La radio ou, plus spécifiquement, la communication par radio, constitue l’un des critères déterminants pour la réussite organisationnelle des courses cyclistes sur route.
Cequelecyclismesurroutes’estaufildutempsappropriéen lebaptisantdu jolinomde« radio-tour »,apporteàcesport itinérant la plate-forme indispensable à l’échange d’information.Encyclismesurroute,radio-tourestsyno-nymed’information,d’équitéetdesécurité.
Cependant, son utilisation optimale requiert un certainnombredeconnaissances.Ilestenparticulierindispensa-ble de connaître une série de règles qu’il faut respecter scrupuleusement.

1. Introduction
Radio,ormorespecificallycommunication via radio, is an essential key to the organizational success of cycling road races.
Overtheyears,roadcyclinghasembracedradio-commu-nicationandhasgivenittheprettynameof« radio-tour ».Radio-tourprovidestheitinerantsportofroadcyclingwiththeessential platform for the exchange of information.Inroadcycling,radio-tourisasynonymofinformation,fair-play andsafety.
However, the correct use of radio-tour requires specificknowledge.Itis,amongstothers,indispensable to be aware of a series of rules which must be carefully observed.
This guide describes the purpose of radio-tour and the principles of its proper use;thelatterbeingoftheessencewhen it comes to guarantying radio-tour’s efficiency atcyclingraces.

2. The regulations
Inpart2,RoadRaces,of itsRegulations,theUCImen-tions the use of radio-tour on several occasions.Whatexactlydotheregulationssay? Radio-tour2.2.021(N) Theorganizershallprovidea«radio-tour»
information service from the car of thepresident of the comissaires’ panel. Heshall require all vehicles to be equippedwithareceiversothattheycancontinuallypickup«radio-tour».
Informationduringtherace2.2.044 Accredited persons shall, in the place to
whichtheyhavebeenassignedbytheraceadministration, be given information andinstructionsontheprogressoftherace.
2.2.045 Shouldtheraceadministration,forthesakeofsafety,havedirectedthepressvehiclesonto a parallel road or several kilometersaheadoftherace,accreditedpersonsshallbe kept permanently informed of theprogressoftherace.
2.2.046 InformationshallbeconveyedinFrenchorEnglishandthelanguageofthecountryinwhichtheeventistakingplace.
2.2.048 Such vehicles shall bear an accreditationplatefrontandrearwhichwillpermitthemtocirculateatracelevel.Allvehiclesshallbe equippedwith a radio receiver so thattheymaypermanentlyreceivereportsfromradio-tour.
Inpart1,GeneralOrganizationofcyclingasasport,theUCIalso regulates the radio-tour speaker’s function. TheRegulations state that the personwho holds this positionmusthavea valid licenseissuedbyhisNationalFederation.

3. The purpose of radio-tour
Oneoftenhearsthesaying«thequalityoftheraceisinthehandsoftheriders»andthereisabsolutelynothingwrongwith this assertion. However, the riders’ performancealoneisnotenoughtomakearacetotallysuccessful.A well-functioning in-competition radio system also is an important key to success.Thereasonsaremanifold.
3Forwhatregardsrace information: Radio-tour is the first official source for information
related to the competition. Radio-tourrapidlyandsimultaneously informs all par-
ticipants traveling in the race convoy*(sportsdirectors,officials,commissaires,journalists,etc.).
* Race convoy:areacomprisedbetweentherace-openingvehicleandtherace-closingvehicle.

Radio-tourpermet de relayer rapidement les appels de détresse (police, médecin, ambulance, service dedépannage,etc.).
Radio-tourpermetune concertation rapide et privilé-giée entre les organisateurs et les forces de l’ordre en charge de la sécurité.
Radio-tourpermetdediffuser des messages de pru-dence à toutes les personnes évoluant à l’échelon course(préventionroutière,problèmesdevoirie,obs-taclesimprévus,etc.).
3Forwhatregardsrace safety: Radio-tour allows participants to receive important
driving instructions(accelerate,deviate,etc.). Radio-tour allows foremergency calls to be relayed
rapidly (police, doctor, ambulance, neutral technicalsupport,etc.).
Radio-tour allows organizers and representatives of the public law enforcement services to rapidly and confidentially liaise on safety / security matters.
Thankstoradio-tour,safety warnings can be broad-casted to all participants traveling in the race convoy(accident prevention, road surface problems, unfore-seenobstacles,etc.).

Forthoseindividualswho,duetotheirfunctionintheraceconvoyof acycling race,have touse radio-tour,strong discipline is required at all times. Moreover, a certainamount of practice isusefulaseventhemostconfidentspeakerscan losetheir fluencywhenholdingtheradio-tourmicrophone!Agood radio-tour user,inparticulartheradio-tourspeaker,obeysbytherulesandprincipleslistedhereafter.
3 Forwhatregards using the microphone,onewillbeattentiveto:
-Make sure the equipmentworks, run tests, beforeracestart.
-Focusonthejob;always be readytojumpin.
-Pronounceclearly;speakslowly andwithanevenvoice.
-Make correct use of the official languages.
-Always respect the address that is in progress.Unlessconfrontedwithanabsoluteemergency it ispreferablenottospeakaslongasanotherpersonisdoingso,eveniftheotherspeakerisusingadifferentfrequency.
-Beforestarting to speak, turn on the microphone,otherwise the first words of the address will be«lost». If the transmission system operates on arelay,wait for at least 1 second before starting tospeak.
-Hold the microphone in the correct position(askthetechnicalstaffforadvice).
- Position the microphone at the correct distance(+/-5cm)fromthemouthinordertoreduceacousticnuisances.
- For communications between two individuals, thefollowingstepsapply:1. when the caller has theword (=when the fre-
quencyisavailable),he identifies himself;2. hecalls the other party and awaits a confirmation
ofreceptionfromthelatter;3. thecallercommunicates his message(theprinci-
ples to be observed forwhat regards form andcontentofthemessagearedetailedhereafter);
4. limiting his addresstowhat isabsolutelyneces-sary.Ifthemessageislong,hemarksafewpausestoallowotherstobreakinwithurgentmessages.

L’utilisationdumicroparlespersonnesappeléesparleurfonctionàutiliserradio-tourdanslacaravaned’unecompé-titioncyclisterequiert en permanence une grande rigueur.Deplus,une certaine habitudeestnécessaire,carmêmede trèsbonsorateurspeuvent avoir tendanceàperdreunepartiedeleursmoyensunefoisconfrontésaumicroradio-tour!Unbonutilisateur de radio-tour, le speakerradio-tour en particulier, suit les règles d’utilisation etrespectelesprincipesci-dessous.
3S’agissantdel’utilisation d’un micro,onveilleraà:
-Testerlefonctionnementdumatérielavantlacourse.
-Rester concentré,toujours prêtàintervenir.
-Articuler clairementetparler lentement, d’unevoix posée.
-Maîtriser les langues officielles.
-Toujours respecter la communication en cours.Saufurgenceabsolue,ilestpréférabledenepasintervenirtantquel’onentendquelqu’und’autreparler,mêmesicettepersonnes’exprimesurunefréquencedifférente.
-Avant de commencer à parler,ouvrir l’interrupteur du microphonepouréviterde«perdre»lespremiersmotsdelacommunication.Encasderetransmissionparrelais,undélaid’unesecondeaumoinsdoitêtrerespectéaprèsavoirenclenchélemicro.
-Veilleràbientenir le micro(demanderconseilàl’opé-rateurtechnique).

5. The radio-tour glossary
Everyoneknowsthatarmypersonnelisrequiredtouseaveryspecific languagemadeof standard short phrases.Thereasonissimple;thankstostandardizationandabbre-viation,communication errors can be widely limited.
Thesameappliestoradio-tour.Raceinformationspeakersat roadcyclingeventsexpress themselves in a specific way.Inordertoensurefull understanding by all listeners it is better to always use the same simple and short phrases. This is particularly important if one takes intoaccount the following facts: firstly, the listeners (sportsdirectors,drivers,commissaires,officials,etc.)haveadif-ferentmothertongueand,secondly,theflowofinforma-tionisoftenawfullyrapid.
The glossary hereafter, lists a number of phrases inFrench and English. These phrases are used at mostinternationalracesandorganizersareencouragedto use the same terminology in their national language.Inaddi-tiontothe informationconveyed inthe languageofthecountryinwhichtheeventistakingplace,theorganizermust provide information in either French or English.

6. The frequencies
which frequencies are to be used in a race ?Foraracetoevolveproperly, it ismandatorytohaveatleast 2 independent frequencies.Thefirstoneiscalledthe« radio-tour » frequency while the second one is called« commissaires & info ».1. Theradio-tourfrequencyisthemain one at race level.
Itisonthisfrequencythatallinformationrelated to the competition’s development isbroadcasted,aswellasallofficial callsintendedforoneorseveralparticipantswhocirculateintheraceconvoy.
2. The commissaires & info frequency is reserved for usage by the race directors, the members of the com-missaires’ panel and the informers who travel on« information motorbikes ». It isthe informers’roletosupplytheradio-tourspeakerandtheraceofficialswithinformationonhowthecompetitionisevolving(break-aways,delays,attacks,etc.).Dependingonthesizeoftherace,thisfrequencycanbe divided into two sepa-rate independent frequencies called «commissaires»and«info».Ifthisisnotthecase,itisimportanttograntprioritytotheinformationflow!
Dependingontraditions,onthesizeoftheeventandonthelegaldispositionsofthecountry,itcanhappenthatother,additional,frequenciesarealsobeingoperatedatracelevel.Themostoftenencounteredadditionalfrequenciesare:
3 « management »–allowstherepresentativesoftheeventmanagementtocommunicatebetweenthemselves.
3 « motorbike info »–allowsthe informerstravelingonthemotorbikestocommunicatebetweenthemselves.
3 « medical assistance »–allowsthedoctorsandambu-lance staff to communicate between themselves in aconfidentialmanner.
3 « marshal motorbikes » – allows themobilemarshalswhoguaranteethesafetyoftheeventatroadcrossingtocommunicatebetweenthemselves.
3 « TV / radio motorbikes » –allowsthedriversandthecameramentolistentotheinstructionsoftheprogramdirector.
3 « neutral technical support » – allows the mechanicswho travel bymotorbike or car to receive instructionsfrom the commissaires and to communicate betweenthemselves inordertoensureabettercoverageofthedifferentgroupsofriders.

6. Les fréquences
Quelles sont les fréquences utilisées en course ?Il fautobligatoirementdisposerd’unminimum de 2 fré-quences indépendantes l’une de l’autre pour garantir lebon déroulement de la course. La première est appeléefréquence «radio-tour» tandis que la seconde porte lenomde« commissaire & information ».1. La fréquence radio-tour est la principale à l’échelon
course.C’estsurcettefréquencequesontrépercutéstoutes les informations relatives au déroulement de la courseainsiquelesappels officielsadressésàune,ouàplusieurs,personne(s)circulantàl’écheloncourse.
2. Lafréquencecommissaire&informationest réservée à la direction de l’épreuve, auxmembres du collège des commissaires et aux informateurs qui circulentsurles« motos information ».Cesontcesderniersquiapprovisionnent lespeakerradio-touret lesofficielseninformationsurledéroulementdelacourse(p.ex.échappés, écarts, attaques, etc.). En fonction de lagrandeurdelacompétition,cettefréquencepeut être scindée en deux fréquences indépendantes«commis-saire»et«information».Sicelan’estpaslecas,ilestindispensabledelaisserlaprioritéàl’information!
Il se peut qu’en fonction des coutumes, de la taille del’épreuve et des dispositions légales envigueur dans lepays, d’autres fréquences soient également utilisées àl’échelon course. Les fréquences additionnelles le plussouventrencontréessont:

7.1 The radio-tour speaker
RoleOntheonehand,heensurestheinformationserviceand,on theotherhand, he faithfully broadcasts the commis-saires’instructions.Theraceparticipantswillhavetogetusedtohisvoiceas it isthroughtheradio-tourspeakerthattheywillreceiveallraceinformation,aswellastheinstructionsofthosewhodirecttherace.

Be it forapointtopoint,acircuit,aone-dayorastagerace,orevenforatimetrialevent,theorganizermust in all cases have a fleet of vehiclesatitsdisposalinordertoallow the officials to follow the competitionand to carry out their task.
It is mandatory for radio-tour users to exactly know the different entities traveling at race convoy level. They must also be able to immediately identify each vehicle. Confusion to this regard could lead to serious communi-cation problems; situation that in turn could have a nega-tive, even dramatic, influence on the race outcome.

It is mandatory to precisely organizethefleetofvehicleswhichtravelsintheraceconvoy.Withoutthisorganization,theeventwillsufferfromgeneralconfusionandthecompe-titionwillnotprogressinanequitablemanner.Moreover,such disorganization is a real threat to the safety of theriders,ofthemembersoftheconvoyandofthespectators.
The organizer must structure his fleet of vehicles bytaking,amongstothers,the following steps:

9.3 Summarizing vehicle list
The organizer drafts a summarizing vehicle list whichregroups all previously mentioned data.Thislistmust be handed outtothepresidentofthecommissaires’panel,totheradio-tourspeakerandtothemembersofthepubliclawenforcement services.
