IMPORTANT TIPS

There are numerous programmes and schemes of both central and state

governments. Questions for around 5 marks will be there from this section.

Focus should be given to important and recent schemes and programmes of

government. Basically, the schemes and programmes can be classified into 8

categories. They are as follows:

Nava Kerala Karma Padhathi (NKKP)

[Nava Kerala Mission]

Nava Keralam Karma Padhathi (NKKP) is the Government's unprecedented

initiative being implemented through four innovative Missions covering six

prioritized sectors of the State.

The programme is intended to touch the lives and livelihoods of the

common man.

It was launched in 2016.

The mission-mode initiatives being undertaken by the government

through local self-government institutions in four key areas - health,

education, housing, and agriculture, which are intended to touch the

lives and livelihoods of the common citizen.

It aims to bring basic socio-economic services to those who have been

excluded from the various development initiatives of the past.

The core of the implementation strategy is that the departments of

Government will bring together their development efforts meaningfully at the

level of Local Governments to provide services and support ordinary

households in the State.

Four flagship missions under NKKP:

1. Haritha Keralam.

2. Aardram.

3. Life.

4. Education Mission.

Six prioritized sectors covered by NKKP:

High-quality school education.

People-friendly health facilities.

Nature-friendly agriculture.

Waste management, a clean environment, and a litter-free Kerala.

Clean water bodies and enhanced water resources.

Secure housing and livelihoods.

Mission LIFE (Livelihood Inclusion and Financial Empowerment).

It is a flagship programme to address issues of homelessness in the state. It

is comprehensive housing scheme for all the landless and homeless in the

State.

Main features:

The target of the mission is to provide safe housing to nearly 4.30 lakhs of

homeless in the State in 5 years.

It is a time bound programme of a period of 5 years (2016-2021).

The homeless will be provided with modern housing complexes with

provision for pursuing their livelihoods, converging social services including

Primary Health Care, Geriatric Supports, Skill Development and provision for

financial services inclusion.

The mission aims at improving the quality of life in the State by,

o Providing homes with allied facilities like aganawadis, palliative care, old

age care, health care etc.

o Raising standards of living through skill building, job-based training,

employment opportunities and livelihood interventions.

The mission will also help those who received assistance from other

schemes but could not complete the construction and move into a safe

house.

Priority will be given to coastal population, plantation workers and those

who stay in temporary shelters in government lands.

LIFE Mission has conducted a survey and computed the numbers of two

categories of houseless households.

o Total homeless in the state : 5.12 lakh

o In which 1.84 Lakh having own land

o And 3.28 lakh having no land.

Two strategies:

o To provide 6 lakh rupees for ST beneficiaries in remote ST hamlets and 4

lakh rupees for all other beneficiaries including PMAY assistance each to

the homeless housholds with land for construction of 400 sq. ft house.

This part of the LIFE Mission programme is scheduled as the major

activity of the financial year 2018-19.

o The second one is for the rehabilitation of landless homeless and

envisaged to provide Government-owned housing complexes/housing

clusters. The approximate cost for each dwelling unit is around ₹11 lakh.

According to the estimates 3 cents of land would be required per family for

independent houses (total around 6000 acres for 2 lakh families).

Considering the huge shortage of land, the Government plans to build

housing complexes (require total 1140 acres).

Social security schemes will be initiated in the housing complexes, as well as

skill training for adults among the beneficiaries.

The project will be coordinated between the departments of local self-

government and social welfare.

Education Mission

Through this mission, the Government aims comprehensive educational

reforms including 1000 Government schools into international standards

during the first phase. It will improve infrastructural facilities, also will reform

the teaching and learning process to the present day needs by introducing ICT

enabled learning and providing smart classrooms.

The mission will upgrade Government Schools as well as Government aided

schools as centres of excellence with infrastructural and academic

enhancement.

Classrooms for standard 9 to 12 will be converted to hi-tech classrooms.

Develop language, communication and life skills of students into higher

levels.

Ensure creative people’s participation in the activities for the excellence of

schools.

The mission will redefine the existing classroom learning process, coordinate

resource mobilization efforts and develop ‘Janakeeya Vidyabhyasa

Mathruka'.

Special packages to support schools which are in existence for over 100

years will also be attempted. The implementation will enlist full involvement

and partnership of the Parent Teacher Association

Keeping in view the differently-abled friendly approach of the government,

there will be focus on creating educational program which is useful for

differently abled students. The idea is to address the infrastructural

deficiencies being faced by such schools.

A task-force and a full-time chief executive will be in charge of managing the

day to day affairs of the Mission. Secretary of the Public Education

Department will serve as the Mission Secretary and the Chairperson of Task

Force.

A State level mission with Chief Minister as the chairperson and Education

Minister as vice-chairperson and General Education Secretary as the Mission

Secretary has been formed for coordinating various activities in connection

with Public Education Rejuvenation campaign.

As part of the missions, The academic quality of the students has

improved via various focused programmeslike Malayala Thilakkam, Hello

English, Ganitha Vijayam, Little Galileo, Sureeli Hindi and Science Park.

KITE (Kerala Infrastructure and Technology for Education) has developed

Samagra resource portal.

The activities of Bio-Diversity Parks in schools have given the opportunity

to students to learn from nature.

The initial activities of Autism Parks and Cultural Parks have been started.

Started Pradeshika Prathibha Kendrangal - (local centres for improvement

of academic as well as extracurricular activities of the students in

backward areas.

Paddana Veedu - started in tribal areas for the remedial teaching and to

ensure the continuing education of tribal students.

Pustaka Vandi - reached in each and every school to make the students

and parents aware about the importance of reading and make available to

them books for purchase.

AARDRAM Mission AARDRAM aims at creating "People Friendly" Health Delivery

System in the state. The approach will be need based and aims at treating every patient with ‘dignity'.

This project is started on November 2016 as a part of “Nava Kerala Mission”.

The Department of Health and Family Welfare is the nodal agency which is implementing the project across the state.

Objectives

Transform PHCs (Primary Health Centre) into FHCs (Family Health Centre’s)

Avail the best service of the best doctors and para medical staff Reform out-patient management procedures with state-of-the-art

facilities Facilitate with hygienic and spacious wards, rooms, beds and toilets Avail Life Saving Medicines from the hospital concerned on moderate

rates

Salient Features of the Project This scheme is aimed at improving facilities in government run hospitals

with a view to extend treatment at a reasonable cost.

The activities of the Mission would cover three major sectors in State's health care delivery system; Government medical college hospitals, district hospitals, taluk hospitals and alternative systems covering Ayurveda and Homoeo hospitals and Primary Health Centres (PHCs).

For success of the project, In October 2019 The Department of Health and Family Welfare has decided to run Aardram mission as people led movement and it should become Ardram people’s Campaign

The campaign will be run as a continuous effort with the vision to have healthy Kerala by addressing the following:-

Preventive and promotive health and Improvement in health seeking behaviour

Healthy Food

Exercise and activities

De-addiction (alcohol, smoking and substance abuse)

Cleanliness and waste disposal

HARITHA KERALAM Haritha Keralam is an Umbrella Mission integrating the components of

Waste Management, Organic Farming, Water Resources Management. It has an ambitious outlook to address the issues of piling waste, impending drought and health hazards due to the consumption of pesticide treated vegetables and in general, the agricultural dependency of the State.

The Haritha Keralam Mission aims to integrate the 3 most important and inter-related sectors through an orchestrated and cascading implementation of three Sub-Missions.

Household level segregation and safe disposal of organic waste through feasible options like composting, biogas, arrangements for institutional waste disposal, re-use, recycling and safe disposal of non-degradable and electronic waste are given priorities.

Rejuvenation of tanks, ponds, streams and rivers are the focus in the water resource sector.

The thrust in promoting organic agriculture will be to produce safe to eat vegetables and fruits to make the state self-sufficient within the next 5 years.

The 3 above programmes can be called as Hygienic waste management for effective waste disposal, JalaSamirdhi for water conservation, Sujalam Suphalam for agricultural development, implemented through Local Self-Government bodies in a people-centric mode under the Water Resources, Local – Self Government and the Agricultural Departments respectively

Haritha Keralam is one of the four mega missions under Nava Kerala Mission announced by the government of Kerala in November 2016, which emphasize on pro people alternative mode of development.

The mission envisages: * Pollution-free water sources * Revival of water sources * Water conservation with the help of people * Eco-friendly and sustainable waste management * Enhancing organic farming

The Mission was launched to address major issues confronting the State like garbage, threat to water sources, environment and ecology besides dwindling food production.

Increasing pollution of water sources, reclamation of ponds and lakes, dwindling rainfall because of climatic changes, entire rain water flowing straight into the sea rain and sand mining in rivers have created a grave situation in the State.

Urgent steps are required for conservation of water sources, prevention of wastage of water, rain water harvesting schemes and conservation and protection of lakes, ponds, rivers and streams. Under the mission, efforts will be made to conserve and protect 44 rivers, 50,000 ponds and 60,000 wells, lakes and streams.

Being industrial and commercial centres, there is huge generation of plastic, E-waste and construction sector waste. But there are not enough garbage treatment plants resulting in waste dumps all over urban areas. Under the Mission State will devise environment friendly scientific methods for treating, managing and disposing of toxic and all other forms of waste.

The State has one of the highest per hectare income at Rs 53,000 among States, majority of the people do farming in 5 cents to 25 cents of land. "We need to concentrate on agriculture sector keeping in view the future food safety needs. Organic farming has to be expanded further to

ensure toxic free vegetables and paddy cultivation has to be increased. If 70 lakh households in the State decide to plant atleast one vegetable each it would result in a major change and would also create a new culture.

OTHER IMPORTANT SCHEMES OF GOVERNMENT OF KERALA

SUCHITWA MISSION

Suchitwa Mission is the Technical Support Group (TSG) in Waste

Management sector under the Local Self Government Department,

Government of Kerala.

It is responsible for providing technical and managerial support to the

Local Self Governments of the State.

Also responsible for conceptualizing, action planning, conducting

creative workshops, organizing training programmes, initiating sector

related studies, bringing out occasional papers, initiating action

research, conducting monitoring and such other activities in Waste

Management Sector.

The Mission is also the Nodal agency for implementing Swachh Bharat

Mission (Urban), Swachh Bharat Mission (Rural) and Communication and

Capacity Development Unit (CCDU) in the State.

KERALA STATE BAMBOO MISSION

Kerala State Bamboo Mission (KSBM) was constituted under Department

of Industries & Commerce and functioning at Kerala Bureau of Industrial

Promotion with the broad aim of marshaling the scattered resources of

the State and adopting a focused approach to revitalize the bamboo

sector by promoting value addition, enhancing income generation and

alleviating poverty through the following interventions

· Creation of new design for innovative products in Bamboo sector · Assess gaps in skill of artisans on location basis · Prepare training module based on the need-assessment · Quality enhancement and Product improvement on existing

products through Engineering inputs · Promotion of bamboo-based entrepreneurship by providing

necessary support services · Provide necessary support to create market demands · Act as a support service provider to bridge the critical gaps in the

sector · Promotion of bamboo propagation · Maintaining an information System about Bamboo.

Such an intervention-based approach is expected to create income

generation opportunities at various levels, especially among women,

and improving the living standards of the artisans/craftsmen thereby

contributing to the overall growth of the sector.

AGE FRIENDLY PANCHAYAT

This scheme is implemented by Social Justice Department of Kerala as a

new initiative under the State Old Age Policy, 2013. Converting all the

Panchayats in the State into agefriendly Panchayats for ensuring good

health, participation and assuring quality of life to the Senior Citizens are

the objective of the programme.

VAYOAMRUTHAM

The Social Justice Department with the support of Indian System of

Medicine department implements this initiative in 15 Old age homes for

the treatment of inmates who are suffering from various health

problems.

Majority of cases treated are for ailments like diabetes, asthma, skin

diseases, arthritis, eye and ear diseases, etc. Health support given

includes palliative care for bedridden and counselling.

As part of this scheme, Ayurvedic treatment is being provided to the

inmates belonging to all the Government Old Age Homes functioning

under Social Justice

VAYOMITHRAM

Kerala Social Security Mission is implementing this programme in 6

Municipal Corporations and 82 Municipalities of all the 14 Districts.

The Vayomithram project provides health care and support to elderly

above the age of 65 years residing in Corporation and Municipal Areas in

the State.

The project mainly provides free medical check up and treatment

through mobile clinics. It also provides palliative care, ambulance

facilities, counselling and help desk to the old age.

The project is implemented with the participation of Local Governments.

Vayomithram provides medicines free of cost by conducting

mobileclinics in ward basis in the area. Each mobile unit comprises

Medical Officer, Staff Nurse andJunior Public Health Nurse (JPHN).

MANDAHASAM

Mandahasam is an initiative by Social Justice Department for giving free

set of teeth for the senior citizens.

The scheme aims to reduce nutritional, physical and mental problems

faced by the elderly people after loss of their teeth.

The department would prepare a list of dental colleges and dental

treatment centres from where the beneficiaries could avail of treatment.

It would also ensure the quality of artificial tooth and quality treatment

by setting standards and norms.

Senior citizens who fall in BPL category would be eligible for the benefit

under this scheme. One beneficiary would get maximum financial

assistance of ₹5,000 for fixing the teeth. Assistance provided to 750 old

age people through this scheme in 2017-18.

VAYOMADHURAM

Vayomadhuram Kerala has the largest number of diabetes patients in

India. Based on the recent studies conducted by ICMR (Indian Council of

Medical Research) 19.4 per cent people have diabetes in Kerala.

Among the oldage population of Kerala 80 per cent suffer from diabetes.

With the intention of an old age friendly State, the Social Justice

Department under GoK has introduced a new initiative titled

“Vayomadhuram” which provides glucometers freely to elderly diabetic

persons coming under BPL category.

Under this scheme, the department will provide glucometers to 1,000

diabetic old age persons in each District.

KERALA STARTUP MISSION

Kerala Start Up Mission (KSUM) KSUM is the nodal agency of

Government of Kerala for implementing the entrepreneurship

development and incubation activities in the State.

KSUM, formerly known as ‘Technopark Technology Business Incubator’

is India’s first successful non-academic business incubator.

It started operations in 2007.

The objective of the Mission is to identify and develop entrepreneurial

talents among youth and students in Kerala, address technology based

entrepreneurship development requirements in the traditional sectors

of Kerala, build appropriate training programmes suitable for Kerala’s

socio-economic culture, identify market niche for technology products

and services, interfacing and networking among academic, R&D

institutions, industries and financial institutions, establishing a platform

for speedy commercialisation of the technologies developed in the

institutes to reach the end-users.

Under the banner of KSUM and several of its sector-specific partner

organisations, there are presently more than 1,500 registered start-ups,

more than 4 lakh sq. ft of incubation space, more than 30 incubators and

more than 200 innovation cells – all of which are evenly distributed

across various Districts and cities such as Kochi, Thiruvananthapuram

and Kozhikode.

Many of these facilities also house advanced labs that focus on sectors

such as hardware, biotechnology, electronics and advanced computing

etc.

KUDUMBASHREE

Female-oriented, community-based, poverty reduction project

of Government of Kerala.

Chairman of governing body of Kudumbashree is Minister of local self-

government and its slogan is ‘Reaching out to families through women

and reaching out to community through families’

Manju Warrier is the brand ambassador of Kudumbashree’s organic

farming.

It aims empowerment of women, through forming self-help groups and

encouraging their entrepreneurial or other wide range of activities. It the

largest movement in Asia having a membership around 36 lakhs

Kudumbashree movement was launched by former Prime Minister A.B.

Vajpayee at a function chaired by the then Local Administration Minister

Paloli Mohammed Kutty at Kottakkunnu in Malappuram on May 17,

1998. The programme has active support from government of India and

NABARD(National Bank for Agricultural and Rural Development)

Kudumbashree means prosperity of family. It helps women to improve

their financial status & savings.

Kudumbashree roll out mobile food van ‘food on wheels’ project in

Kozhikode corporation limits.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

This is the flagship scheme for skill training of youth to be implemented

by the new Ministry of Skill Development and Entrepreneurship through

the National Skill Development Corporation (NSDC). The scheme will

cover 10 million youth during the period 2016 -2020

Under this Scheme, Training and Assessment fees are completely paid by

the Government.

Skill training would be done based on the National Skill Qualification

Framework (NSQF) and industry led standards.

An allocation of Rs. 12,000 crores has been made for the period 2016 -

2020.

In line with the scheme objectives, the scheme is applicable to any candidate

of Indian nationality who:

an unemployed youth, college / school dropout

Has a verifiable identity proof - Aadhaar / Voter id and a bank account.

The scheme would be implemented through National Skill Development

Corporation (NSDC).

In addition, Central / State Government affiliated training providers

would also be used for training under the scheme.

PRADHAN MANTRI JEEVAN JYOTI BIMA YOJANA (PMJJBY)

The PMJJBY is available to people in the age group of 18 to 50 years

having a bank account who give their consent to join / enable auto-

debit. Aadhar is the primary KYC for the bank account.

The life cover of Rs. 2 lakh is for the one year period stretching from 1st

June to 31st May and is renewable.

Risk coverage under this scheme is for Rs. 2 lakh in case of death of the

insured, due to any reason.

The premium is Rs. 330 per annum which is to be auto-debited in one

installment from the subscriber’s bank account as per the option given

by him on or before 31st May of each annual coverage period under the

scheme.

The scheme is being offered by the Life Insurance Corporation and all

other life insurers who are willing to offer the product on similar terms

with necessary approvals and tie up with banks for this purpose.

As on 31st March, 2019, cumulative gross enrollment reported by banks

subject to verification of eligibility, etc. is over 5.91 crore under PMJJBY.

A total of 145763 claims were registered under PMJJBY of which 135212

have been disbursed.

PRADHAN MANTRI SURAKSHA BIMA YOJANA (PMSBY)

The Scheme is available to people in the age group 18 to 70 years with a

bank account who give their consent to join / enable auto-debit on or

before 31st May for the coverage period 1st June to 31st May on an

annual renewal basis.

Aadhar would be the primary KYC for the bank account. The risk

coverage under the scheme is Rs. 2 lakh for accidental death and full

disability and Rs. 1 lakh for partial disability.

The premium of Rs.12 per annum is to be deducted from the account

holder’s bank account through ‘auto-debit’ facility in one instalment.

The scheme is being offered by Public Sector General Insurance

Companies or any other General Insurance Company who are willing to

offer the product on similar terms with necessary approvals and tie up

with banks for this purpose.

As on 31st March, 2019, cumulative gross enrolment reported by Banks

subject to verification of eligibility, etc. is over 15.47 crore under PMSBY.

A total of 40,749 Claims were registered under PMSBY of which 32,176

have been disbursed.

ATAL PENSION YOJANA (APY)

APY was launched on 9th May, 2015 by the Prime Minister. APY is open

to all saving bank/post office saving bank account holders in the age

group of 18 to 40 years and the contributions differ, based on pension

amount chosen.

Subscribers would receive the guaranteed minimum monthly pension of

Rs. 1,000 or Rs. 2,000 or Rs. 3,000 or Rs. 4,000 or Rs. 5,000 at the age of

60 years.

Under APY, the monthly pension would be available to the subscriber,

and after him to his spouse and after their death, the pension corpus, as

accumulated at age 60 of the subscriber, would be returned to the

nominee of the subscriber.

The minimum pension would be guaranteed by the Government, i.e., if

the accumulated corpus based on contributions earns a lower than

estimated return on investment and is inadequate to provide the

minimum guaranteed pension, the Central Government would fund such

inadequacy.

Alternatively, if the returns on investment are higher, the subscribers

would get enhanced pensionary benefits.

In the event of pre-mature death of the subscriber, Government has

decided to give an option to the spouse of the subscriber to continue

contributing to APY account of the subscriber, for the remaining vesting

period, till the original subscriber would have attained the age of 60

years.

The spouse of the subscriber shall be entitled to receive the same

pension amount as that of the subscriber until the death of the spouse.

After the death of both the subscriber and the spouse, the nominee of

the subscriber shall be entitled to receive the pension wealth, as

accumulated till age 60 of the subscriber. As on 31st March, 2019, a total

of 149.53 lakh subscribers have been enrolled under APY with a total

pension wealth of Rs. 6,860.30 crore.

PRADHAN MANTRI MUDRA YOJANA

The scheme was launched on 8th April 2015. Under the scheme a loan of

upto Rs. 50,000 is given under sub-scheme ‘Shishu’; between Rs. 50,000

to 5.0 Lakhs under sub-scheme ‘Kishore’; and between 5.0 Lakhs to 10.0

Lakhs under sub-scheme ‘Tarun’.

Loans taken do not require collaterals. These measures are aimed at

increasing the confidence of young, educated or skilled workers who

would now be able to aspire to become first generation entrepreneurs;

existing small businesses, too, will be able to expand their activates. As

on 31.03.2019, Rs. 3,21,722 crores sanctioned (Rs. 142,345 cr. - Shishu,

Rs. 104,386 cr. Kishore and Rs. 74,991 cr. - Tarun category), in 5.99

crores accounts.

STAND UP INDIA SCHEME

Government of India launched the Stand Up India scheme on 5th April,

2016. The Scheme facilitates bank loans between Rs.10 lakh and Rs.1

crore to at least one Scheduled Caste/ Scheduled Tribe borrower and at

least one Woman borrower per bank branch for setting up greenfield

enterprises.

This enterprise may be in manufacturing, services or the trading sector.

The scheme which is being implemented through all Scheduled

Commercial Banks is to benefit at least 2.5 lakh borrowers.

The scheme is operational and the loan is being extended through

Scheduled Commercial Banks across the country.

Stand Up India scheme caters to promoting entrepreneurship amongst

women, SC & ST category i.e those sections of the population facing

significant hurdles due to lack of advice/mentorship as well as

inadequate and delayed credit.

The scheme intends to leverage the institutional credit structure to

reach out to these underserved sectors of the population in starting

greenfield enterprises. It caters to both ready and trainee borrowers.

To extend collateral free coverage, Government of India has set up the

Credit Guarantee Fund for Stand Up India (CGFSI). A

part from providing credit facility, Stand Up India Scheme also envisages

extending handholding support to the potential borrowers. It provides

for convergence with Central/State Government schemes.

Applications under the scheme can also be made online on the

dedicated Stand Up India portal(www.standupmitra.in). As on

31.03.2019, Rs. 16,085 crore has been sanctioned in 72,983 accounts

(59,429 – women, 3,103-ST and 10,451 – SC).

PRADHAN MANTRI VAYA VANDANA YOJANA

The ‘Pradhan Mantri Vaya Vandana Yojana ’ has been launched by the

Government to protect elderly persons aged 60 years and above against

a future fall in their interest income due to the uncertain market

conditions, as also to provide social security during old age.

The scheme is implemented through the Life Insurance Corporation of

India (LIC) and provides an assured return of 8% per annum for 10 years .

Mode of pension payment under the Yojana is on a monthly, quarterly,

half-yearly or annual basis depending on the option exercised by the

subscriber.

The scheme was initially open for subscription for a period of one year

i.e. from 4th May, 2017 to 3rd May, 2018. Further, the minimum

purchase price under the scheme was Rs.1.5 lakh per family for a

minimum pension of Rs. 1,000/- per month and the maximum purchase

price was Rs.7.5 lakh per family for a maximum pension of Rs.5,000/- per

month.

In pursuance to Budget Announcement 2018-19, the Pradhan Mantri

Vaya Vandana Yojana has been extended up to 31st March, 2020. The

limit of maximum purchase price of Rs. 7.5 lakh per family under the

scheme has also been enhanced to Rs 15 lakh per senior citizen.

Accordingly, the maximum pension admissible under the scheme is now

Rs.10,000/- per month.

SWACHH BHARAT ABHIYAN

It is launched in 2nd October 2014 at Rajghat, New Delhi, where Prime

Minister Narendra Modi himself cleaned the road.

The fund sharing between Central and state governments is 3:1

It aims to accomplish the vision ‘clean India’ by 2nd October

2019(Gandhiji’s 150th birth anniversary).

It is a national campaign organised by the Government of India (GOI)

covering 4041 statutory towns, to clean the streets, roads &

infrastructure of the country.

The components of the programme are

o Construction of individual sanitary latrines for households below

the line with subsidy (80%) where demand exists.

o Conversion of dry latrines into low-cost sanitary latrines

o Construction of exclusive village sanitary complexes for women

providing facilities for hand pumping, bathing, sanitation and

washing on a selective basis where there is not adequate land or

space within houses and where village panchayats.

SANSAD ADARSH GRAM YOJANA(SAGY)

Launched by PM Narendra Modi on 11th October 2014(Birth anniversary

of Jay Prakash Narayan)

It aims to turn villages into model villages and empower the poor’s to

come out of poverty.

Every Member of Parliament (MP) needs to choose a village from his

constituency and make them model village called ‘Adarsh Grams”.

MAKE IN INDIA

This programme was launched by Indian prime minister Narendra Modi

on 25th September 2014.

It is a major new national program which is designed to facilitate

investment, foster innovation, enhance skill development, protect

intellectual property and build best-in-class manufacturing infrastructure

Make in India foucuses on 25 sectors of the economy for job creation

and skill enhancement. The sectors include aviation, tourism,

automobiles, IT, chemicals, railways, hospitality, design manufacturing,

renewable enrgy, mining, bio-technology, electronics, pharmaceuticals,

textiles, ports, wellness etc.

The initiative aims to attract capital and technological investment in

India and also tries to increase GDP and revenue from taxes.

The campaign was designed by the Wieden & Kennedy group which had

previously worked on the Incredible India campaign and a campaign for

the Indian Air Force.

ANTYODAYA ANNA YOJANA (AAY)

It was launched on December 2000 by NDA Government under Atal

Bihari Vajpayee.

The scheme aims at poorest of poorest families and it provides 35kg of

rice and wheat at Rs 3 and Rs 2 per kg respectively

It covers 1 crore poorest among the BPL families

It aims at people of age 60 or above.

Belonging to BPL family category is not a criterion for getting an

Antyodaya ration card.

VANBANDHU KALYAN YOJANA

Vanbandhu Kalyan Yojana has been launched by Central Government of

India for holistic development and welfare of tribal population of India.

The scheme as outlined by the Ministry of Tribal Affairs is launched on a

pilot basis and will be implemented in only 1 block in each of the 10

states being selected for the scheme.

The states which have been picked are Andhra Pradesh, Madhya

Pradesh, Himachal Pradesh, Telangana, Orissa, Jharkhand, Chattisgarh,

Rajasthan, Maharashtra and Gujarat. The areas in the states have been

selected based on recommendations of the respective state

governments.

The Ministry of Tribal Affairs had launched the scheme in July 2014 and

Rs. 100 crore has been allocated for the scheme during the year 2014-

15. The Ministry has also started several other schemes which include

hostels for ST girls and boys, scheme for establishment of ashram school

in Tribal Sub Plan areas, post-matric scholarships and others.

BETI BACHAO, BETI PADHAO

The trend of decline in the Child Sex Ratio (CSR), defined as number of

girls per 1000 of boys between 0-6 years of age, has been unabated

since 1961. The decline from 945 in 1991 to 927 in 2001 and further to

918 in 2011 is alarming.

The decline in the CSR is a major indicator of women disempowerment.

CSR reflects both, pre-birth discrimination manifested through gender

biased sex selection, and post birth discrimination against girls. Social

construct discriminating against girls on the one hand, easy availability,

affordability and subsequent misuse of diagnostic tools on the other

hand, have been critical in increasing Sex Selective Elimination of girls

leading to low Child Sex Ratio.

Since coordinated and convergent efforts are needed to ensure survival,

protection and empowerment of the girl child, Government has

announced Beti Bachao Beti Padhao initiative. This is being implemented

through a national campaign and focussed multi sectoral action in 100

selected districts low in CSR, covering all States and UTs.

This is a joint initiative of Ministry of Women and Child Development,

Ministry of Health and Family Welfare and Ministry of Human Resource

Development.

DEEN DAYAL UPADHYAYA ANTHYODAYA YOJANA (DAY)

Deen Dayal Upadhyaya Antyodaya Yojana or DAY is a Government of

India scheme for the helping the poor by providing skill

training. Government of India has provisioned Rs 500 crore for the

scheme

Imparting skills with an expenditure of Rs.15,000 – Rs.18,000 on each

urban poor;

Promotion of self-employment through setting up individual micro-

enterprises and group enterprises with interest subsidy for individual

projects costing Rs.2.00 lakhs and Rs.10.00 lakhs for group enterprises.

Subsidized interest rate will be 7%;

Training urban poor to meet the huge demand from urban citizens by

imparting market oriented skills through City Livelihood Centres. Each

Centre would be given a capital grant of Rs.10.00 lakhs.

Enabling urban poor form Self-Help Groups for meeting financial and

social needs with a support of Rs.10,000/- per each group who would in

turn would be helped with bank linkages;

Development of vendor markets besides promotion of skills of vendors;

and

Construction of permanent shelters for urban homeless and provision of

other essential services.

MAHILA SAMRIDHI YOJANA (MSY)

The Mahila Samridhi Yojana (MSY) was launched on 2nd October, 1993

with the objective of empowering the rural women through building

thrift habit, self-reliance and confidence.

Under this plan, the rural women of 18 years of above age can open

their saving account in the rural post office of their own area with a

minimum Rs. 4 or its multiplier. On the amount not withdrawn for 1

year, 25% of the deposited amount is given to the depositor by the

government in the form of encouragement amount.

Such accounts opened under the scheme account opened under the

scheme account opened under the scheme are provided 25% bonus with

a maximum of Rs. 300 every year. Up to 31 March 1997 2.45crore

accounts were opened under this scheme with a total collection of Rs

265.09crore.

The Department of Women and Child Development, the nodal agency

for MSY, decided in April 1997 that now new MSY accounts should be

opened form 1 April 1997 onwards but the existing account could be

maintained.

MAHATMA GANDHI PRAVASI SURAKSHA YOJANA

Ministry of Overseas Indian Affairs has introduced a Pension and Life

Insurance fund scheme called Mahatma Gandhi Pravasi Suraksha Yojana

(MGPSY) for the Overseas Indian workers having Emigration Check

Required (ECR) passports.

Government contribution to Indian workers by providing assistance

for their Return and Resettlement (R&R), saves for their old age, Obtain

a Life Insurance cover against natural death during the period of

coverage.

NATIONAL RURAL LIVELIHOOD MISSION

It is a poverty alleviation project implemented by Ministry of Rural

Development, Government of India.

This scheme was launched in 2011 with a budget of $ 5.1 billion and is

one of the flagship programmes of Ministry of Rural Development. This

is one of the world's largest initiatives to improve the livelihood of poor.

This programme is supported by World Bank with a credit of $1 Billion.

This scheme is focused on promoting self-employment and organization

of rural poor. The basic idea behind this programme is to organize the

poor into SHG (Self Help Groups) groups and make them capable for

self-employment.

In 1999 after restructuring Integrated Rural Development Programme

(IRDP), Ministry of Rural Development (MoRD) launched Swarnajayanti

Grameen Swarojgar Yojana (SGSY) to focus on promoting self-

employment among rural poor. SGSY is now remodeled to form NRLM

thereby plugging the shortfalls of SGSY programme.

NATIONAL RURAL HEALTH MISSION

The mission was launched in 1st April 2005. Initially focuse the health

overarching National Health Mission (NHM), with National Rural Health

SARVA SHIKSHA ABHIYAN

Its an Indian Government programme aimed at the universalisation

of elementary education in a time bound manner

It is based on the 86th amendment to the Constitution of India making

free and compulsory education to children of ages 6–14 (estimated to be

205 million in number in 2001) a fundamental right.

The programme was pioneered by Atal Bihari Vajpayee.

Padhe Bharat Badhe Bharat is a nationwide sub-programme of Sarva

Shiksha Abhiyan

Present goals include:

Open new schools in areas which do not have them and to expand

existing school infrastructures and maintenance.

Address inadequate teacher numbers, and provide training a

development for existing teachers

Provide quality elementary education including life skills with a special

focus on the education of girls and children with special needs as well as

computer education.

RASHTRIIYA MADHYAMIK SHIKSHA ABHIYAN

this scheme was launched in March, 2009 with the objective to enhance

access to secondary education and to improve its quality.

The implementation of the scheme started from 2009-10. It is envisaged

to achieve an enrolment rate of 75% from 52.26% in 2005-06 at

secondary stage of implementation of the scheme by providing a

secondary school within a reasonable distance of any habitation. The

other objectives include improving quality of education imparted at

secondary level through making all secondary schools conform to

prescribed norms, removing gender, socio-economic and disability

barriers, providing universal access to secondary level education by

2017, i.e., by the end of 12th Five Year Plan and achieving universal

retention by 2020.

MID-DAY MEAL SCHEME

The Midday Meal Scheme is a school meal programme of the

Government of India designed to improve the nutritional status of

school-age children nationwide

The programme supplies free lunches on working days for children in

Primary and Upper Primary Classes in Government, Government Aided,

Local Body, Education Guarantee Scheme, and Alternate Innovative

Education Centres, Madarsa and Maqtabs supported under Sarva

Shiksha Abhiyan, and National Child Labour Project schools run by the

Ministry of Labour

Serving 120,000,000 children in over 1,265,000 schools and Education

Guarantee Scheme centres, it is the largest such programme in the

world.

The programme entered the planning stages in 2001 and was

implemented in 2004. The programme has undergone many changes

and amendments since its launch

AAM AADMI BIMA YOJANA (CENTRALLY SPONSORED INSURANCE

SCHEME)

This scheme is launched in 2nd October 2007. The ministry of finance,

Government of India approved the merger of social security schemes

Aam Aadmi Bima Yojana (AABY) & Janashree Bima Yojana (JBY). The

merger has come into effect from 01.01.2013. it is implemented through

LIC (Life Insurance Corporation)

The head of the family or one earning member in the family of such a

household is covered under the scheme. The premium of Rs.200/- per

person per annum is shared equally by the Central Government and the

A separate fund called "Aam Admi Bima Yojana Premium Fund" has been

set up by Central Govt. to pay the Govt. contribution. Fund is maintained

by LIC. A free add-on benefit in the form of scholarship to children is also

available under the Scheme.

MAHILA SAMRIDHI YOJANA

For empowerment of minorities, maximum emphasis is required to be

given on empowerment of women because they are the weakest link

among the minorities. The most effective strategy to reach the women

and strengthening them should include:-

1. capacity building through increasing income generating

skills/activities;

2. encouraging them to form SHGs and provide them micro credit

support;

3. Setting up of production based activity suitable to women. Based on

the above framework, NMDFC introduced the Scheme of Mahila

Samridhi Yojana which links micro-credit to the women after training.

During the training, the group is formed into a Self Help Group.

The scheme has been made broad-based to cover all the trades and

activities practiced by women.

The limit of micro-credit to each member of the Group is Rs.25000/- and

the rate of interest to be paid by the women beneficiaries has been

reduced to 4%.

The scheme will be implemented through the SCAs of NMDFC as well as

NGOs.

NATIONAL FOOD FOR WORK PROGRAMME

It was launched on 15 November 2004 in 150 of the most backward

districts of India

Objective is to generating supplementary wage employment. The

programme is open to all rural poor who are prepared to do manual,

unskilled labour.

It is implemented as a centrally-sponsored scheme. Food grains are

provided to the States free of cost.

The collector is the primary officer at the district level and has overall

responsibility for planning, implementation, coordination, monitoring

and supervision.

Now that the NREGA is in force, the NFWP will be subsumed within this

programme.

NATIONAL RURAL EMPLOYMENT GUARANTEE ACT (NREGA)

Starting from 200 districts on 2 February 2006, the NREGA covered all

the districts of India from 1 April 2008

In its World Development Report 2014, the World Bank termed it a

"stellar example of rural development".

The MGNREGA was initiated with the objective of "enhancing livelihood

security in rural areas by providing at least 100 days of guaranteed wage

employment in a financial year, to every household whose adult

members volunteer to do unskilled manual work".

Another aim of MGNREGA is to create durable assets (such as roads,

canals, ponds, wells). Employment is to be provided within 5 km of an

applicant's residence, and minimum wages are to be paid.

Employment under MGNREGA is a legal entitlement.

MGNREGA is to be implemented mainly by gram Panchayats (GPs).

It was later renamed as the "Mahatma Gandhi National Rural

Employment Guarantee Act" (or, MGNREGA)

Apart from providing economic security and creating rural assets, NREGA

can help in protecting the environment, empowering rural women,

reducing rural-urban migration and fostering social equity, among

others."

PRIME MINISTER'S ROZGAR YOJANA (PMRY)

This scheme has been launched by the Govt. of India in 1993 to provide

self-employment opportunities to the unemployed youth and women.

Under the Prime Minister Rozgar Yojana, loans up to Rs. 1.00 lac for

business and Rs. 2.00 lac for Industrial & Agricultural activities are

advanced by the Banks to those unemployed Youth and Women who are

18 to 35 and 18 to 45 years of age respectively

Prime Minister of the India announced on August 15, 1993 a scheme for

giving self-Employment to learned jobless Youth in the country.

PRADHAN MANTRI ADARSH GRAM YOJANA (PMAGY)

It is a rural development programme launched by the Central

government in India in the financial year 2009–10

Implemented for the development of villages having a higher ratio

(over 50%) of people belonging to the scheduled castes through

convergence of central and state schemes and allocating financial

funding on a per village basis.[

It aimed to bring a number of development programs to the villages.

Some of these programs are Bharat Nirman, Pradhan Mantri Gram

Sadak Yojana (PMGSY) for rural roads, water supply, housing,

electrification and other big-ticket schemes like Sarva Shiksha

Abhiyan, Mahatma Gandhi National Rural Employment Guarantee

Act, ICDS, sanitation.

This program would be applicable to around 44,000 villages which

had a scheduled castes population above 50% and so qualified for

PMAGY.

SAMPOORNA GRAMEEN ROZGAR YOJANA (UNIVERSAL RURAL

EMPLOYMENT PROGRAMME)

The Sampoorna Grameen Rozgar Yojana is actually a combination of the

provisions under the Employment Assurance Scheme (EAS) and Jawahar

Gram Samridhi Yojana

Objective is to provide gainful employment for the rural poor. From 1

April 1999,

The programme was implemented through the Panchayati Raj

institutions.

The programme is self-targeting in nature and aims to provide

employment and food to people in rural areas who lived below

the poverty line.

VALMIKI AMBEDKAR AWAS YOJANA (VAMBAY)

This scheme was formally launched on 2nd December 2001, at

Hyderabad.

The scheme has the primary objective to facilitate the construction and

up gradation of the dwelling units for the slum dwellers and to provide

health and enabling urban environment through community toilets

under Nirmal Bharat Abhiyan, a component of the scheme.

This is the first scheme of its kind meant exclusively for slum dwellers

with a Government of India subsidy of 50 per cent; the balance 50 per

cent to be arranged by the State Government.

SAMAGRA AWAS YOJANA

It was launched in 1999-2000

It is a housing scheme to ensure provision of shelter, sanitation and safe

drinking water.

RURAL-LANDLESS EMPLOYMENT GUARANTEE PROGRAMME

(RLEGP)

RLEGP was introduced on August 15, 1983,

The objective is to improving and expanding employment opportunities

for the rural landless

It provides guarantee of employment to at least one member of every

landless household up to 100 days in a year and creating durable assets

for strengthening the infrastructure so as to meet the growing

requirements of the rural economy.

NATIONAL OLD AGE PENSION SCHEME (NOAPS)

This scheme provided pension to old people who were above the age of

65 (Now 60) who could not fend for themselves and did not have any

means of subsistence. The amount of pension is Rs.200 per month for

applicants aged 60-79. For applicants aged above 80 years, the amount has

been revised to Rs 500 on (2011-2012).

RURAL HOUSING-INDIRA AWAAS YOJANA (IAY)

This scheme was initiated in 1985. This scheme aimed at creating

housing for everyone. It aimed at creating 20 lakh housing units out of which

13 lakhs were in rural area. This scheme also would give out loans to people at

subsidized rates to make houses. It was started in 1999–2000. In 1999–2000

1438.39 crore Rs was used for this scheme and about 7.98 lakh units were

built. In 2000-01 a central outlay of 1710.00 crores Rs was provided for this

scheme.

NATIONAL FAMILY BENEFIT SCHEME (NFBS)

This scheme was started in August 1995 by Government of India.

This scheme is sponsored by the state government. It was transferred to state

sector scheme after 2002. This scheme provides a sum of 10000Rs to a person

of a family who becomes the head of the family after the death of its primary

breadwinner. The breadwinner is defined as a person who is above 18 who

earns the most for the family and on whose earnings the family survives. It is

for families below the poverty line.

NATIONAL MATERNITY BENFIT SCHEME

This scheme provides a sum of Rs 500 to a pregnant mother for the first

two live births. The women have to be older than 19 years of age. It is

given normally 12–8 weeks before the birth and in case of the death of

the child the women can still avail it.

The NMBS (National Maternity Benefit Scheme) is implemented by

states and union territories with the help of panchayats and

municipalities. During 1999–2000 the total allocation of funds for this

scheme was 767.05 crores and the amount used was Rs4444.14 crore.

RASHTRIYA KRISHI VIKAS YOJANA

It was launched on august 2007

This scheme is fundamentally a state plan scheme

The scheme aims at attaining 4% yearly development in Agriculture by

growth of Agriculture and its related divisions.

PRADHAN MANTRI GRAM SADAK YOJANA

It was started in 25th December 2000.

It aims to offer all climate road links to isolated villages. The Yojana lies

under ministry of rural development

The objective was to give roads to villages (1) with a inhabitants of

thousand persons & more by year 2003, (2) having populace of five

hundred & more by 2007, (3) mount states, ethnic & desert region

villages having a population of five hundred & more by the year 2003, &

(4) mount states, ethnic & desert region villages having population of

two fifty & more by 2007.

.AADHAR On September 29, 2010 in Maharashtra state UIDAI started AADHAAR

plan in the ethnic village, Tembhli, in Shahada, Nandurbar. The plan was

launched by Prime Minister, Manmohan Singh beside with UPA

president Sonia Gandhi. The 1st inhabitant to get an AADHAAR was

Tembhli village’s Rajana Sonawane.

It is a twelve digit exclusive number that UIDAI (Unique Identification

Authority of India) will provide for every Indian citizen.

The numeral will be stockpiled in a centralized record & coupled to the

essential demographics & biometric knowledge – photograph, 10

fingerprints & iris – of every person. It is effortlessly confirmable through

SABLA OR RAJIV GANDHI SCHEME FOR EMPOWERMENT OF

ADOLESCENT GIRLS

VALMIKI AMBEDKAR AWAAS YOJNA

The VAMBAY was started in 2001, December to improve the

circumstances of the slum inhabitants in urban areas living under the

poverty row lacking sufficient refuge.

The plan has the main aim of assist the building & up-gradation of house

for slum residents & offering healthy & enabling urban surroundings by

society toilets in the Nirmal Bharat Abhiyan, a constituent of the

proposal.

The Central Government gives a subsidy of fifty percent, the remaining

fifty percent being approved by the Government of State. There are

agreed upper limit on expenses both for house units & society toilets.

During the year of 2003-04, Central financial support to the amount of

239 crore Rs. has been given. Since beginning up to 2004, May 522 crore

Rs. has been given as Government of India financial support for the

building/up gradation of dwelling units 2, 46,035 in number & toilet

seats of 29,263 numbers in the plan.

PRADHAN MANTRI ADARSH GRAM YOJANA (PMAGY)

It is a rural growth program started by Indian central government during

the year 2009

This program is for the growth of villages especially with more than 50%

of persons of the scheduled castes by union of both central and state

schemes & allocating monetary support for each village.

The scheme is termed as pushy as it intended to carry a number of

growth plans for the villages.

The scheme targets to make an "Adarsh Gram" (Model village) that

consists of sufficient physical & institutional infrastructure, with fully

meeting the minimum requirements of every sector of the public.

The target is integrated growth of the chosen villages to have every

necessary physical & public infrastructure required for surrounding

socio-economic growth.

Another aim is removal of difference between SCs & other society in

conditions of frequent socio-economic pointers like literacy rate, success

rate of basic education, child /maternal death rate & possession of

prolific possessions

RAJIV GANDHI GRAMEEN VIDYUTIKARAN YOJANA

It was launched in April 2005 especially by mixing all kinds of ongoing

popular schemes.

Hence, under this scheme, the central government provides ninety percent

of grant and ten percent as a loan which is provided by REC or rural

electrification corporation to all states’ governments.

The REC or rural electrification corporation is the main nodal working

agency for this scheme.

Necessary electricity is distributed to all kinds of public places such as

Panchayat office, schools, dispensaries, health centers and community

centers.

Moreover, the numbers of exact households which are electrified need to

be 10% of complete population in the town.

It aims at electrifying every villages as well as habitations according to new

guidelines; provide proper electricity to every rural household and to offer

electricity connection to every BPL or below poverty line families with no

charge.

NATIONAL PENSION SCHEME

It was launched by government of India on 1st January 2004

NPS was made entirely available to all the Indian citizens on voluntary

basis and it is compulsory for the central government employees (except

armed forces) appointed on or after the date of 1st January 2004. All the

Indian citizens can join it, aged between 18 to 55 years.

NPS works under two categories of accounts, they are tier1 and tier2

accounts

Tier1 accounts does not allow withdrawal prematurely while tier2

account allows withdrawal prior to retirement on exceptional grounds

BACHAT LAMP YOJNA

Bachat Lamp Yojana is a government of India’s programme in order to

reduce the compact fluorescent lamps (CFLs i.e. the energy saving lights)

cost that are sold to the consumers.

It is implemented through India’s power ministry of Bureau of Energy

Efficiency (BEE). The goal of this programme is the delivery of CFLs at the

cost of the normal light bulbs. The cost difference will be covered by the

Kyoto Protocol’s sale under the clean Development Mechanism of

certified emission rights.

The amount of lighting accounts to almost 20% of the total demand of

electricity in the country. The needs of lighting in the country are

particularly met in the household sector by incandescent bulbs. The

bulbs are very energy inefficient as about 90% of the electricity gets

converted into heat and only 10% of it is used in lighting.

NREGA(National Rural Employment Guarantee Act) merged with

Sampoorna Grameen Rojgar Yojana

National Food for Work Programme was also merged with NREGA

Jawahar Rozgar Yojana(1993) was merged with Employment

Assurance Scheme(EAS) 1996 which later merged with Sampoorna

Grameena Rojgar Yojana (2001)

Integrated Rural Development Programme (IRDP), TRYSEM (Training

Rural Youth for Self Employment), DWCRA (Development of Women

& Children in Rural Areas), Ganga Kalian Yojana were merged with

Swarna Jayanti Gram Swarojgar Yojana.

Jawahar Gram Saamridhi Yajana was merged with Sampoorna

Grameena Rojgar Yojana(2001)

Jawahar Rozgar Yojana was merged with Rural Landless Employment

Guarantee Programme which was replaced by Jawahar Gram

Samridhi Yajana (1999)
