Bouwwerken (Asphalt, Road and Construction Works). Between 2010 and
2015, after a number of targeted expansions (Aannemingen Van Wellen and
AMV Wegenbouw) Aswebo developed into one of Belgium’s leading road
construction companies.
Besides our core activities of road construction and asphalt production, we
also specialise in civil engineering and the recycling of asphalt and concrete
rubble. Consequently, this has made the Aswebo group the undisputed full

Here are our objectives and specific measures relating to sustainability in a
nutshell:
REDUCE ENERGY CONSUMPTION AND CO2 EMISSIONS Road construction requires an enormous amount of fossil fuel and energy.
That is why at Aswebo, we endeavour to choose the best possible fuel and
mixture composition wherever possible.
In order to keep commuting distances to a minimum, we make sure that our
employees work as close to home as possible.
In our procurement policy, we resolutely opt for machines and vehicles
with low CO2 emissions and energy consumption.
Our asphalt plants are powered by gas which helps to drastically reduce the
level of CO2 emissions produced.
2 of our asphalt plants have been awarded EMAS certification, resulting in
effective environmental performance and improvements.
5 of our 6 asphalt plants are situated next to a waterway, enabling raw
materials to be transported by water, a method which is so much more
environmentally-friendly than transportation by road.
Aswebo is the first certified producer of low temperature asphalt in
Belgium, a product which requires a lot less fossil fuel than classic asphalt.
We keep transport movements to a minimum with our mobile concrete
mixing plants which can be set up at or near to the yard.
REDUCE THE AMOUNT OF WASTE PRODUCED We use our milling machines, crushing and screening facilities to recycle
waste generated at our yards into raw materials on site.
When purchasing materials, we avoid single-use packaging as much as
possible.
Our production sites are set up to receive deliveries of raw materials in bulk
rather than in individual packaging.
Corporate social responsibility is part of our DNA
REDUCE THE CONSUMPTION OF RAW MATERIALS There is a danger of certain raw materials such as gravel, for example,
becoming depleted. That is why we use sandstone as a – less scarce –
alternative.
At our own recycling sites, we recycle almost all asphalt and concrete rubble
into secondary raw materials. We can even recycle 100% of our asphalt.
IMPORTANCE OF SUSTAINABILITY FOR THE WHOLE CONSTRUCTION CHAIN
Sustainability also takes top priority when assessing suppliers and
subcontractors who are required to take away waste or use insulated
trucks, for example. That way, we can benefit the whole construction chain.
IMPROVE SAFETY Safety is a crucial topic in general, but certainly when it comes to road
works. It is important not only to the persons carrying out the work but also
to their families. And let’s not forget the company too for which accidents
at work can cost an awful lot of money.
That is why we have introduced a GO FOR ZERO policy at Aswebo. Our
ultimate goal? No more accidents at work. To help us achieve it, we have
implemented the VCA** safety management system at all our yards and
sites, supported by specific plans of action, for example.

1. GENERAL ROAD WORKS
Our greatest trump card when it comes to general road works is undoubtedly the fact that
we can take care of all the work ourselves without having to depend on other contractors or
suppliers. Naturally, our asphalt production plants and mobile concrete mixing plants play a
crucial role in this.
The term ‘general road works’ covers the following activities:
• EARTHWORKSIn road construction, it is often necessary to supply and remove, backfill, dig or move earth.
The surfaces also need to be contoured or compacted. We have the proper equipment (such as
cranes or caterpillar bulldozers with GPS control systems) and the right experienced workforce
for all these tasks.
• DRAINAGE WORKSWell-constructed and properly maintained drains are of crucial importance for the effective
drainage of water. We have gained decades of experience in installing various types of drain
(collectors and low-depth drains with trench shoring).
• FOUNDATION WORKSA well-constructed road has solid foundations and helps to prevent subsequent subsidence.
Our foundations need to be able to withstand the stresses and deformations to which they
may be exposed. In this respect, we distinguish between unbound foundations (rubble) and
hydraulically bound foundations (sand cement, lean mixed concrete, pozzolan concrete, etc.).
We use a sliding formwork machine for larger linear works.
• CIVIL ENGINEERING WORKSSuch works include the realisation of all kinds of civil engineering structures such as bridges,
road tunnels, bicycle tunnels, noise barriers and pumping stations.
We can also handle the realisation or repair of these constructions using our own reinforcement
and formwork teams.
• STABILISATION WORKSIn road construction, the reuse of raw materials has become an essential requirement due
to environmental and cost considerations. As a result, manufacturers of road construction
machinery and road builders have joined forces in order to develop machinery and techniques
for recycling the raw materials present in situ.
So now, older paving in poor condition can be milled in a single pass by adding the necessary
aggregate to the foundations. The new road surface is then levelled and compacted. The
result: extremely stable foundations which quickly provide the perfect surface for improved
driving comfort, without having to supply or remove raw materials.
Applications: rural roads, larger asphalt roads, industrial sites and general foundations.
• PAVINGBesides concrete and asphalt, at Aswebo we are just as happy constructing paved surfaces
using cobblestones, paving bricks, natural stone slabs, mosaic pebbles or porous materials.
For streets, squares or car parks, we have the right laying pattern for the job – fish scale, half-
brick, herringbone, English bond, etc. – depending on the surface’s application and the chosen
materials.
In road construction, the reuse of raw materials has become an essential requirement due to environmental and cost considerations.

• CONCRETE WORKSConcrete and asphalt are the two materials most commonly used in road construction, so it
should come as no surprise that working with these is one of Aswebo’s strengths.
Concrete works can be used for applications such as bicycle paths, kerbs cast in situ, bumpers,
concealed gutters, all kinds of linear elements produced using a sliding formwork machine,
etc..
• MOTORWAYS IN CONTINUOUS REINFORCED CONCRETEOur specialities include the (re)construction of motorways in continuous reinforced roadway
concrete. For this task, we use the slip form paver which can pour roadway concrete
continuously 24/7 so that there are no joints. With a span of 8.5 m, the machine can cover 2
lanes in a single pass. By using this road construction method, we are able to improve driving
comfort considerably. This type of paving also has excellent acoustic properties.
Our experienced workforce and cutting-edge equipment are what make the difference. Our
teams are prepared to work both weekends and nights if necessary in order to complete their
project on time.
2. ASPHALT
Our Asphalt business unit offers a wide range of products and services:

• ASPHALT PRODUCTIONAswebo has 6 asphalt production plants in Belgium: Ghent, Bruges, Lummen, Schoten and
Doel in Flanders and Villers-le-Bouillet in Wallonia. Thanks to this geographical spread, we can
always supply asphalt quickly to our yards and clients across the whole of Belgium. This has
turned out to be an invaluable asset. Poured asphalt is produced at our production plant in
Ghent.
WHAT GOES ON AT AN ASWEBO ASPHALT PRODUCTION PLANT?
An asphalt production plant is in fact a state-of-the-art plant where all kinds of aggregates,
granulates and bituminous products are mixed to produce a number of not only standard but
also specific ready-to-use asphalt mixtures.
At Aswebo, the whole production process is carried out under controlled conditions (COPRO-
certified), guided and monitored by computers and experienced operators.
Via our subsidiary Ascovil in Villers-le-Bouillet, we have one of the most sophisticated asphalt
production plants in Belgium.
However, the environmental impact of our activities from the typical production process
cannot be ignored. For that reason, at Aswebo we have been looking at how we can reduce
our ecological footprint for a long time via all kinds of technical committees and working
groups*. All Aswebo’s asphalt production plants meet the strictest requirements relating to
noise and odour as well as soil and air emissions, proving that quality and conformity are
extremely important to us.
* Aswebo is a member of the ‘Low Temperature Asphalt (LTA)’ Task Force set up by the Flemish Roads and Traffic Agency consumption

Our range of asphalt and bituminous mixtures
We produce an extremely wide range of products, from the most prevalent to highly specific
asphalt and bituminous mixtures.
• STANDARD MIXTURES:Asphalt
Classic mixtures (base layers and top layers) which are particularly suitable for the low
construction classes: municipal roads, secondary roads and car parks.
Types AB-3A/APO-A (AC 20B3-1) and AB-3B/APO-B (AC 14B3-1) as the base layer, with AB-4C/APT-C (AC 1054-1) and AB-
4D/APT-D (AC 6,354-1) as the top layer.
Asphalt mixtures (base layers and top layers) which are particularly suitable for the high
construction classes: regional roads and motorways.
Types AVS-B (EME 14-8), APO-A (AC 20B3-1) and APO-B (AC 14B3-1) as the base layer, with SMA-C2 (SMA-10-2) and
SMA-D2 (SMA-6,3-2) as the top layer.
• SPECIFIC MIXTURES:Poured asphalt
Poured asphalt is a particularly sustainable and versatile material: it can be combined with
other materials, it does not need to be compacted using heavy machines – making it ideal
for rooftop car parks – and it can be coloured. Poured asphalt which is coloured – in the mass
and/or using coloured gravel – is mainly used for visual aspects (safety) in infrastructure works.
Poured asphalt is also frequently used for local repairs.
Applications: as a sealing layer and protective layer during the waterproofing of bridge and tunnel roofs, rooftop car
parks, footpaths and bicycle paths, watercourses, local repairs to streets and roads, as a top layer on concrete or asphalt
floors, etc.
Low temperature asphalt
Also known as ‘green’ asphalt. Aswebo is the first Belgian asphalt producer to produce this
type of asphalt in accordance with standard specification 250 for low temperature asphalt
mixtures (low temperature asphalt or LTA). This type of asphalt is more environmentally-
friendly than a standard asphalt mixture. Foaming the bitumen with water without additional
aggregates enables the asphalt to be produced and processed at a low temperature. That
lower energy consumption ultimately results in reduced CO2 emissions and emissions of other
harmful substances.
Applications: same as with hot mix asphalt.
Cold mix asphalt
Applied cold or slightly heated, with the addition of bitumen emulsions and/or liquid bitumen,
for example.
Applications: mainly for (temporary) repairs to road surfaces such as the filling of pitholes or potholes.
Coloured asphalt and coloured poured asphalt
Asphalt that is coloured in the mass using a pigmentable synthetic binder. Aswebo also uses
colour-supporting granulates for all its compositions for an even better long-lasting effect.
Applications: this type of asphalt is often used for bicycle paths, pedestrian crossings and sports grounds.
Bitumen, bitumen emulsions and liquid bitumen for surface dressings
Surface dressings are a type of surface treatment that are applied to a road surface as a
protective layer. Bitumen or liquid bitumen – a mixture of hot bitumen and a plasticiser – is
then used as a binder or adhesive layer in conjunction with spreading of chippings on the
surface dressing.
Applications: for the renovation and repair of secondary and rural roads, bicycle paths (often coloured) or road surfaces
where a high level of adhesion is required such as dangerous bends.
Acid-resistant asphalt and acid-resistant poured asphalt
These types of asphalt are applied to a concrete or asphalt floor as a top layer. This type of
top layer is perfect for resurfacing a concrete floor that has come into contact with acids, e.g.
in fertilisers.
Applications: storage areas for fodder silos, abattoirs and any floors that come into contact with acids.
Extremely open asphalt
Extremely open asphalt (ZOA) (PA-14-2) or whisper asphalt contains a high percentage of
coarse granulate and combines draining and noise-reducing properties.
Application: this paving is often used during the construction of motorways.
Combination top layers
Combination top layers consist of extremely open asphalt (25% voids) filled with synthetic
resin mortar. They combine the benefits of asphalt and concrete (including rapid and seamless
hardening) in 1 material.
Applications: this paving is ideal for renovating factory floors, industrial sites, etc.…
Our clients can rely on us to provide all kinds of mixtures, ranging from the most prevalent to highly specific asphalt mixtures.

• CONSTRUCTION OF ASPHALT PAVINGAswebo constructs asphalt paving and pours asphalt for building sites belonging to the
authorities in Flanders and Wallonia as well as municipalities, ports and airports, businesses,
warehouses and shopping centres (with car parks), sometimes in conjunction with foundation
works or other general road works.
As well as for our own sites, we also construct asphalt paving on a subcontracting basis for
main contractors.
Superbly equipped
We use our extensive range of state-of-the-art equipment when working with asphalt.
We apply new layers of asphalt using asphalt spreaders. Then we compact the asphalt using
road rollers.
Expertise
Processing asphalt and poured asphalt with full knowledge of the local conditions requires
considerable expertise and experience. Our many years of experience make us the ideal
partner for carrying out such works or for training municipal authorities to carry them out. All
our road workers are given intensive training every year.
Specific applications: reinforcement mesh, SAMIs, etc.
We apply layers in the form of metal reinforcement mesh. This mesh is then slurry sealed
to road surfaces which are susceptible to cracking in order to stop cracks from spreading.
Our specialised teams also install stress-absorbing bituminous membrane interlayers (SAMIs),
often combined with glass fibre reinforcement.
We also apply CE-marked bases (as a single-layer or double-layer base).
Other applications: for use when applying waterproofing membranes to bridge and tunnel roads, replacing
joint fillers and sealing cracks in concrete and asphalt paving.
• SELLING OF ASPHALTSelling of all the above-mentioned types of asphalt, as well as for contractors who use asphalt
but do not produce it themselves.
Our main clients are contractors, businesses, municipalities, communities and individuals.

3. RECYCLING
The recycling division – Aswebo’s newest business unit – was set up in 2011. At 3 sites – Ghent,
Bruges and Antwerp – we recycle building rubble (mainly masonry, concrete and asphalt
rubble) into secondary raw materials for both our own building sites and third parties.
Our sites in Ghent, Bruges and Antwerp are fully equipped with cutting-edge facilities. We also
have 6 mobile concrete mixing plants and laboratories. Those laboratories monitor the quality
of all recycled materials continuously during the production process.
• 1. RECYCLING BY ASWEBO: REDUCING THE WASTE MOUNTAIN Building demolition and road construction produce a great deal of rubble. In 2011, in order to
prevent the further depletion of scarce natural resources or the dumping of rubble at landfill
sites, Aswebo decided to set up a dedicated recycling department. So we are making our own
contribution towards reducing the waste mountain.
Mobile crushing and screening...…
Our 5-hectare site in the Ghent port zone has also become the home port of a mobile crushing
and screening facility which we can use to crush large quantities of rubble at the client’s
premises. It also enables the client to save on expensive transport costs, while preventing
unnecessary CO2 emissions at the same time!
In 2013, we set up an identical site in Bruges (with an area of 5 ha). This was followed two
years later by 1 further recycling site in Antwerp.

Contractors and other clients can also choose to let us process their building rubble at one
of our sites rather than at their premises. We recycle that rubble and use it at our own road
construction or infrastructure sites or those of third parties (mainly contractors).

and quality its main priorities. That resulted in us taking the correct professional approach to
our recycling activities so that we only recycle building rubble and not (contaminated) soil. We

• 2. CONCRETE MIXING PLANTSWe have mobile concrete mixing plants at our sites in Ghent, Bruges and Antwerp. These can
be moved (close) to the yard when carrying out major infrastructure works. That is why in
2013, we moved our Bruges concrete mixing plant as part of the works being carried out on
the E17 in Kruishoutem (concrete paving).
The concrete mixing plants produce hydraulically bound mixtures based on COPRO-BENOR
certification from TRA21 and road concrete.
• 3. PERMANENT QUALITY MONITORINGQuality monitoring is another absolute must in the recycling sector. During the production
process, our laboratories in Ghent, Bruges and Antwerp continuously take samples of
the recycled materials and subject them to a series of standard tests. We carry out more
comprehensive tests by means of collaboration with approved laboratories.

EXPERTS IN ROAD CONSTRUCTION AND PORT WORKS
Aannemingen Van Wellen nv was set up as a general contracting company in 1944 and became
part of Willemen Groep in December 2014.
The takeover of Aannemingen Van Wellen by Willemen Groep has enabled the latter to
strengthen its position on the strategically important Antwerp-Brussels industrial axis. In
addition, there are numerous possible synergies with other companies within the group
which means that we are now stronger together for participating in PPP projects and foreign
operations.
PORT CONTRACTORSince it was established, Aannemingen Van Wellen has been involved in port works. Today,
we are still a strong player at the port of Antwerp and also have clients in the petrochemical
industry. We have been awarded VCA-P certification for these works amongst other things.
One of our specialisations is the construction of premises for port-related activities such as
transshipment terminals.
Strategische liggingSince 2008, road construction and maintenance works have played an increasingly important
role in our activities. Both of our asphalt plants at Schoten and Doel are easily accessible by
road and water and are located on the strategically important Antwerp-Brussels axis. We have
approximately 170 motivated and experienced employees who are involved in the realisation
of our private and public projects (including PPP projects) on a daily basis from their base
at our head office in Kapellen. The mix of public and private projects has brought important
added value for the group and our clients.

AMV Wegenbouw was established in June 2014. Although the company is young,
when it started up we were able to count on the many years of experience in road
construction shared by a large percentage of the workforce. With that know-how, we
focus specifically on private road construction at AMV Wegenbouw.
The integration of Antwerp-based AMV Wegenbouw has enabled Willemen Groep
to move one step closer to achieving our goal to be a leading player active in all
construction sectors.

“VANMAC” COLD MIX ASPHALTMobilmat produces and sells Vanmac ready-to-use cold mix asphalt (self-applied,
cold)
Applications: repairing pitholes, potholes, subsidence and chipping in asphalt and
concrete road surfaces.
Mobilmat offers hands-on training for employees from municipal departments and
teaches them how to carry out specific types of repairs.
“REPMAC” REPMACMobilmat offers COPRO-certified Repmac poured asphalt for carrying out repairs in
the form of an asphalt mixture that is applied hot or in handy 30 x 30 cm hot-melt
asphalt tiles. Those tiles can be melted on site in a small poured asphalt melting
pot. Applications: definitive long-term repairs to pitholes, potholes, subsidence and
chipping in asphalt and concrete road surfaces.
The rapid hardening of the poured asphalt combined with the mobility of our small
poured asphalt melting pots enable long-lasting repairs to local road damage to be
carried out quickly and with a high level of flexibility.
“V.V.-MAC” PRE-COATED CHIPPINGS To enable roads to be used by traffic again soon after carrying out repairs using
poured asphalt or cold mix asphalt, it is advisable to scatter pre-coated chippings
(V.V.-MAC) on the repaired road surface. This will prevent the asphalt from sticking
to car and bicycle tyres.
“COLMAC” BITUMEN EMULSIONColmac bitumen emulsion is used as a binder course when carrying out repairs using
cold mix asphalt. Its strong adhesive power results in improved adhesion of the new
layer of cold mix asphalt applied to the old damaged road surface.
“VOEGMAC” AND “CORABIT” JOINT FILLERS Voegmac is a hot-applied, bitumen- and elastomer-based filler which is used for
sealing and filling joints and cracks in concrete road surfaces and repairing cracks
in asphalt paving. Corabit is a fusible, polymer bitumen-based joint tape for sealing
seams during the construction of new roads or when carrying out repairs to road
surfaces.
SELLING OF “SERCLA” SMALL POURED ASPHALT MELTING POTS Sercla’s small poured asphalt melting pots are specially designed for melting poured
asphalt, are CE-certified and can easily be hung on the back of a light truck so that
they can be set up anywhere. The standard model S.K.G. 350 with a capacity of 350
litres can melt and process up to 2 tons of hot-melt asphalt tiles on a daily basis.
“MESH TRACK®” STEEL REINFORCEMENT MESHMobilmat is Bekaert’s exclusive distributor in Belgium of Mesh Track® steel
reinforcement mesh. This mesh is used as an intermediate layer to prevent cracks
from spreading. After carrying out repairs to the cracked asphalt road surface or after
the rupture or splitting of the old concrete road surface, the steel reinforcement
mesh is embedded in the road surface in a slurry sealing layer and then covered
with asphalt.

CARRYING OUT ROAD REPAIRS AND SURFACE TREATMENTS
REPAIRS USING POURED ASPHALT Our road teams carry out repairs using a large poured asphalt melting pot (processing
capacity per day: approximately 9 tons of poured asphalt). The poured asphalt is
supplied ready-to-use from the asphalt plant and is at pouring temperature when it
reaches the yard.
COLOURINGSWe use coloured road surface systems to indicate traffic ‘black spots’, accentuate
parking spaces or create suggestion lanes for cyclists. The coloured road surface
system consists of a 2-component modified binder and a natural-coloured or
coloured quartz aggregate.
SLURRY SEALINGSlurry sealing is a surface treatment method used for existing paving. We prepare a
mixture of mineral aggregates (sand and chippings), bitumen emulsions, water and
any aggregates on site using our mobile mixing plant. We immediately apply that
mixture cold to the road surface to be treated. The result: a nice, level watertight
road surface that provides improved adhesion and driving comfort. The standard
procedure for slurry sealing involves applying a double slurry sealing layer, with the
first layer serving to reshape the road and the second layer acting as a finishing layer
or top layer.
TRAINING
Mobilmat organises training days in the municipality itself, giving municipal technical
departments the opportunity to carry out professional, high-quality, price-conscious
repairs using cold mix asphalt, poured asphalt and/or Mesh Track® reinforcement
mesh.

SPECIALIST IN TRANSPORTING BULK GOODS
Vandamme-Madoe nv is a transport company that was established in 1966 in Bruges.
We specialise in the transport of bulk goods in Belgium, Northern France and the
Southern Netherlands. Over the years, we have expanded our activities in order to
be able to always offer our clients a total solution that meets their requirements.
Our transport department has a large number of trucks to which various types
of semi-trailers can be attached (tipper semi-trailers) according to the building
materials to be transported such as cement, sand and chippings or hot asphalt.
All our trucks are equipped with intelligent systems so that our dispatchers can
pinpoint the trucks’ precise location at any time and predict the ETA at their
loading or unloading destination. Those intelligent systems can also map out the
most efficient route for trucks to take. The result: less time lost due to unforeseen
circumstances and traffic jams and reduced energy consumption and CO2 emissions.

AVAILABLE FOR ALL FORMSOF COLLABORATION
An increasing number of new forms of collaboration have emerged in the building
world. It is not that the classic form of procurement has had its day but rather
that new requirements have meant that all parties have to come up with new
construction concepts which require a more integrated approach. Maintenance
and financing often turn out to be key elements and as a result, PPP, DBFMO or
building team (‘bouwteam’) projects are increasingly on the rise. In these projects,
all the parties involved are given the opportunity to optimally apply their know-how,
knowledge and flexibility. They also take a lot of the risks involved and responsibility
for financing off the client’s hands at the same time.
At Aswebo, we have the knowledge and resources required in order to be able to
enter into any possible form of collaboration: from the classic RFQ or procurement
procedure, through DBFMO, PPP or design and build projects to collaborations in
joint ventures (JVs) or as a subcontractor.
HOW DBFMO WORKSDBFMO (Design, Build, Finance, Maintain and Operate) involves us designing,
building, financing, maintaining and possibly also operating a project with Aswebo
by collaborating with other companies within or outside the group. As far as
maintenance and operation are concerned, we agree on a specific deadline with the
client beforehand. DBFM(O) contracts are usually concluded as part of a PPP project.
At Aswebo, we have the expertise and resources required in-house in order for us to be able to enter into any possible form of collaboration.

When working on such large and complex projects, we can bundle all our know-how
with that of Aswebo and Willemen Groep, thus giving the client even more added
value. Besides the fact that such projects motivate our employees, they also give
our organisation stability. They also enable us to offer new services and enter into
partnerships with all kinds of parties.
DBFM PROJECT IN THE SPOTLIGHT: A11 MOTORWAY, BRUGES -westkapelle For this DBFM project, we worked with the ‘Via Brugge’ consortium (consisting of
Aswebo, Franki Construct, De Nul, Van Laere and Aclagro) on the construction of a
new 12-km stretch of motorway between Bruges and Westkapelle (Knokke-Heist)
with 3 interchanges, including access to the port of Zeebrugge.
This project is due to be completed in 2017.
The task of maintenance will be carried out over a 30-year period.
Special points for attention: integration of this section in the polder
landscape and respect for vulnerable road users.
OTHER FORMS OF COLLABORATION: Joint venture (JV): in the case of certain construction projects, we
collaborate with other contractors. This involves distributing tasks
effectively according to the specialisations of the various parties involved in
the joint venture. The Kempen North-South connection completed in April
2014 was constructed as part of a joint venture in which we collaborated
with Jan De Nul and Kumpen. This project is also an example of a PPP and
DBM type of collaboration.
Subcontracting: with this type of collaboration, Aswebo works as a
subcontractor for clients (usually contractors) who want us to carry out
asphalt paving for them, for example.
