NOUVEAUX ÉTIQUETAGES DE PRODUITS CHIMIQUES
Le règlement européen n° 286/2011 du 30 mars 2011 vient modifier le règlement CLP. Il intègre les nouveautés de la dernière édition révisée de 2009 du système international de classification et d’étiquetage SGH (Système global harmonisé). Le SGH, Système Global Harmonisé ou GHS en anglais (Globally Harmonized System), est un ensemble de recommandations élaborées au niveau international qui harmonisent les critères de classification des dangers des produits chimiques, le contenu de l’étiquette et la fiche de données sécurité. Le nouveau système s’applique déjà aux substances depuis le 1er décembre 2010 et sera appliqué aux mélanges (préparations) dès le 1er juin 2015. Les nouvelles fiches de données sécurité commencent à être diffusées, assorties des nouvelles classes de danger et des nouveaux pictogrammes. Cela implique de modifier les fiches de poste et de former les utilisateurs à ces évolutions.

HABILITATION ELECTRIQUE CHEZ SONATRACH
Un programme de formation pour l’année 2012 a été établi par Sonatrach
TRC ayant pour intitulée « Habilitations électrique », elle est dispensée
par le CPE (Centre de Perfectionnement de l’Entreprise Sonatrach)Arzew,
multiples groupes électriciens et non électriciens de tous les types de
métiers confondus (HSE ,Maintenance, Exploitation) suivront une formation
d’une semaine (05 jours) sur les risques électriques ,après un test de
connaissances et en fonction des résultats, le formateur propose les
habilitations électriques appropriées pour chaque agent électricien ou non
électricien .

Three Mile Island (1979), Chernobyl (1986), Fukushima (2011)
All three events have had serious impacts on our thoughts, debates and lifestyle in
terms of nuclear energy in particular and energy matters in general. Obviously, as many
relevant technical choices have highlighted for many decades, no action, no option, no
decision can be appreciated through the unique dimension of risk. However, this
dimension becomes more pertinent when we approach the territories or lands of risk
as they are known to us and are marked by extreme global turbulences. Today, we
must get the bull by its horns alongside the fundamental programs of our knowledge
and expertise in the debates about nuclear energy.

Three Mile Island was contained by the third defence barrier, but was led to the edge of possibility. At that time, the president of the American Nuclear Safety Authority (ANSA) said: “we are like a bunch of blind men turning around in circles”. Chernobyl was built by a system almost out of breath. Fukushima occurred at the heart of what was the world’s third economic power and led the Japanese authorities to unprecedented disarray – disabled by the disappearance of the operator submerged in the profusion of the fronts of catastrophe, paralysed by the eventuality of having to evacuate Tokyo. The cost of the Japanese disaster was colossal, historical and systemic with global chain reaction effects owing to Japan being a world supplier of electronic components. Especially that shortly after, the largest Indonesian production centre was about to be struck by another tsunami. This entire situation was emerging in a seriously ill world economy. We had certainly put forward the argument that Three Mile Island had demonstrated the robustness of the technical know how associated with its safety; that Chernobyl was the result of a fury in the violation of all safety rules from design to the final system tests which provoked the incident; that Fukushima would not have happened without the tsunami but, common sense which is a reactive protection in terms of defensive communication would not erase a fundamental challenge: over sizing isn’t what it was. We must reconsider our initial design assumptions, specifically those related to our new global environments, on all fronts. In the 20
th century, we got used to the idea of risk analysis by examining potential hazards linked
to installations, products, activities; then weighing the estimations with a calculated probability evaluation using as a point of departure accumulated experience; all under the assumption that after all, one must be reasonable (meaning that we must not consider unlikely risk scenarios). In addition, risks were examined in isolation and based on a context that was considered relatively stable, robust peaceful and “rational”. This closed system perspective no longer holds as it quite disregards a number of contingencies. The task is huge and there is no script. We know the abyss: to wrap ourselves in an optimism of surrender before we escape denial towards despair or wait for some prophet. The demands are known: clarity on the responsibilities to be held, determination on collective inventions, and ilucidation of issues. From an operational viewpoint, three pertinent questions emerge: What happened? How to avoid the trap? How to invent our futures while holding the present?

RECORD DE FERTIAL EN MEDITERANNE: 1070 jours sans accidents Fertial est une société de fertilisant de droit algérien (joint-venture entre Asmidal et le groupe Grupo espagnole) après l'engagement de ses responsables dans la voie de la certification OHSAS 18001 obtenu en 2011, beaucoup d'effort on était déployé en formation et acquisition de matériels (camion anti-incendie,vanne,soupape..), premiers résultats diminution des accidents de 74% depuis 2005 et à ce jour un record de 1000 jours sans accidents, dans la même politique de sécurité du groupe en Espagne l'usine de Huelva affiche 5 ans sans accident. www.fertial-dz.com
BILAN DES FEUX DE FORETS
Selon le directeur général des forêts, ce bilan est «exceptionnel», car il est six fois plus important que celui enregistré l’année dernière à la même période.
Le directeur général des forêts (DGF), M. Mohamed Seghir Noual, a qualifié hier
d’«exceptionnel» le bilan des feux de forêt, qui ont ravagé 11.145 hectares sur
tout le territoire depuis le 1er juin dernier. Ce bilan est, selon le DGF, six fois
plus important que celui enregistré l’année dernière à la même période.
Pour lui, les conditions météorologiques, notamment la canicule, constituent le
facteur principal qui favorise les feux de forêt, même si ces feux sont d’origine
humaine à 95%, selon M. Noual. «L’homme reste le premier responsable de ces
incendies, même si ce n’est pas de manière intentionnelle dans beaucoup de
cas.
Par ailleurs, le directeur a rendu hommage aux trois agents (un brigadier des
forêts et deux agents de la Protection civile) victimes des feux de foret à Souk
Ahras.
La DGF a mobilisé pour cette campagne 416 postes de vigie avec un effectif de 1.120 éléments chargés de la surveillance et de l’alerte. Quelque 2.488 éléments sont chargés de la première intervention au sein de 483 brigades avec comme moyens 295 camions-citernes. Ces moyens sont appuyés, comme chaque année, par d’importants renforts humains et matériels de la Protection civile qui a déployé 22 colonnes mobiles.
