∗ Prizes should preferably be global, or in some limited cases regional. At the sub‐regional and national levels, a different term than “prize” shall be used for those distinctions that are to be awarded by UNESCO in consultation with the relevant National Commission(s), e.g. “certificate”.

∗ The intrinsic moral value of a prize is more important than any monetary value granted by such a prize. The award for prizes, nonetheless, should be of significant monetary value to maintain the prestige of a Prize.

∗ Les prix doivent avoir de préférence une portée mondiale ou, dans de rares cas, régionale. Aux niveaux sous‐régional et national, un terme autre que celui de « prix », tel que « certificat » par exemple, doit être utilisé pour désigner les distinctions conférées par l'UNESCO en consultation avec la (les) commission(s) nationale(s) concernée(s).

∗ La valeur morale intrinsèque d’un prix prime sur toute valeur pécuniaire qui lui est rattachée. La récompense pécuniaire associée au prix doit toutefois être d’un montant important pour en assurer le prestige.





∗ If ever a new prize were to be presented to the Executive Board for approval, it must be in conformity with key principles and it it must be subject to a feasibility study carried out by a team of external reviewers according to assessment criteria.

∗ Tout nouveau prix qui serait présenté au Conseil exécutif pour approbation doit respecter certains principes essentiels et doit avoir fait l’objet d’une étude de faisabilité réalisé par une équipe d’experts externes, selon des critères d’évaluation spécifiques.

∗ The feasibility study will provide accurate information on the potential performance and effects of the prize in the following areas: 1. Programmatic relevance of

the Prize with UNESCO’s strategic objectives

2. Prestige of the Prize 3. Integrity of the Prize 4. Management of the Prize 5. Financial considerations

∗ In principle, UNESCO should aim to keep the number of prizes it awards within manageable limits.

∗ The statutes for each prize shall contain a sunset clause, whereby the duration of a prize period will be capped at six years after which a renewal may be considered. The Director‐General shall inform the Executive Board through a document summarizing all pertinent developments in this

regard.

∗ En principe, l’UNESCO s’efforce de faire en sorte que le nombre de prix qu’elle décerne reste dans des limites raisonnables.

∗ Les statuts de chaque prix doivent contenir une disposition de caducité automatique prévoyant que le prix considéré a une durée maximum de six ans à l'issue desquels un renouvellement peut être envisagé. Le Directeur général établit un document faisant la synthèse de tous les faits pertinents pour en informer le Conseil exécutif.





∗ The Director‐General shall appoint honorary jurors – being personalities with a recognized reputation in the field covered – for each UNESCO prize for a maximum term of three consecutive two-year periods, taking into account the need for equitable geographical distribution, the respect of gender equality and the principle of non-payment of honoraria. Representatives and alternates of members of the Executive Board may not be selected as jurors.

∗ Pour chaque prix UNESCO, le Directeur général nomme des jurés honoraires, qui sont des personnalités réputées dans le domaine considéré, pour un mandat dont la durée n’excède pas trois périodes consécutives de deux ans, en tenant compte du critère de répartition géographique équitable, du respect de la parité et du principe de non-paiement d'honoraires. Les membres du Conseil exécutif et leurs suppléants ne peuvent être choisis comme jurés.





∗ The jury shall recommend to the Director‐General the designation of a prize‐winner or prize‐winners. Prize‐winners may include individuals, institutions, NGOs or other entities. All UNESCO prizes may either be awarded to one laureate or shared among up to three laureates, in line with the statutes of the prize. No honourable mention shall be granted.

∗ Le jury recommande au Directeur général un lauréat ou des lauréats. Ceux‐ci peuvent être des particuliers, des institutions, des ONG ou d'autres entités. Tous les prix UNESCO peuvent être soit décernés à un lauréat, soit partagés entre un nombre de lauréats allant jusqu'à trois, conformément aux statuts du prix. Aucune mention d'honneur ne peut être décernée.


∗ The title of each UNESCO prize shall carry the name of UNESCO (UNESCO Prize ….”) and if so requested by a donor or by the Executive Board the name of another entity. Any prize bearing the name of a person, shall be named after a person whose outstanding moral, intellectual, scientific or artistic legacy corresponds to the ideals and objectives of UNESCO.




∗ Chaque prix UNESCO porte le nom de l'UNESCO (« prix UNESCO... ») et, si un donateur ou le Conseil exécutif en fait la demande, celui d’une autre entité. Tout prix portant un nom de personne doit désigner une personne dont l’héritage moral, intellectuel, scientifique ou artistique considérable correspond aux idéaux et aux objectifs de l’UNESCO.
