ARTICULADO DE LA PRUEBA Art. 1. ORGANIZADOR La entidad Federación Sanluiseña de Ciclismo, representada por D. Andrés David Martínez Director General de la prueba, domiciliada en Ruta 3 y 19 Velódromo Municipal de San Luís (Argentina) Teléfono: 451000/4208 e-mail: [email protected], es titular de la carrera, TOUR DE SAN LUIS categoría 2.1, que se disputará del 23 al 29 de Enero 2012, organiza la misma de acuerdo con el Reglamento del Deporte Ciclista de la U.C.I. y con las siguientes disposiciones particulares debidamente aprobadas y autorizadas por La Federación Argentina Pista y Ruta, (FAPyR). Art. 2. PARTICIPACIÓN La prueba está abierta a los equipos según el artículo 2.1.005. Cada equipo estará compuesto por un máximo de 10 corredores y un mínimo de 6. Art. 3. CLASIFICACIÓN UCI La prueba está clasificada en clase 2.1 en el Calendario Continental UCI América Tour. De acuerdo a las reglas UCI atribuye los siguientes puntos: a) Clasificación de la etapa:

Art. 7. GENERAL INDIVIDUAL POR TIEMPOS Se obtendrá mediante la suma de los tiempos invertidos en todas las etapas, por cada corredor, teniendo en cuenta las penalizaciones, si las hubiera, además de las bonificaciones siendo mejor clasificado el corredor que menos tiempo haya totalizado. En caso de empate entre dos o más corredores, se resolverá teniendo en cuenta las centésimas de segundo obtenidas en la etapa Contra Reloj Individual, y si persiste el empate, por la suma de las plazas obtenidas en cada etapa siendo mejor clasificado el que menos puntos haya totalizado. Los puntos se otorgarán de acuerdo con los puestos obtenidos: un punto al primero, dos puntos al segundo, tres puntos al tercero y así sucesivamente. De persistir el empate, el mejor puesto conseguido en la última etapa servirá para desempatar. Salvo casos excepcionales que resolverá el Jurado Técnico, todas las penalizaciones en tiempo que corresponden a los corredores se aplicarán en la Clasificación General Individual por Tiempos habida después de cada etapa. Art. 8. GENERAL INDIVIDUAL MENORES DE 23 AÑOS Será líder de esta clasificación el corredor menor de 23 años mejor situado en la Clasificación General Individual. Art. 9. EQUIPOS DE ETAPA Se obtendrá mediante la suma de los tiempos invertidos en la etapa o sector por los tres mejores tiempos de cada equipo, siendo mejor clasificado el equipo que menos tiempo haya totalizado. En caso de igualdad, los equipos desempatarán por la suma de los puestos

Art. 7. GENERAL INDIVIDUEL AU TEMPS Il s'obtient par l'addition des temps enregistrés par chaque coureur, tenant compte des pénalités en temps et des bonifications. Le coureur le mieux classé sera celui qui totalisera le moins de temps. En cas d'égalité entre deux ou plusieurs coureurs, les centièmes de seconde enregistrés dans l'étape Contre la Montre Individuelle seront réincorporés au temps total pour les départager. En cas de nouvelle égalité, le total des places obtenues dans chaque étape départagera, étant le vainqueur celui qui ait totalisé le moindre nombre de points. Ces points se distribuent en fonction de la place obtenue: un point pour le premier, deux pour le second, trois pour le troisième et ainsi de suite. En cas de nouvelle égalité, la meilleure place obtenue à la dernière étape servira pour départager. Sauf dans des cas exceptionnels que résoudra le Collège des Commissaires, toutes les pénalisations en temps correspondant aux coureurs s'appliqueront au Classement Général Individuel au Temps, obtenu après chaque étape. Art. 8. GENERAL INDIVIDUEL MINEURS 23 ANNÉES Le leader de ce classement sera le coureur mineur 23 années mieux placé dans le classement Général Individuel. Art. 9. ÉQUIPES D’ÉTAPE Il s'obtiendra en additionnant les temps employés dans chacun des étapes ou secteur par les trois meilleurs temps de chaque équipe, étant le mieux classé celui qui totalisera le moindre temps. En cas d’égalité, les équipes sont départagées

In case of tie between two or more riders, it will be resolved considering the fractions of a second registered in the Individual Time Trial Stage, if the tie persists, by the sum of the places obtained in each stage being the best classify the rider that less points has added up. The points will be given, according with the positions obtained: one point to the first, two points to the second, three points to the third, and so on. If the tie persists, the best position obtained in the last stage, will be useful to break tie. Except in special cases that will solve by the Technical Jury, all penalties in time that correspond to the riders, will be apply in the Individual General Classification by times after each stage. Art. 8. UNDER 23 YEARS INDIVIDUAL GENERAL CLASSIFICATION It will be leader of this classification the rider Under 23 Years that it will be best placed in the Individual General Classification. Art. 9. STAGE TEAM CLASSIFICATION It will be obtained by adding the times spent in the stage or halfstage of the three best rider’s times of each team, being the best classified the team that less time has added up. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three

GENERAL POR EQUIPOS Se obtendrá mediante la suma de los tiempos invertidos por los equipos en cada una de las etapas y en los sectores, siendo mejor clasificado el que haya totalizado menos tiempo. En caso de empate, se resolverá a favor del que haya obtenido mejores puestos de equipo en las etapas o sectores. De persistir el empate, saldrá favorecido el equipo cuyo primer corredor haya obtenido mejor puesto en la Clasificación General Individual por Tiempos. Art. 11. GENERAL PREMIO DE META MONTAÑA Se obtendrá mediante la suma de los puntos obtenidos por cada corredor en los altos puntuables. Siendo mejor clasificado el que más puntos haya conseguido. En caso de empate, se resolverá a favor del que haya conseguido más primeros puestos en los altos de la 1ª categoría, si el empate continúa, serán desempatados sucesivamente con los primeros puestos conseguidos en los altos de 2ª y 3ª categoría. En caso de nuevo empate se tendrá en cuenta la Clasificación General Individual por tiempos.

GENERAL DU MEILLEUR GRIMPEUR Il s'obtiendra en additionnant les points obtenus par chaque coureur dans les sommets des cols et des côtes, étant le mieux classé celui qui obtiendra le plus grand nombre des points. En cas d'égalité, on départagera en tenant compte du coureur ayant obtenu plus premiers places dans les cols de 1ère Catégorie. Si l'égalité continue, on tiendra compte les premières places obtenues dans les cols de 2ème et 3ème catégories. En cas de nouvelle égalité, on tiendra compte du Classement Général Individuel.

In case of tie, it will be resolved in favour to the rider that has more first positions in the climbs of 1st category, if the tie persists, it will tie on with the first positions in the climbs of 2nd y 3tr category. If the tie persists, it will be considered the classification in Individual General Classification by Times.

Art. 12. GENERAL PREMIO META SPRINT Se obtendrá mediante la suma de los puntos obtenidos por cada corredor al paso de los lugares señalados, siendo mejor clasificado el que más puntos haya obtenido. En caso de empate, se resolverá a favor del corredor que haya obtenido mayor número de primeros puestos, de persistir el empate, a favor del mejor clasificado en la General Individual. (En el mismo punto donde se juzga la Meta Sprint se aplican bonificaciones según Art. 6)

Art. 12. GENERAL PRIX META SPRINT Il obtiendra en additionnant les points obtenus par chaque coureur dans les Meta Sprint étant le mieux classé celui qui obtiendra un plus grand nombre des points. En cas d’égalité, on départagera en tenant compte du coureur qui ait obtenu le plus premières places. En cas de nouvelle égalité on tiendra compte de Classement Général Individuel. (Dans le même point où on juge la Meta Sprint on applique des bonifications selon Art 6)

Art. 13. ETAPAS CONTRA RELOJ INDIVIDUAL El orden de salida de la etapa CRI es el orden inverso de la clasificación general por tiempos. En cualquier caso el colegio de Comisarios puede modificar este orden a fin de evitar que dos corredores de un mismo equipo se sigan. El intervalo entre los corredores será de 1 minuto y los 10 últimos será de 2 minutos. Art. 14 INCIDENTES DE CARRERA EN LOS ÚLTIMOS KILOMETROS En caso de caída, pinchazo o avería debidamente constatado en los tres últimos kilómetros de una etapa en línea el o los corredor (es) accidentado (s) serán acreditados con el mismo tiempo del o de los corredores con los que se encontraba en el momento del accidente. Se le otorgará el

INCIDENTS DE COURSE DANS LES DERNIÈRES KILOMÈTRES En cas de chute, de crevaison ou d’incident mécanique dûment constaté, dans les trois derniers kilomètres d’une étape en ligne, le ou les coureur(s) accidenté(s) est (sont) crédité(s) du temps du ou des coureur(s) en compagnie du ou desquels il(s) se trouvai(en)t au moment de l’accident.

Art. 13. INDIVIDUAL TIME TRIAL STAGE The starting order of the TT stage is the reverse order of the Individual General Classification by Times. In any case the Commissaires Panel may modify that order to avoid that two riders of the same team riding consecutively. The interval between the riders will be 1 minute but in the last 10 positions the interval will be 2 minutes. Art. 14 RACE´S INCIDENTES IN THE LAST KM In the case of a duly noted fall, puncture or mechanical incident in the last three kilometres of the road race stage, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order

Si como consecuencia de una caída debidamente constatada en los tres últimos kilómetros un corredor queda imposibilitado de cruzar la línea de meta, será clasificado en la última plaza del grupo en el que estaba y acreditado con el tiempo de o de los corredor (es) en compañía de o de los cuales se encontraba en el momento del accidente. No obstante y conforme al Art. 2.6.027 del Reglamento UCI las disposiciones antes reflejadas no son aplicables en las etapas siguientes: 3ª y 5ª. Art. 15. ASISTENCIA TÉCNICA NEUTRA El servicio de asistencia técnica neutra está asegurado por la organización. El servicio está asegurado por medio de tres coches. Art. 16. LÍDERES Los corredores que figuren en el primer puesto de las diferentes Clasificaciones Generales deberán llevar el maillot distintivo de líder durante el desarrollo de las etapas, pudiendo ostentar en ello la publicidad de su equipo, según lo reglamentado. Si un corredor llegara a ostentar el liderato de dos o más clasificaciones, solo podrá llevar un maillot, de acuerdo con la prioridad de los mismos, según el artículo 1.3.071 de la UCI. En este caso, durante el transcurso de la etapa, él o los corredores siguientes en las clasificaciones serán quienes lleven el maillot de líder correspondiente. Art. 17. CIERRE DE CONTROL De acuerdo con el tiempo empleado por el vencedor de cada etapa, se aplicará el siguiente baremo de cierre de control:

Toutefois, conformément à l’article 2.6.027 du règlement UCI, les dispositions ci-dessus, ne sont pas applicables lors des étapes suivantes: 3e et 5e étapes. Art. 15. ASSISTANCE TECHNIQUE NEUTRE Le service d’assistance technique neutre est assuré par l’Organisation. Le service est assuré au moyen de trois voitures. Art. 16. LES LEADERS Les coureurs occupant la première place aux différents Classements Généraux devront porter le maillot correspondant au leader pendant les étapes et pourront y faire figurer la publicité de l'équipe conforme au Règlement. Si un coureur est leader dans plusieurs classements, il ne portera qu'un seul maillot, selon l'ordre de priorité des maillots, suivant l’article 1.3.071 Dans ce cas, seront les coureurs suivants de ces Classements qui porteront le maillot de leader. Art. 17. DELAIS D’ARRIVÉE Selon le temps enregistré par le vainqueur de chaque étape on appliquera le barème suivant pour le hors délai :

If a rider is the leader of two or more classifications, he can only wear one jersey, according to the priority of them, according to the article 1.3.071 of the UCI rules. In this case, during the development of the stage, the next rider or riders in the classification will wear the correspondent leader jersey. Art. 17. FINISHING TIME LIMITS According with the time spent by the winner of each stage, the finishing time limits have been set as follows:

Art. 18. CONTROL ANTIDOPAJE En todas las etapas, los corredores se someterán al Control Antidopaje de acuerdo con los Reglamentos de la UCI. Art. 19. RADIO VUELTA Las informaciones de carrera son emitidas por la Organización a través de la frecuencia: 78.200 Mhz. Art. 20. CASOS PARTICULARES Salvo disposición contraria, toda decisión a tomar durante el curso de la prueba sobre el desarrollo de la carrera es de competencia exclusiva del Colegio de Comisarios. El Colegio de Comisarios deberá ajustarse a los reglamentos aplicables y, salvo imposibilidad material, no decidirá más que después de haber consultado a la Dirección de la Carrera. Los problemas de organización puramente materiales serán resueltos por la Dirección de la prueba con respecto a todos los reglamentos aplicables y después de consultar con el Colegio de Comisarios. Art. 21. SANCIONES El baremo de sanciones a aplicar será el de la UCI Art. 22. PREMIOS Los premios están reflejados en el Anexo I

CAS PARTICULIERS Sauf disposition contraire, toute décision à prendre en cours d'épreuve concernant le déroulement de la course relève de la compétence exclusive du Collège des Commissaires. Celui-ci devra se conformer aux règlements applicables et, sauf impossibilité, no décidera qu'après avoir consulté la Direction de l'épreuve. Les problèmes d'organisation purement matériels seront résolus par la Direction de l'épreuve, dans le respect de tous les règlements applicables et après la consultation du Collège des Commissaires. Art. 21. PÉNALITÉS Le barème de pénalités de l’UCI est le seul applicable. Art. 22. PRIX Les prix sont reflétés dans l'annexe I.

Art. 18. DOPING CONTROL In all stages, the riders will submit to the Doping Control, according to the UCI Rules. Art. 19. RADIO TOUR The race´s information is broadcasted by the Organization on the following frequency: 78.200 Mhz. Art. 20. SPECIAL CASES Unless otherwise specified, any decision taken during the race about the development of this, is the only responsibility of the Commissaries Panel. This must adjust to applicable regulations, except in an inability, they will take a determination after having consulted with the Race Direction. The problems of organization (purely material) will be solved by the Race Direction according to the applicable rules and after consulting with the Commissaries panel. Art. 21. PENALITIES The UCI penalty scale is the only one applicable. Art. 22. PRIZES The prizes will be in the Annex 1.

For these race, the athlete's contribution to the Funds of End‐of‐Career (CPA) of 7% and to the Cycling Anti‐doping Foundation (CADF) of 2% are calculated of the total prize money really paid. Those amounts will be invoiced by the UCI to the paying agency (Organiser). In consequence, the organiser of these race is authorized to collect those 9%
