal rimdiameter marking, as follows:

2.15.3.1. on diagonal (bias-ply) tyres, the symbol "-" or the letter "D";

2.15.3.2. on radial-ply tyres, the letter "R",-

2.15.3.3. on bias-belted tyres, the letter "B".

2.15.4. the conventional number "d" denoting the nominal rim diameter

2.15.5. optionally, the letters "IMP" after the nominal rim diametermarking in case of Implement tyres,-

2.15.6. optionally, the letters "FRONT" or "SL" after the nominal rimdiameter marking in case of Tractor steering wheel tyres;

2.15.7. However for tyres listed in annex 5 the "tyre size designation" isthat shown in the first column of those tables.

2.16. "Nominal rim diameter (d)" means a conventional number denotingthe nominal diameter of the rim on which a tyre is designed to bemounted and corresponding to the diameter of the rim expressedeither by size codes (number below 100 - see table for equivalencewith millimeters) or in mm (numbers above 100) but not both,-

2.17. "Rim" means the support for a tyre-and-tube assembly, or fortubeless tyre, on which the tyre beads are seated;

2.18. "Theoretical rim" means the notional rim whose width would be equalto X times the nominal section width of a tyre; the value "X" must bespecified by the tyre manufacturer or the reference rim width is thatmentioned in annex 5 for the relevant "tyre size designation".;

2.19. "Measuring rim" means the rim on which a tyre is fitted for themeasurement of the dimensions;

2.20. "Tractor-drive wheel tvre" means a tyre designed to be fitted todriven axles of agricultural and forestry tractors (vehicles incategories T) suitable for sustained high torque service. The treadpattern of the tyre consists of lugs or cleats.

2.21. "Tractor steering wheel tvre" means a tyre designed to be fitted tonon-driven axles of agricultural and forestry tractors (motorvehicles in category T) ,- The tread pattern of the tyre generallyconsists of circumferential grooves and ribs.

2.22. "Implement tvre" means a tyre designed primarily for. agriculturalmachines or implements (vehicles in category S) or for agriculturaltrailers (vehicles in category R) ,- however it may also equip eitherfront steering wheels and drive wheels of agricultural and forestrytractors (vehicles in category T), but it is not suitable forsustained high torque services.

2.23. "Traction tvre" means a tyre designed primarily for the equipment ofdriven axles of implements or agricultural machinery, excludingsustained high torque services. The tread pattern of the tyregenerally consists of lugs or cleats. The type of application is

identified with the symbol:02.24. "Trailer tvre" means a tyre designed for the equipment of non driven

(trailed) axles of implements, agricultural machinery or trailers.

The type of application is identified with the symbol:

2.25. "Mixed applications tyre" means a tyre designed to be fitted toeither driven and non driven axles of implements, agriculturalmachinery or trailers,-

2.26. "Service description" means the association of a load capacity indexwith a speed category symbol

2.26.1. In case of implement tyres the service description is supplementedwith the relevant symbol for the type of application concerned(traction or trailer) as defined in paragraphs 2.23. and 2.24.

2.27. "Supplementary service description" means an additional servicedescription, marked within a circle, to identify a special type ofservice (load rating and speed category) to which the tyre type isalso allowed in addition to the applicable load variation with speed(see annex 7).

2.28. "Load-capacity index" means one number which indicates the load thetyre can carry in single formation at the speed corresponding to theassociated speed category and when operated in conformity with therequirements governing utilisation specified by the manufacturer.The list of these indices and their corresponding masses is given inannex 4;

2.29. "Speed category", the reference speed expressed by the speed categorysymbol as shown in the table below:

"Table: Variation of load capacity with speed" means the tables inannex 7 showing as a function of the category of use, the type ofapplication, the load capacity index and the nominal speed categorysymbol, the maximum load rating variations which a tyre can withstandwhen used at speeds different from that corresponding to its speedcategory symbol;

The table "Variation of load capacity with speed" is not applicableto the "supplementary service description".

"Maximum load rating" means the maximum mass the tyre is rated tocarry:

It must not exceed the percentage of the value associated with therelevant load capacity index of the tyre as indicated in the table"Load-capacity variation with speed" (see paragraph 2.30. above),witn reference to the category of use, the speed category symbol ofthe tyre and the speed capability of the vehicle to which the tyre isfitted.

"Tread groove" means the space between the adjacent ribs or blocks inthe tread pattern,-

"Tread lug (or cleat)" means the solid-block element protruding fromthe base of the tread pattern;

"Special tread" means a tyre, the tread pattern and structure ofwhich are primarily designed to ensure in marshy areas a better gripthan that of a standard tread tyre. The tread pattern of the tyregenerally consists of lugs or cleats deeper than those of a standardtyre,-

2.35. "Chunking" means the breaking away of small pieces -of rubber from the

tread;

2.36. "Cord separation" means the parting of the cords from their rubber

coating;

2.37. "Ply separation" means the parting of adjacent plies,-

2.38. "Tread separation" means the pulling away of the tread from the

carcass,-

2.39. "Test rim" means the rim on which a tyre must be fitted for the

performance test.

2.40. "Tvre classification code" means the optional marking detailed inannex 10 that identifies the category of use and the particular typeof tread pattern and application as specified by ISO 4251-4.

3 . MARKINGS

3.1. Tyres must bear:

3.1.1. the manufacturer's trade name or mark;

3.1.2. the tyre-size designation as defined in paragraph 2.15.,-

3.1.3. an indication of the structure as follows:

3.1.3.1. on diagonal (bias-ply) tyres, no additional marking,-

3.1.3.2. on radial-ply tyres, optionally, the word "RADIAL";

3.1.3.3. on bias-belted tyres, the words " BIAS-BELTED",-

3.1.4. the "service description" as defined in paragraph 2.26.

3.1.4.1. in the case of implement tyre, the service description must besupplemented with the relevant application symbol;

3.1.4.2. in the case of implement tyre for mixed applications the tyre must bemarked with two service descriptions one for "trailer" applicationsand the other for "traction" applications, each supplemented with the

relevant symbol as follows:

where the first service description (95 A6) refers to "tractionapplications" and the second (108 A6) to "trailer applications".

3.1.5. the supplementary service description, if applicable.

3.1.6. the inscription "DEEP" (or "R-2" or "LS-3") in the case of a specialtread tyre;

3.1.7. the inscriptions "F-l" or "F-2" or "F-3" in the case of a Tractorsteering wheel tyre that is not already marked as perparagraph 2.15.6. above,-

3.1.8. the inscription "IMPLEMENT" in the case of an implement tyre that isnot already marked as per paragraph 2.15.5. above,-

3.1.9. the word "TUBELESS" if the tyre is designed for use without an innertube;

3.1.10. on tractor drive wheel tyres and, if applicable, on implementtraction tyres an arrow indicating the preferred direction ofrotation of the tyre;

3.1.11. the inscription '..bar MAX.' inside the pictogram shown in annex 11,to notify the cold inflation pressure that shall not be exceeded forbead seating during tyre mounting.

•i. 2 . The tyre must also be marked with the date of manufacture in the formof a group of four digits, the first two showing the week and thelast two the year of manufacture. However, this marking shall not bemandatory on any tyre submitted for approval until two years afterthe date of entry into force of this Regulation. JL/

J.3. The tyre must also bear the ECE tyre type approval mark, the model ofwhich is given in annex 2.

l.-l. Position of markings

1.4.1. The markings referred to in paragraph 3.1. shall be moulded on bothsidewalls of the tyre.

5.4.2. The markings referred to in paragraphs 3.2. and 3.3. shall be mouldedon one sidewall only.

3.4.3. All markings must be clearly and legibly moulded and produced as partof the process during manufacture. The use of branding or othermethods of marking after completion of the original manufacturingprocess is not permitted.

3.5. Annex 3 gives examples of the arrangement of tyre markings.

.!/ Before 1 January 2000, the date of manufacture may be indicated by agroup of three digits, the first two showing the week and the last one theyear of manufacture.

4 . APPLICATION FOR APPROVAL

4.1. The application for approval of a type of tyre for agricultural andforestry services shall be submitted by the holder of the trade nameor mark or by his duly accredited representative. It shall, specify:

4.1.1. The tyre size designation as defined in paragraph 2.15. of thisRegulation.

4.1.2. The trade name or mark.

4.1.3. The category of use as defined in paragraph 2.1.3. of thisRegulation.

4.1.4. The structure.

4.1.5. The speed category symbol.

4.1.6. The load-capacity index of the tyre, specifying in case of implementtyres that for traction (only) and that for trailer application, ifapplicable.

4.1.7. Whether the tyre is to be fitted with or without an inner tube.

4.1.8. The supplementary service description, if applicable.

4.1.9. The tyre/rim configuration.

4.1.10. The rim to be used for measurements and the rim to be used for tests.

4.1.11. The rim(s) on which the tyre can be mounted.

4.1.12. The inflation pressure (bar) for measurements.

4.1.13. The factor X referred to in paragraph 2.18. or the applicable tableof annex 5.

4.1.14. The cold inflation pressure that shall not be exceeded for beadseating during tyre mounting, as specified by the tyre manufacturerfor the tyre type.

4.1.15. The test pressure, in kPa (or in bar).

4.2. On request of the approval authority, the tyre manufacturer must alsosubmit a complete technical file for each tyre type containing inparticular sketches or photographs (three copies) to identify thetread pattern and the envelope of the inflated tyre mounted on themeasuring rim showing the relevant dimensions (see paragraphs 6.1.and 6.2.) of the component type submitted for approval. It shallalso either contain the test report issued by an approved testlaboratory or be accompanied by one sample of the tyre type, asrequested by the approval authority.

5. APPROVAL

5.1. If the type of pneumatic tyre submitted for approval in pursuance tothis Regulation meets the requirements of paragraph 6 below, approvalof that type of tyre shall be granted.

5.2. An approval number shall be assigned to each type approved; its firsttwo digits (at present 00 for the Regulation in its original form)shall indicate the series of amendments incorporating the most recentmajor technical amendments made to the Regulation at the time ofissue of the approval. The same Contracting Party may not assign thesame number to another type of pneumatic tyre.

5.3. Notice of approval or of refusal of approval of a type of pneumatictyre pursuant to this Regulation shall be communicated to the Partiesto the Agreement which apply this Regulation by means of a formconforming to the model in annex 1 to this Regulation and of aphotograph or of drawings supplied by the applicant for approval, ina format not exceeding A4 (210 x 297 mm) or folded to that format andon an appropriate scale.

5.4. There shall be affixed, conspicuously, to every pneumatic tyreconforming to a type of tyre approved under this Regulation, in thespace referred to in paragraph 3.3. above and in addition to themarkings prescribed in paragraphs 3.1. and 3.2. above, aninternational approval mark consiscing of:

b.4.i. A circle surrounding the letter "E" followed by the distinguishingnumber of the country which has granted approval. 2/

5.4.2. An approval number.

b.5. The approval mark shall be clearly legible and be indelible.

b.6. Annex 2 to this Regulation gives an example of the arrangement of theapproval mark.

2_/ 1 for Germany, 2 for France, 3 for Italy, 4 for the Netherlands,5 for Sweden, 6 for Belgium, 7 for Hungary, 8 for the Czech Republic, 9 forSpain, 10 for Yugoslavia, 11 for the United Kingdom, 12 for Austria, 13 forLuxembourg, 14 for Switzerland, 15 (vacant), 16 for Norway, 17 for Finland,18 for Denmark, 19 for Romania, 20 for Poland, 21 for Portugal, 22 for theRussian Federation, 23 for Greece, 24 (vacant), 25 for Croatia, 26 forSlovenia, 27 for Slovakia, 28 for Belarus, 29 for Estonia, 30-36 (vacant) and37 for Turkey. Subsequent numbers shall be assigned to other countries in thechronological order in which they ratify or accede to the Agreement concerningthe Recognition of Approval for Motor Vehicle Equipment and Parts, and thenumbers thus assigned shall be communicated by the Secretary-General of theUnited Nations to the Contracting Parties to the Agreement.

6 . REQUIREMENTS

6.1. Section width of a tyre

6.1.1. Except as provided by paragraph 6.1.2., the section width iscalculated by the following formula:

6.1.2. However, for the types of tyre for which the size designation isgiven in the first column of the tables in annex 5, the theoreticalrim width (Al) and the nominal section width (SI) are given oppositethe tyre size designation in those tables.

6.2. Outer diameter of a tyre

6.2.1. Except as provided by paragraph 6.2.2., the outer diameter of a tyreis calculated by the following formula:

6.5.2. The test procedure to assess the resistance of the tyre to burst isdescribed in annex 8.

6.5.2.1. A tyre which, after undergoing the relevant test to assess theresistance to burst, does not exhibit any tread separation, plyseparation, cord separation, broken beads or broken cords is deemedto have passed the test. The tyre tested shall not be used for anyother tests.

6.5.3. The test procedures to assess the suitability of the tyre for theclaimed performances are described in annex 9.

6.5.3.1. A tyre which, after undergoing the relevant load/speed test, doesnot exhibit any tread separation, ply separation, cord separation orbroken cords is deemed to have passed the test. The tyre testedshall not be used for any other tests.

6.5.3.2. A tyre which, after undergoing the relevant load/speed test, doesexhibit chunking, due to the specific test conditions is deemed tohave passed the test.

6.5.4. Where a tyre manufacturer produces a range of tyres it is notconsidered necessary to carry out tests on every type of tyre in therange.

7. MODIFICATION OF TYRE TYPE AND EXTENSION OF APPROVAL

7.1. Every modification of a tyre type shall be notified to theadministrative department which approved the tyre type. Thatdepartment may then either:

7.1.1. Consider that the modifications made are unlikely to have anappreciable adverse effect and that in any case the tyre still meetthe requirements; or

7.1.2. Require a further test report from the technical service responsiblefor carrying out the tests.

7.2. A modification of the tread pattern of the tyre shall not beconsidered to necessitate a repetition of the tests prescribed inparagraph 6 of this Regulation.

7.3. Confirmation or refusal of approval, specifying the alterations,shall be communicated by the procedure specified in paragraph 5.3.above to the Parties to the Agreement which apply this Regulation.

7.4. The competent authority issuing the extension of approval shallassign a series number for such an extension and inform thereof theother Parties to the 1958 Agreement applying this Regulation bymeans of a communication form conforming to the model in annex 1 tothis Regulation.

8 . CONFORMITY OF PRODUCTION

The conformity of production procedures shall comply witn those setout in the Agreement, Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev.2),with the following requirements:

8.1. The pneumatic tyres approved under this Regulation shall be somanufactured as to conform to the type approved by meeting therequirements set forth in paragraph 6 above.

8.2. The authority which has granted type approval may at any time verifythe conformity control methods applied in each production facility.For each production facility, the normal frequency of theseverifications shall be once every two years.

9. PENALTIES FOR NON CONFORMITY OF PRODUCTION

6.1. The approval granted in respect of a type of pneumatic tyre pursuantto this Regulation may be withdrawn if the requirement laid down inparagraph 8.1. above is not complied with or if the tyres taken fromthe series have failed to pass the tests prescribed in thatparagraph.

9.2. If a Party to the Agreement which applies this Regulation withdrawsan approval it has previously granted, it shall forthwith so notifythe other Contracting Parties which apply this Regulation, by meansof a communication form conforming to the model in annex I to thisRegulation.

1C. PRODUCTION DEFINITELY DISCONTINUED

If the holder of an approval completely ceases to manufacture a typeof pneumatic tyre approved in accordance with this Regulation, heshall so inform the authority which granted the approval. Uponreceiving the relevant communication that authority shall informthereof the other Parties to the Agreement which apply thisRegulation by means of a communication form conforming to the modelin annex 1 to this Regulation.

11. NAMES AND ADDRESSES OF TECHNICAL SERVICES RESPONSIBLE FOR CONDUCTINGAPPROVAL TESTS, OF TEST LABORATORIES, AND OF ADMINISTRATIVEDEPARTMENTS

li.l. The Parties to the Agreement whicn apply this Regulation shallcommunicate to the United Nations Secretariat the names andaddresses of the technical services responsible for conductingapproval tests and, where applicable, of the approved testlaboratories and of the administrative departments which grantapproval and to which forms certifying approval or refusal orwithdrawal of approval, issued in other countries, are to be sent.

11.2. The Parties to the Agreement which apply this Regulation may uselaboratories of tyre manufacturers and may designate, as approvedtest laboratories, those among them which are situated on theirterritory or on the territory of another Party to the Agreementsubject to a preliminary agreement to this procedure by thecompetent administrative department of the latter.

11.3. Where a Party to the Agreement applies paragraph 11.2. above, itmay, if it so desires, be represented at the tests by one or morepersons of its choice.

Annex 6

TEST METHOD FOR MEASURING TYRE DIMENSIONS

1. The tyre shall be mounted on the measuring rim specified by themanufacturer and is inflated to a pressure specified by themanufacturer.

1.1. To seat the beads do not exceed the inflation pressure marked on thetyre sidewalls.

1.2. Having properly seated tyre beads on the rim, adjust the pressure tothe value specified for tyre measurements.

2. The tyre fitted on its rim is conditioned to the ambient temperatureof the laboratory for at least 24 hours.

3. The pressure is readjusted to the value specified in paragraph l.

4. The overall width is measured by calliper at six equally-pacedpoints, account being taken of the thickness of the protective ribsor bands. The highest measurement so obtained is taken as the overallwidth.

B . The outer diameter is determined by measuring the maximumcircumference and dividing the figure so obtained by TT (3,1416) .

Annex 8

TEST-PROCEDUREto assess tyre resistance to bursting

1. Preparing the tyre

1.1. Mount a new tyre on the test equipment. Wheels used for the testshall be suitable to withstand, with no deformation, the highestvalue of pressure achievable during the test.

1.2. Carefully centre the tyre beads on the retention device and adjustthe outer distance of the tyre beads to a value corresponding tothe width of the rim specified by the manufacturer pursuant toparagraph 4.1.10. of this Regulation.

1.3. Fill the tyre with water taking care that all the air inside thetyre is expelled.

2. Test procedure

2.1. Activate the apparatus and increase the pressure of the waterinside the tyre in order to reach progressively the limit given bytwo and half times the pressure specified by the tyre manufacturerpursuant to paragraph 4.1.12. of this Regulation;

2.1.1. in no case, however, the limit value shall be lower than 6 bar orhigher than 10 bar.

2.2. Maintain constant the value of the pressure for at least10 minutes.

2.3. Decrease, progressively, the pressure of the water to zero anddrain the tyre.

2.4. Whilst the pressure of the water inside the tyre is higher thanthe ambient pressure, nobody shall stand inside the test room,that shall be safely locked.

3. Equivalent test methods

If a method other than that described above is used, itsequivalence must be demonstrated.

Scope and range of application

•_ . 1 . This test procedure is applicable for new eyres corresponding to thecharacteristics specified in paragraph 3.4. below.

-.2. It serves the purpose to assess the suitability of the tyre for theclaimed perf orrr.ances.

2 . Preparing the tyre

.-.: . Xount new tyres on the test rim specified by the manufacturerpursuant to paragraph 4.1.10. of this Regulation.

To seat the beads do not exceed the maximum pressure marked on thetyre sidewalls.

Use a new inner tube when testing tyres with inner tubes (i.e. tyresnot bearing the marking "Tubeless").

With the tyre beads properly seated on the rim, inflate the tyre tothe pressure corresponding to the test pressure specified by the tyremanufacturer for the type of test programme, pursuant toparagraph 4.1.15. of this Regulation.

2.4. Condition the tyre and wheel assembly at test room temperature fornet less than three hours.

2.D. Readjust the tyre pressure to that specified in paragraph 2.3. above.

3. Vest procedure on a test drum

Apply to test axle a series of masses in accordance with theload/speed test programme shown in paragraph 3.4. below, withreference to the test load which equates:

The tyre pressure must not be corrected throughout the test and thetest load must be kept constant throughout each of the three teststeps.

During the test the temperature in the test room must be maintainedat between 20 °C and 30 °C or at another temperature if themanufacturer so agrees.

The load/speed test programme must be carried out withoutinterruption.

Test procedure on a trailer

Mount two new tyres of the same type on a trailer

Apply on the trailer a mass in order that each tyre be equally loadedwith a test load corresponding to the load carrying capacity allowedfor that tyre type at 15 km/h (see load variations in annex 7).

Run the trailer at a constant speed of 15 km/h ± 1 km/h for 48 hours.

Temporary interruptions are allowed, but they must be compensated byan additional run-in of 5 min for every 20 minutes of interruption.

The tyre pressure must not be corrected and the test load must bekept constant throughout the test.

During the test the ambient temperature shall be between 5 °C and30 °C or at another temperature if the manufacturer so agrees.

Equivalent test methods

If a method other than those described above is used, its equivalencemust be demonstrated.

1. DOMAINS D'APPLICATION

Le present RSglement s'applique aux pneumatiques neufs concusprincipalement, mais pas exclusivement, pour les vehiculesagricoles et forestiers (v£hicules a moteur de la categorie T),les machines agricoles (a moteur et remorque'es) et les remorquesagricoles, et dgfinis par des codes de categorie de vitessecorrespondant a des vitesses de 65 km/h (code de vitesse D)au maximum.

II ne s'applique pas aux types de pneumatique principalementconcus pour d'autres usages, tels que :

a) les engins de travaux publics (pneumatiques portant lamention "Industrial" ou "iND" ou "R4" ou "F3";

b) les engins de gSnie civil;

c) les engins de rtianutention et les chariots glevateurs.

2. DEFINITIONS I

Au sens du present Re'glement, on entend par :i

2.1 "Type de pneumatiaue pour vehicules agricoles". une categorie depneumatiques ne presentant pas entre eux de difference en ce quiconcerne des e'le'ments essen^iels tels que :

2.1.1 le fabricant;

2.1.2 la designation de la dimension du pneumatique;

2.1.3 la catSgorie d'utilisation :j

2.3 "Structure d'un pneumatioue", les caractSristiques techniques dela carcasse du pneumatique. On distingue notamment les structuresci-apres :

2.3.1 "A structure diagonale". designe un pneumatique dont les cablesdes plis s'Stendent jusqu'aux talons et sont orient&s de facon S.former des angles alternes sensiblement inferieurs & 90° parrapport 3 la ligne me'diane de la bande de roulement;

2.3.2 "A structure diagonale ceinturee", designe un pneumatique deconstruction diagonale dans lequel la carcasse est bridge par uneceinture formee de deux ou plusieurs couches de cablesessentiellement inextensibles, formant des angles alterne's prochesde ceux de la carcasse;

2.3.3 "A structure radiale", dfesigne un pneumatique dont les cables desplis s'6tendent jusqu'aux talons et sont orientfes de facon Sformer un angle sensiblement Sgal a 90° par rapport & la lignemediane de la bande de roulement, et dont la carcasse eststabilised par une ceinture circonferentielle essentiellementinextensible,-

2.4 "Talon". I'SlSment d'un pneumatique dont la forme et la structuresont concues de telle sorte qu'il s'adapte a la jante et ymaintient le pneumatique;

2.5 "Cable'", les fils formant le tissu des plis dans le pneumatique;

2.6 "Pli" , une nappe de cable's paralieles enrobes de gomme;

2.7 "Carcasse", la partie d'un pneumatique autre que la bande deroulement et la gomme des flanes qui, lorsque le pneumatique estgonflS, supporte la charge;

.2.8 "Bande de roulement", la partie du pneumatique qui entre encontact avec le sol;

2.9 "Plane". la partie du pneumatique visible de profil, a 1'exclusionde la bande de roulement, lorsque le pneumatique est monte sur unejante;

2.10 "Grosseur du boudin (S)", la distance Iin6aire entre les bordsexterieurs des flanes d'un pneumatique gonflg, a 1'exclusion desinscriptions, decorations ou nervures de protection faisantsail lie,- i-

2.15.4 le nombre conventionnel "d", indiquant le diame'tre nominal de lajante;

2.15.5 eventuellement, la mention "IMP", aprSs 1'indication du diametrenominal de la jante, sur les pneumatiques pour machines agricoles;

2.15.6 eventuellement, la mention "FRONT" ou "SL" aprSs 1'indication dudiametre nominal de la jante, sur les pneumatiques pour rouesdirectrices de tracteur,-

2.15.7 cependant, pour les pneumatiques e'nume'res & 1'annexe 5, la"designation de la dimension du pneumatique" est celle figurantdans la premiere colonne des tableaux,-

"Description de service supplementaire", une description de servicesupplementaire, inscrite dans un cercle, definissant un typeparticulier de service (capacite de charge et categorie de vitesse)pour lequel le type de pneumatique est aussi autorisS outre lavariation de charge applicable en fonction de la vitesse (voirannexe 7);

"Indice de capacitg de charge", le nombre qui indique la charge quepeut supporter le pneumatique en montage simple a la vitessecaractSristique de la catSgorie de vitesse dont il relSve, etlorsqu'il est utilise1 conformgment aux prescriptions d'utilisationdefinies par le fabricant. La liste de ces indices et des massescorrespondantes figure a 1'annexe 4;

"Categorie de vitesse". la vitesse de reference exprimee au moyendu code de categorie de vitesse indiqu6 dans le tableauci-dessous :

2.31.1 Elle ne doit pas depasser le pourcentage de la valeur de 1'indicede capacity de charge du pneumatique indique1 dans le tableauintitulfe "Variation de la capacite de charge en fonction de lavitesse" (voir par. 2.30 ci-dessus), compte tenu de la categoried'utilisation, du code de la categorie de vitesse du pneumatique etdes vitesses que peut atteindre le vghicule sur lequel lepneumatique est monte.

2.32 "Rainures de la bande de roulement". 1'espace entre les nervures oules paves adjacents de la bande de roulement;

2.33 "Sculptures". les blocs faisant saillie par rapport a la base de labande de roulement;

2.34 "Pneumatigue a bande de roulement speciale". un pneumatique dontles sculptures et la structure sont essentiellement concues pourgarantir, dans les regions mare'cageuses, une meilleure adherencequ'un pneumatique a bande de roulement ordinaire. La bande deroulement spSciale est generalement constitute de sculptures plusprofondes que celles des pneumatiques ordinaires.

2.35 "arrachement". la separation de petits morceaux de gomme de labande de roulement;

2.36 "decollement des cable's", la separation des cable's du revetement decaoutchouc qui les entoure;

2.37 "decollement des plis". la separation de plis adjacents;

2.38 "decollement de la bande de roulement". la separation de la bandede roulement de la carcasse;

2.39 "-jante d'essai", la jante sur laquelle doit etre montSe lepneumatique sounds aux essais.

2.40 "Code de classification des pneumatiaues". 1'inscriptionfacultative presentee a 1'annexe 10, qui designe la categoried'utilisation et le type particulier de sculptures et d'usage selonla norme ISO 4251-4.

3. INSCRIPTIONS

3.1 Les pneumatiques doivent porter :

3.1.1 la marque de commerce,-

3.1.2 la designation de la dimension du pneumatique telle que definie auparagraphe 2.15;

3.1.3 le type de la structure comme suit :

3.1.3.1 sur les pneumatiques a carcasse diagonale, aucune inscriptionsupplement a ire,-

3.4.1 Les inscriptions mentionnfees au paragraphe 3.1 doivent etre mouleessur les deux flanes du pneumatique.

3.4.2 Les inscriptions mentionnees aux paragraphes 3.2 et 3.3 doiventetre moulees sur un seul flanc.

3.4.3 Toutes les inscriptions doivent etre moulees de facon claire etlisible au stade de la fabrication. Le marquage apres coup, au ferou selon d'autres precedes, n'est pas autorise.

3.5 On trouvera 3 1'annexe 3 des modeles des inscriptions devantfigurer sur les pneumatiques.

4. DEMANDS D'HOMOLOGATION

4.1 La demande d'homologation de type d'un pneumatique pour vehiculesagricoles ou forestiers doit etre presentee par le titulaire de lamarque de fabrique ou de commerce ou par son representant dumentaccredite. La demande doit preciser :

4.1.1 La designation de la dimension du pneumatique telle qu'elle estdefinie au paragraphe 2.15 du present Reglement;

4.1.2 La marque de fabrique ou de commerce,-

4.1.3 La categorie d'utilisation telle qu'elle est definie auparagraphe 2.1.3 du present Reglement;

4.1.4 La structure;

4.1.5 Le code de categorie de vitesse;

4.1.6 L'indice de capacite de charge du pneumatique, en precisant, dansle cas des pneumatiques pour machines agricoles, quels sont ceuxreserves aux roues motrices et ceux reserves aux remorques, le casecheant;

4.1.7 Si le pneumatique doit etre garni ou non d'une chambre 3 air;

JL/ Avant le ler Janvier 2000, la date de fabrication peut etreindiquee par un groupe de trois chiffres, les deux premiers indiquant lasemaine et le dernier 1'annee de fabrication.

6.5.3.2 Un pneumatique qui, aprds avoir ete soumis a 1'essai charge/vitessepertinent presente un arrachement, du aux conditions specifiques de

I 6.5.4 Lorsqu'un fabricant produit une gamme de pneumatiques, il n'est pasjuge necessaire d'effectuer des essais sur chaque type de

} 7. MODIFICATION DU TYPE DE PNEUMATIQUE ET EXTENSION DE L'HOMOLOGATION

I 7.1 Toute modification du type de pneumatique doit etre portge a laf connaissance du service administratif qui 1'a homologue, lequelj peut alors :

** 7.1.1 soit considerer que les modifications apportees ne sont pas denature a avoir un effet defavorable significatif et que, dans tousles cas, le pneumatique demeure conforme aux prescriptions;

7.3 La confirmation, ou le refus d'homologation, doit etre adressSe,avec la modification, aux Parties contractantes S 1'Accord quiappliquent le present R&glement, conformement & la procedureindiqu6e au paragraphe 5.3 ci-dessus.

7.4 L'autorite competente deiivrant 1'extension d'homologation attribueun numero de serie a ladite extension et le communique aux autresParties S 1'Accord de 1958 appliquant le present RSglement, aumoyen d'une fiche de communication conforme au modele de 1'annexe 1du present Reglement.

9. SANCTIONS POUR NON-CONFORMITE DE LA PRODUCTION "̂tr

t9.2 Si une Partie contractante a 1'Accord qui applique le present

Reglement retire une homologation qu'elle a pre'cedemment accordee,elle est tenue d'en aviser immediatement les autres Parties a ^1'Accord qui appliquent le present Reglement, au moyen d'une fichede communication conforme au modele de 1'annexe 1 du presentReglement.

10. ARRET DEFINITIF DE LA PRODUCTION

*.Si le titulaire d'une homologation arrete definitivement laproduction d'un type de pneumatique homologue conformement au *present Reglement, il doit en informer 1'autorite qui a delivre ^.1'homologation, laquelle a son tour doit en aviser les autres \Parties & 1'Accord qui appliquent le present Reglement, au moyend'une fiche de communication conforme au modele de 1'annexe 1 dupresent Reglement.

Annexe 6

METHODE DE MESURE DBS DIMENSIONS DBS PNEUMATIQUES

1. Monter le pneumatique sur la jante de mesure definie par le fabricantet gonfler d la pression indiquSe par le fabricant.

1.1 Pour le calage du talon, ne pas depasser la pression de gonflageindique'e sur les flanes du pneumatique.

1.2 Le talon ayant et6 convenablement cale sur la jante, regler lapression ct la valeur specifie'e pour la mesure des dimensions dupneumatique.

2. Conditionner le pneumatique monte sur la jante S la temperatureambiante du laboratoire pendant au moins 24 heures.

3. Regler la pression S la valeur dgfinie au paragraphe 1.

4. Mesurer au moyen d'un compas d'6paisseur la grosseur hors tout duboudin, en six points reguli§rement espaces, en tenant compte de1'epaisseur des nervures de protection; retenir la valeur maximaleobtenue.

5. Determiner le diametre exterieur en mesurant la circonfSrence maximaleet en divisant cette valeur par TT (3,1416) .

PROCEDURE D'ESSAIpour determiner la resistance des pneumatiques 3 1'eclatement

1. Pr6parer le pneumatiaue

1.1 Monter un pneumatique neuf sur le dispositif d'essai. Les rouesutilisees pour 1'essai doivent pouvoir supporter, sans deformation,la pression la plus elevee qu'il est possible d'obtenir pendant1'essai.

1.2 Centrer soigneusement le talon du pneumatique sur le dispositif defixation et regler la distance exterieure du talon du pneumatiquejusqu'a une valeur correspondant a la largeur de la jante specifieepar le fabricant en application du paragraphe 4.1.10 du presentReglement.

1.3 Remplir d'eau le pneumatique en prenant soin que tout 1'air situe a1'interieur du pneumatique soit chasse.

2. Procedure d'essai

2.1 Actionner 1'appareil et augmenter la pression de 1'eau a 1'interieurdu pneumatique de maniere a atteindre progressivement la valeurobtenue en multipliant par deux fois et demie la pression specifieepar le fabricant en application du paragraphe 4.1.12 du presentReglement.

2.1.1 Toucefois, la valeur limite ne doit en aucun cas etre inferieure S6 bars ou superieure a 10 bars.

2.2 Maintenir constante la valeur de la pression pendant au moins 10 mn.

2.3 Ramener progressivement la pression de 1'eau & zero et purger lepneumatique.

2.4 Tant que la pression de 1'eau a 1'interieur du pneumatique estsuperieure a la pression ambiante, personne ne doit se trouver a1'interieur du local d'essais, qui doit etre dument ferme a cle.

3. Methodes d'essai eauivalentes

Si une methode differente de celle decrite ci-dessus est utilisee,son Equivalence doit etre dSmontree. i

METHODS D'ESSAI DE VARIATION DE LA CAPACITE DE CHARGEEN FONCTION DE LA VITESSE

1. Champ d'application

1.1 Ce mode operatoire est applicable aux pneumatiques neufs ayant lescaracteristiques specifiees au paragraphe 3.4 ci-apres.

1.2 II a pour but de s'assurer que le pneumatique possede lescaracteristiques annoncees.

2. Preparation du pneumatioue•+

2.1 Monter un pneumatique neuf sur la jante d'essai specifiee par lefabricant conformement au paragraphe 4.1.10 du present Reglement.

2.1.1 Pour caler le talon ne pas depasser la pression maximale inscrite surle flanc du pneumatique.

2.2 Utiliser une chambre & air neuve lors de 1'essai des pneumatiques avecchambre (c'est-3-dire les pneumatiques ne portant pas 1'inscription"tubeless").

2.3 Les talons du pneumatique etant convenablement mis en place sur lajante, gonfler ce dernier jusqu'a la pression correspondant a lapression d'essai specifiee par le fabricant pour le type de programmed'essai, conformement au paragraphe 4.1.15 du present Reglement.

2.4 Conditionner 1'ensemble pneumatique et roue a la temperature ambiantedu local d'essai pendant au moins trois heures.

2.5 Reajuster la pression du pneumatique & celle specifiee auparagraphe 2.3 ci-dessus.

2.6 A la demande du fabricant de pneumatiques, ex^cuter le programmed'essai conformement a 1'un ou 1'autre des paragraphes ci-apres :

Procedure d'essai en laboratoire avec utilisation d'un tambour d'essai(par. 3 ci—dessous), ou

Procedure d'essai sur route, avec utilisation d'une remorque (par. 4).

3. Procedure d'essai sur tambour d'essai ;

3.1 Monter 1'ensemble roue/pneumatique sur 1'essieu d'essai et 1'amener aucontact de la face exterieure d'un tambour d'essai moteur lisse, de1,70 m ± i % de diametre et d'une largeur au moins egale 3 celle dela bande de roulement du pneumatique.

3.1.1 Si le fabricant du pneumatique y consent, il est possible d'utiliserun tambour moins large que la bande de roulement.

3.2 Vitesse du tambour d'essai : 62,5 tours par minute.

3.3 Appliquer sur 1'essieu d'essai .une s£rie de masses conformSment auprogramme d'essai charge/vitesse indique au paragraphe 3.4 ci-apres,compte tenu de la charge d'essai qui est Sgale :

Pendant toute la durfie de 1'essai, la pression du pneumatique nedoit pas etre corrigee et la charge d'essai doit etre maintenueconstante tout au long de chacun des trois paliers d'essai.

Pendant 1'essai, le local d'essai doit etre maintenu a unetemperature comprise entre 20 et 30 °C ou £ une autre temperaturesi le fabricant y consent.

Le programme d'essai charge/vitesse doit etre execute' sansinterruption.

Procedure d'essai sur remorgue

Monter deux pneumatiques neufs du meme type sur une remorque.

Appliquer une masse sur la remorque de maniere que chaquepneumatique supporte une meme charge d'essai correspondant S lacapacite de charge autorisSe pour ce type de pneumatique a unevitesse de 15 km/h (voir les variations de charge a 1'annexe 7).

Faire rouler la remorque a une vitesse constante de15 km/h ± 1 km/h pendant 48 heures.

iLes interruptions temporaires sont autorisees mais elles doiventetre compensees par une duree d'essai supplementaire de 5 mn parinterruption de 20 mn.

La pression du pneu ne doit pas etre corrigge et la charge d'essaidoit §tre maintenue constante pendant toute la duree de 1'essai.

Pendant 1'essai, la temperature ambiante doit etre maintenue a unevaleur situfee entre 5 °C et 30 °C ou a une autre temperature si lefabricant y consent.
