    Background

    The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the

    political process to address Climate Change. The Convention secretariat is supporting the Conventionand its Kyoto Protocol by a range of activities, including substantive and organizational support tomeetings of the Parties.

    The Sustainable Development Mechanisms (SDM) Programme supports the implementation of theKyoto mechanisms. The Services and Management Support (SMS) unit provides general oversight,administrative support and guidance to SDM.

    Responsibilities

    Under the general guidance of the Manager (SMS), the direct supervision of the Team Lead of the

    Skills Development unit, the incumbent identifies skills development needs for staff and external expertsand facilitates the provision of training and capacity building. In particular the incumbent will:

    1. Develop skill development and capacity building training programmes for SDM staff, members ofgoverning bodies, and external stakeholders in the CDM and JI processes to enhance theknowledge needed to maintain a stable and viable CDM and JI cycle, determining needs throughvarious assessment techniques.

    2. Manage the process for the design - or design - training modules, including objectives, scope andcontent, delivery modalities, and evaluation criteria.

    3. Deliver training modules through presentations and facilitation; oversee the delivery by others,ensuring content and style are consistent with SDM needs, standards, and expectations.

    4. Analyse training activities and evaluation results for effectiveness, identifying changes, innovationsin adult/distance education, and developing proposals for change.

    5. Administer the external studies programme of SDM, reviewing and advising on requests for leave inconsideration of skills and career development objectives.

    6. Oversee the administrative details of training delivery, e.g. registration, venues, materials.

    Requirements

    a. First level university degree in the area of human resources management and/or development,psychology, public or business administration.

    b. At least five years of progressively responsible experience of which 2 years should have beenacquired in an international environment. Hands-on experience with learning programmes based ona variety of learning methods, career development, performance management and training, adulteducation, skills development. Strong commitment to promoting learning, knowledge sharing andpeople development. Ability to communicate effectively orally and in writing. Excellent presentation

    and group facilitation skills. A high degree of tact, diplomacy and discretion. Very good coachingskills.

    c. Fluency in English. Working knowledge of another UN language is desirable.
