Executive summary The Local Plan of Action for Inclusion of Roma, Ashkali, and Egyptian Communities in the Municipality of Fushë Kosovë 2018-2021 is a result of joint efforts of the Municipality of Fushë Kosova/Kosovo Polje and the Kosovo Network of Education and Employment, a strategic coalition lead by the Kosovo Education Centre (KEC), and consisting of three other civil society organizations - Balkan Sunflowers Kosova (BSFK), Agency for Support of Employment in Kosovo (APPK), and Academy of Training and Technical Assistance (ATTA) – active in the fields of education, employment and social policies. This document was drafted through an inclusive process with participation of all relevant stakeholders, responding to identified needs of the Roma, Ashkali, and Egyptian communities, and based on the national Plan for Inclusion of Roma, Ashkali, and Egyptian Communities 2017-2021 drafted and approved by the Government of the Republic of Kosovo. The Local Action Plan 2018-2021 focuses on four intervention fields: 1) Education; 2) Employment and Social Welfare; 3) Health, and 4) Housing. These intervention fields served to carry out a needs analysis using the SWOT approach and to structure collection of data that were used during the planning process. Below are given the vision and mission as agreed by the participants of the planning process:
Vision: Municipality of Municipality of Fushë Kosovë/Kosovo Polje is a place where all communities enjoy equal rights in all spheres of life and co-exist in harmony and mutual respect with all other citizens.
Mission: Municipality of Fushë Kosovë/Kosovo Polje is committed to contribute to inclusion of communities by supporting activities that provide quality and inclusive education, increased level of employment, improved social welfare for these communities; it will continue to provide quality of health-care services for these communities and will mitigate the lack of sustainable housing and shelter for these communities.
The Local Action Plan has four strategic objectives, one for each intervention field:
Strategic objective 1: Increase inclusion and improve performance of students of Roma, Ashkali, and Egyptian communities in pre-university education in the Municipality of Fushë Kosovë / Kosovo Polje.
Strategic objective 2: Increase employment and improve social welfare of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje.
Strategic objective 3: Continuity to improve health condition and quality of life for members of Roma, Ashkali, and Egyptian communities.
Strategic objective 4: Provide adequate and sustainable housing for Roma, Ashkali, and Egyptian communities in line with the effective legislation. For each strategic objective measures and activities have been identified that lead to its achievement. The Plan contains a risk analyses that identifies measures that can help prevent the perceived risks to the implementation of the Action Plan. The action plan and budget were drafted for the entire period of the implementation of the Local Action Plan, starting with 2018 and ending in 2021. The total amount of funds required for the implementation of the Plan, not including usual operational spending, amounts to €956,400.00. Part of the spending for implementation of the Local Action Plan will be provided from municipal own funds, whereas the rest will be provided by the Kosovo Budget or donors.

1. Introduction Municipality of Fushë Kosovë / Kosovo Polje stretches on the central part of the Republic of Kosovo, about ten kilometres from Pristina. Compared to previous years and to the situation of Roma, Ashkali, and Egyptian communities in other municipalities in Kosovo, one can state that the situation is overall a positive one. However, compared to other communities living in the municipality, then there is a need to continue on improving different services in order to improve their standard of living. According to the statistics, there are 3230 Ashkali (9.27%) living in the municipality, 436 Roma (1.25%), and 282 Egyptians (0.81%). So, according to the recent Kosovo Population Census (2011), in the Municipality of Fushë Kosovë / Kosovo Polje there are 3948 members of Roma, Ashkali, and Egyptian communities, making 11.34% of the population of the Municipality of Fushë Kosovë / Kosovo Polje. Most of the members of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje live in the urban part of the municipality, in the town of Fushë Kosova, concentrated mainly in neighbourhoods 006, 007, 028 and 029. The administration of the Municipality of Fushë Kosovë / Kosovo Polje consists of eleven municipal departments:1 Department of Administration, Department of Finance and Budget, Department of Economic Development, Department of Urban Planning, Department of Geodesy, Cadastre and Property, Department of Health and Social Welfare, Department of Education, Department of Culture, Youth and Sports, Department of Public Services and Environment, Department of Agriculture and Rural Development, and Department of Inspection. Municipality of Fushë Kosovë / Kosovo Polje in cooperation with the project “Kosovo Education and Employment Network2 (KEEN) drafted the Local Action Plan for Inclusion of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë/Kosovo Polje 2018-2021. Municipality of Fushë Kosovë/Kosovo Polje signed a Memorandum of Cooperation with representatives of the KEEN Project for drafting of this Local Action Plan. Initially, the intention was for the Local Action Plan to cover the period 2017 – 2021, similar to the national Plan for Inclusion of these communities; however, during the planning and drafting process, it was found impossible to include the financial costs and implications in the fiscal year of 2017. Therefore, it was decided for the Local Action Plan to cover the period 2018 – 2021, which would allow enough time and opportunity for adequate budget planning for the period treated in this plan.

2. Methodology Municipality of Fushë Kosovë / Kosovo Polje requested from the KEEN Project to provide technical assistance for drafting of the Local Action Plan for Inclusion of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje. Municipality of Fushë Kosovë / Kosovo Polje, namely the Mayor Mr Burim Berisha, signed a decision on 20 February 2017 to establish a Working Group for drafting the Local Action Plan for Inclusion of Roma, Ashkali, and Egyptian communities 2018-2021. The working group consisted of the following members: The KEEN project committed to organize all workshops and engaged consultants to facilitate the process of drafting of the Local Action Plan for Inclusion of Roma, Ashkali, and Egyptian Communities in the Municipality of Fushë Kosovë / Kosovo Polje 2018-2021. The process of drafting of this Local Action Plan from the beginning up to the moment of its approval by the Municipal Assembly of Fushë Kosovë / Kosovo Polje went through several phases consisting of various activities. Below are briefly outlined the key phases and main activities: Phase 1: Planning The KEEN project organized a workshop on 28 March 2017 with participation of representatives of several municipalities for the development of 12 local action plans. In this workshop it was decided to develop seven municipal education development plans and five municipal action plans for inclusion of Roma, Ashkali, and Egyptian communities. Participants received detailed information about the process of development of local action plans and defined fields that would be addressed by the Plan. Participants from the Municipality of Fushë Kosovë / Kosovo Polje discussed fields that can be tackled by the action plan for inclusion of Roma, Ashkali, and Egyptian communities. Phase 2: Structuring of cooperation and coordination Representatives of the KEEN project established contacts with the Municipality of Fushë Kosovë / Kosovo Polje and signed a Cooperation Agreement with the Mayor of the Municipality. Municipality of Fushë Kosovë / Kosovo Polje appointed persons to serve as members of the Working Group for drafting of the Action Plan; the KEEN project identified and engaged a consultant to facilitate the process of drafting of the Action Plan; coordination meetings were organized between members of the working group and consultants for scheduling the planning activities and workshops. Phase 3: Situation analysis and collection of data The KEEN project, in cooperation with the MOCR in Fushë Kosovë / Kosovo Polje, organized a one-day workshop on 20 April to validate fields of intervention and to analyse the situation in these fields. Participants in the workshop came from among municipal officials, members of civil society engaged in respective sectors addressed by the Plan. The workshop was moderated by the consultant. In the workshop participants carried out a SWOT analysis and gave their input to identify strengths, weaknesses, opportunities and risks for each of the fields foreseen to be addressed by this Local Action Plan. Phase 4: Setting of objectives and activities Another two-day workshop was held on May 10 and 11 to set objectives and activities of the Action Plan. Members of the Working Group, municipal officials and NGO representatives participated in the workshop. During the workshop, strategic objectives were set for each of

the intervention fields, expected outcomes were defined that would lead to achievement of the objectives, and foreseen activities were identified. Besides, participants identified objectively verifiable indicators for each objective. During the workshop assumptions and risks were also defined that can affect the implementation of the Plan. Phase 5: Drafting of the implementation plan and budget A one-day workshop was organized on 21 June 2017 to plan the budget and implementation plan of the Local Action Plan. In the workshop the budget was estimated for each foreseen activity for the four-year period, by dividing expenses into respective categories depending on the source of financing. Besides a detailed implementation plan was designed for the four year period by analysing foreseen activities and the persons / institutions responsible for their implementation. Phase 6: Finalization of the Action Plan This Plan of Action for inclusion of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje 2018-2021 was developed based on the inputs obtained in the above-mentioned workshops, various statistics collected from government and non-government institutions, data from the previous Local Action of the Municipality of Fushë Kosovë / Kosovo Polje, various reports related to the strategic and action plan 2009-2015.

3. Situation analysis Municipality of Fushë Kosovë / Kosovo Polje decided to address four intervention fields by the Action Plan. The same fields are also addressed by the national “Strategy for Inclusion of Roma, Ashkali, and Egyptian Communities in the Kosovo Society 2017 – 2021.” Thus, it was decided that the Local Action Plan for Inclusion of Roma, Ashkali and Egyptian Communities in the Municipality of Fushë Kosovë / Kosovo Polje 2018-2022 to include the following four intervention fields:
● Education ● Employment and Social Welfare ● Health ● Housing
Other fields, such as youth, gender issues, civil registration, and culture will be included within the main intervention fields. The first workshop was organized on 20 April 2017 to analyse the situation of the Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje. Municipal officials and representatives of the Municipality of Fushë Kosovë / Kosovo Polje were present in the workshop together with representatives of different civil society organizations active in support Roma, Ashkali, and Egyptian communities in the Municipality. To identify strengths, weaknesses, opportunities and risks participants used the SWOT analysis. Based on the results of the SWOT analysis a lot of information was collected to analyse causes and consequences of the unsatisfactory situation of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje. Parallel with strengths and weaknesses, participants in the planning process also analyses external factors that have affected and continue to affect situation of these communities, by addressing opportunities and risks. The entire analysis was carried out in small working groups, which was later presented and discussed in the plenary session to obtain feedback on each issue from all participants. For a better utilization of data, templates were designed to outline main challenges and problems facing the three communities. This information was collected from the Strategy and Plan of Action for Integration of Roma, Ashkali, and Egyptian Communities 2009 – 2015, reports produced by various entities, Local Plan of Action of the Municipality of Fushë Kosovë / Kosovo Polje, draft action plan for the Municipality of Fushë Kosovë / Kosovo Polje drafted during 2016. Participants in the workshops used these data as a roadmap for defining current challenges and problems. Collection of data has been conducted through meetings with Planning Group of the Municipality of Fushë Kosovë / Kosovo Polje. More data were provided from official statistics to analyse the situation. Consultants collected other data from NGO-s, central institutions, and various public documents in order to carry out a thorough and evidence based analysis of the situation. Following is a brief outline of the situation analysis in the Municipality of Fushë Kosovë / Kosovo Polje by intervention field.

3.1. Education Based on statistics of MEST and MED statistics in Fushë Kosovë, as elsewhere in Kosovo, inclusion of children of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje in all levels of pre-university education remains at unsatisfied level, in particular when compared with children coming from other communities even though the conditions and the premises of education are same. In Fushë Kosovë / Kosovo Polje there is only one public kindergarten. Apart from public pre-school institutions and schools, there are two community based Learning Centres (LC) operating in the Municipality of Fushë Kosovë / Kosovo Polje. According to the statistics of the civil society, in these learning centres in the school year 2016/2017 there were 89 children age 5-6 (44 boys and 45 girls) registered in pre-primary class, and 72 children of 4-5 years of age (33 boys, and 39 girls) registered in pre-school education coming from among the Roma, Ashkali, and Egyptian communities. Instruction with these children in these two learning centres is organized every working day. Activities in the education curricula in pre-primary and pre-school programmes are adapted to the Kosovo State Curriculum, namely to the standards for work with children of 0-6 years of age. The number of children attending pre-school and pre-primary education programmes in these learning centres varies every year. Based on statistics made available from each school providing compulsory education, namely primary and lower-secondary education (grades 1-9), there are 498 students of Roma, Ashkali, and Egyptian communities included in these levels of education. These children attend instruction according to the Kosovo state curricula, whereas 54 children attend education according to the education system of Serbia. The following table presents more detailed data about students of these communities attending education by individual school. Parallel education system makes it unable to have access in one part of the P.S. Daut Bogujveci, in which school is attended in Serbian language.

In upper-secondary schoola of Fushë Kosovë / Kosovo Polje attend schooling 66 members of Ashkali and Egyptian communities (26 female and 42), and 4 of the Roma community (2 male and 2 female). 36 persons of Ashkali and Egyptian communities (21 male 15 female), and 2 of the Roma community (2 male), attend university studies at bachelor level). 4 persons of Ashkali and Egyptian communities (3 male and 1 female) attend master university studies. As a consequence of migration of citizens, Municipality of Fushë Kosovë/Kosovo Polje does not possess official statistics about the number of children/students of Roma, Ashkali, and

Egyptian communities from this municipality are included in each level of pre-university education, and therefore, it is impossible to ascertain the accurate level of inclusion. From the gender perspective, male students of Roma, Ashkali, and Egyptian communities show higher attendance and participation rates then female students, in particular in upper-secondary education. Meanwhile, participation in pre-school and pre-primary education (mainly taking place in learning centres) is more balanced. The unsatisfied social and economic situation of these three communities (such as poor clothing, lack of school materials), and low level of awareness of parents on the importance of education are among the factors affecting low level of inclusion of children of Roma, Ashkali, and Egyptian communities in education.
3.2. Employment and Social Welfare Unemployment is a problem all around Kosovo, but the level of unemployment among the members of Roma, Ashkali, and Egyptian communities is more striking and higher than the average level of unemployment of the Kosovo population. In the Municipality of Fushë Kosovë / Kosovo Polje, there are 3230 residents of Ashkali community (9.27%), 436 Roma (1.25%), and 282 Egyptian residents (0.81%). 9 persons are hired in the public sector. A larger number of the members of these communities are employed in the private sector and in NGO-s. There are several factors affecting the high level of unemployment of Roma, Ashkali, and Egyptian communities. One of these factors is the lack of persons with university qualifications, which hinders their employment, in particular in the public sector. This is one of the reasons that they cannot get employed in public sector. Municipality of Fushë Kosovë/Kosovo Polje will be more engaged on increasing employability opportunities for members of the Roma, Ashkali, and Egyptian communities in the Municipality. The high unemployment of Roma, Ashkali, and Egyptian communities is the key element that affects the unsatisfied situation of the social welfare. A significant number of families of these communities are receivers of social assistance. According to statistics of the Social Work Centre, there are 287 families of Ashkali families benefiting from social assistance, 57 families are from the Roma community, and 35 families are from the Egyptian community. Statistics change every month. Concerns have been expressed regarding the functioning of the social scheme, since during seasonal employment these families lose social benefits. It is clear that a large number of members of these communities are hesitant to apply for seasonal, since once it is finished they face significant problems to be included again in the social welfare scheme. 21 children with permanent disabilities, members of Roma, Ashkali, and Egyptian communities, benefit from the pension scheme. 52 elderly persons over 65 years of age, members of Roma, Ashkali, and Egyptian communities receive age pensions.
3.3. Health Health services for most of the members of the Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje are provided in the Main Centre of Family Medicine (MCFM) “Dr. Fatmir Krasniqi”. MCFM in the Municipality provides services of family medicine, paediatrics, gynaecology, dentistry, radiology, and laboratory services. In the MCFM are also offered immunization services and vaccination of children and elderly persons. The Main Centre of Family Medicine cooperates with local and international NGOs who are

active in the field of healthcare and awareness raising for Roma, Ashkali, and Egyptian communities, in particular on the importance of vaccination and immunization of children and their education on the importance of timely medical treatment. Municipality of Fushë Kosovë / Kosovo Polje is located in the vicinity of the capital city (Pristina) and as such a target for many families from around Kosovo. Based on the population census of Kosovo 2011, there are 34,827 inhabitants residing in the territory of this Municipality. However, unofficial sources talk about twice as many inhabitants. Considering the large (unofficial) number of inhabitants and the health small health budget, which is allocated based on official data, the MCFM is found in a situation when it has to cater health services for an augmented population, but with a limited number of medical staff (allowed by the Ministry of Health) and with numerous other technical problems. This situation calls for increasing the number of employees in the MCFM and allowing more funds for technical equipment and essential medication.
3.4. Housing The Municipality of Fushë Kosovë / Kosovo Polje every year builds and renovates homes of the Roma, Ashkali, and Egyptian communities in order to provide as much sustainable permanent as possible. Based on MED data available, during 2015, for the communities Roma, Ashkali and Egyptians were built 6 houses and 49 houses were renovated. For these communities during 2016 were built 6 houses and 22 renovated. While for the year 2017, Municipality of Fushe Kosova/Kosovo Polje has renovated 18 houses for families coming from these communities. Investments for construction and renovation of houses are provided in cooperation with local and international donors, and in close cooperation with the Ministry of Returns, Ministry of Internal Affairs and with all other stakeholders in position to help in the process of housing. Despite all efforts of the Municipality of Fushë Kosovë / Kosovo Polje to meet the housing needs of these communities, needs of these communities for shelter continue to be high. Besides, there is also the fact that a number of members of these communities sell their property and their house before migrating. After their repatriation in Kosovo they are immediately faced with the problem of the lack of property and shelter, which brings the Municipality in a difficult situation to provide housing from the beginning.

4. Vision, mission, values and principles In the Municipality of Fushë Kosovë/Kosovo Polje, 11,34 % of inhabitants are of Roma, Ashkali, and Egyptian communities. These communities are represented in the Municipal Assembly of Fushë Kosovë / Kosovo Polje and civil society implements various projects supporting these communities. Municipality of Fushë Kosovë/Kosovo Polje had a previous plan of action for inclusion of these communities providing for the period 2010–2013. This Plan was an indication of the political will and commitment to improve the situation of these three communities. Similar to measures foreseen in this Plan for Inclusion 2018-2021, various activities are currently implemented by the departments of the Municipality of Fushë Kosovë/Kosovo Polje, aiming at the inclusion of Roma, Ashkali, and Egyptian communities. The Municipality of Fushë Kosovë/Kosovo Polje aspires to meet the highest standards of respect of human rights, as foreseen by respective international covenants, by the Constitution of the Republic of Kosovo and by other relevant legislation in the Republic of Kosovo. Based on all mentioned above, this Municipality has agreed its vision, stating that “The Municipality of Fushë Kosovë/Kosovo Polje will be a place where all communities will enjoy equal rights in all spheres of life and will coexist in full mutual respect and harmony with other citizens.” To accomplish this vision, the Municipality has agreed its following mission: “Municipality of Fushë Kosovë / Kosovo Polje is committed to contribute to the inclusion of communities by supporting activities that ensure quality and inclusive education, increase level of employment and that improve social well-being of these communities; it will also provide health services for these communities; and to temper the problem of the lack of sustainable shelter and housing for these communities.” In this context, Municipality of Fushë Kosovë / Kosovo Polje commits to promote and ensure effective implementation of the rights of Roma, Ashkali, and Egyptian communities, and in particular their access to education, employment, health services, and housing aspiring their full inclusion in all spheres of social life. Evidence for this commitment of the Municipality of Fushë Kosovë/Kosovo Polje is their readiness to draft, approve and implement the new municipal Plan for Inclusion of Roma, Ashkali, and Egyptian communities 2018 – 2021. Through this Plan and its affirmative action, the Municipality of Fushë Kosovë / Kosovo Polje aims to further improve the situation of the members of the Roma, Ashkali, and Egyptian communities in the municipality.

Strategic objectives Based on the situation analysis presented at the beginning of this document and the fields taken in consideration for analysis, this “Local Action Plan for Inclusion of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë/Kosovo Polje 2018-2021” has set four strategic objectives, one objective for each of the intervention fields, which are then further broken down into expected outcomes and concrete activities, described below in more detail. All these are presented and described further in this document.
5.1. Education Based on the analysis of the situation of the Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje, education is one of the priority fields of intervention, even though the opportunities for schooling are all equal for pupil’s regardless differences. Quality and inclusive education is a priority set also in the Kosovo Education Strategic Plan 2016-2021, which was approved in 2017 by the Government of the Republic of Kosovo. This Action Plan foresees a number of measures that will contribute to the improvement of education for the members of these three communities. A large number of measures are connected to the measures of the KESP and to the education component of the Strategy for Inclusion of Roma, Ashkali, and Egyptian Communities in the Kosovo Society 2017-2021. Main challenges In the respective situation analysis workshop, with participation of municipal officers, NGO representatives and members of the three communities, the main challenges were identified facing members of the Roma, Ashkali, and Egyptian communities in the education sector in the Municipality of Fushë Kosovë/Kosovo Polje. These challenges are briefly outlined below:
● Lack of classes for all communities in public pre-school and pre-primary education in the Municipality.
● Early school leaving by the students of Roma, Ashkali, and Egyptian communities in pre-university education in the Municipality, in particular at the compulsory (primary and lower secondary) levels of education.
● Low level of awareness among parents of these communities on the importance of schooling.
● Poor performance of students of Roma, Ashkali and Egyptian students in pre-university education.
Strategic objective To address the above-mentioned challenges of Roma, Ashkali, and Egyptian communities in the field of education in the Municipality of Fushë Kosovë / Kosovo Polje, participants formulated the following strategic objective:
● Objective 1: Increase inclusion and cooperation with parents to increase school performance of the students of Roma, Ashkali, and Egyptian communities in pre-university education in the Municipality of Fushë Kosovë / Kosovo Polje.
Expected outcomes To achieve the strategic objective set for the education sector in this Local Action Plan, the following expected outcomes have been identified:

● Outcome 1.1. There is increased participation of members of Roma, Ashkali, and Egyptian communities in pre-university education in the Municipality of Fushë Kosovë/Kosovo Polje.
● Outcome 1.2. There is improved school performance in pre-university education of students of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje.
Activities
Outcome 1.1. There is improved school performance in pre-university education of students of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje Activity Description of activity Activity 1.1.1. Develop action plans for prevention of drop-out and non-registration in schools.
Municipality of Fushë Kosovë / Kosovo Polje has established the Response and Prevention Team against Early school leaving and non-registration (RPTLNR) both at the school and municipal level. MED in cooperation with other stakeholders needs to develop an action plan for prevention of early school leaving and non-registration of the children of Roma, Ashkali, and Egyptian communities. The action plan should coordinate efforts and build local capacity for implementation of the legal requirements for response and prevention of early school leaving and non-registration in schools. This would result in increased inclusion of children in education and would decrease numbers of early school leavers. The action plan should also provide for procedures and mechanisms for prevention and response to early school leaving. In cases when children drop out from school for economic or technical reasons, the Municipality should allocate a budget to support the given family with a package assistance, containing clothing, food, or medication).
Activity 1.1.2. Provide measures that facilitate registration of Roma, Ashkali and Egyptian children in upper secondary education
MED in cooperation with schools and NGO-s provides bridging courses for students with poor performance to assist them for registration in secondary schools. KESP foresees scholarships for participation of children in upper secondary education. MED needs to make sure that children of Roma, Ashkali, and Egyptian communities benefit from these schemes.
Activity 1.1.3. Develop individual learning plans for repatriated students
MED, in cooperation with MEST and NGO-s coordinate drafting individual learning plans for repatriated children. These plans should be drafted and implemented by the teachers, who should also develop annual plans of work with repatriated children in given curricular areas. MEST monitors schools in their implementation of the individual student plans for the repatriated children and children returning from the countries in the region.
Activity 1.1.4. Implement special affirmative action and bridging
MEST provides scholarships to municipalities through subsidies. MED manages the programme for the Municipality of Fushë Kosovë / Kosovo Polje. Five (5) students of Roma, Ashkali, and Egyptian communities will benefit from this scheme every year. Scholarships help students in providing study materials, meals, and travel expenses.

programmes for registration and keeping of students of Roma, Ashkali, and Egyptian communities in education institutions. Activity 1.1.5. Support adult education programmes
MED ensures inclusion of members of Roma, Ashkali, and Egyptian communities in intensive catch-up programmes for completion of primary and secondary programmes.
Activity 1.1.6 Include special needs children in the regular system of education
MED works with schools and NGOs to identify children with special educational needs form among the Roma, Ashkali, and Egyptian communities and provides transport to school. Teachers should design individual learning plans to ensure that children with special educational needs are included together with the other children in regular instruction activities, as well as in other activities organized by the school or by other entities. MED and schools need to make sure that children with physical and other impairments have free access to classrooms, toilets, kitchen, gyms and sports grounds.
Outcome 1.2. There is improved school performance in pre-university education of students of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje. Activity Description of activity Activity 1.2.1. Eliminate division- separation and discrimination against children of Roma, Ashkali, and Egyptian communities
MED works together with MEST and NGOs to organize training of teachers on matters of inclusion. At the same time, it works with schools, Kosovo police and NGOs to build reference mechanisms for cases of division-separation. Schools are supported by the MED to organize extracurricular activities, including sports and cultural activities with the purpose of including children of Roma, Ashkali, and Egyptian communities.
Activity 1.2.2 Promotion of values, heritage and identity of Roma, Ashkali and Egyptians communities.
MED makes sure that schools include celebration of community festivals in their plans of annual activities. NGOs will be identified in the Municipality of Fushë Kosovë / Kosovo Polje that can provide projects that contribute to the promotion of community values. Educational institutions should cooperate and coordinate their activities with these NGO-s. Besides, schools and MED should organize workshops with teachers, parents and students on themes of tolerance, peace and democracy; they should also publish materials promoting values of the Roma, Ashkali, and Egyptian communities. This will include organization of promotion and awareness raising campaigns with communities, children, parents and all other stakeholders who can contribute to the promotion of values, heritage and identity of these communities.

Activity 1.2.3. Support community based learning centres
MED will remain committed in cooperation with Learning Centres and will assess the possibilities to include qualified staff coming from the Roma, Ashkali and Egyptian communities in the process of instruction relying on respective Administrative Guide.
Activity 1.2.4 Provide additional classes for underperforming students
MED should organize catch-up classes for children of these communities based on A. Guide.
Outcome 1.3. Stakeholders are aware and committed to support education of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje Activity Description of activity Activity 1.3.1. Implement parent awareness raising programmes on early childhood PSE
MED of the Municipality of Fushë Kosovë / Kosovo Polje needs to make sure that the package designed by MEST of parent awareness raising programmes on early childhood education will be implemented package is implemented in the Municipality by organizing awareness raising campaigns in settlements inhabited by Roma, Ashkali, and Egyptian communities.
Activity 1.3.2. Organization of awareness raising activities for Roma, Ashkali, and Egyptian communities on importance of timely registration and regular school attendance by girls
MED in cooperation with schools and NGOs in Fushë Kosovë / Kosovo Polje are active in organizing various activities in the field of awareness raising about the importance of timely registration and regular school attendance of girls.
Activity 1.3.3 Coordination of policies and activities between MEST, MED and NGOs.
MED establishes a municipal working group for education that will coordinate various activities provided by various providers catering for education of Roma, Ashkali, and Egyptian children. The working group should meet at least once in every three months to discuss problems, progress, and efforts by various providers in the Municipality of Fushë Kosovë / Kosovo Polje. In these meetings relevant information will be exchanged on the trends in education at all levels of education. The working group can issue recommendations on education issues for other municipal departments or for other stakeholders, both at municipal and central level.
Assumptions

The main assumptions to achieve the first objective, as identified by the planning group, are the following:
● Education institutions in the Municipality of Fushë Kosovë / Kosovo Polje have the will and commitment to engage in increasing level of inclusion, reducing cases of early school leaving, and in improving school performance of students of Roma, Ashkali, and Egyptian communities in pre-university education.
On the other hand, factors that could jeopardise achievement of the first objective include the following:
● Lack of active engagement by members of the response and prevention team against drop-out and non-registration at the school and municipal level.
● Lack of data specified by ethnic affiliation. ● Continued migration of Roma, Ashkali, and Egyptian communities to Europe ● Uncontrolled and rapid return or repatriation of members of these communities from
Europe and the region.

5.2. Employment and Social Welfare Roma, Ashkali, and Egyptian communities are the poorest communities in Kosovo and the main reason for this is the high level of unemployment that is then directly reflected in the social well-being. The high level of unemployment among the members of these communities is the source of social and economic problems of these communities. Low level of education directly lowers the odds for employment and, in return, for the social well-being of the communities. This Action Plan foresee a number of activities that aim to improve the situation of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje in the field of employment and social welfare, and in particular in increasing level of employment, qualification and competencies of the members of these communities, and improvement of their social welfare. The main challenges During the situation analysis by municipal officials, NGO representatives, and members of these communities, the main challenges and issues were discussed facing Roma, Ashkali, and Egyptian communities in the field of employment in the Municipality of Fushë Kosovë / Kosovo Polje. The main challenges are presented below that will be addressed by this Local Action Plan:
● High level of unemployment among the Roma, Ashkali, and Egyptian communities. ● Lack of qualified persons and low participation of members of Roma, Ashkali, and
Egyptian communities in vocational education and training. Strategic objective To address challenges and to solve above-mentioned problems in the field of employment and social welfare for Roma, Ashkali, and Egyptian communities of the Municipality of Fushë Kosovë / Kosovo Polje, the following strategic objective has been set:
● Objective 2: Increase employment and improve social welfare of the Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje.
Expected outcomes
● Outcome 2.1. There is increased number of employees of the members of the Roma, Ashkali, and Egyptian communities in the public and private sector in the Municipality of Fushë Kosovë / Kosovo Polje.
Activities Outcome 2.1. There is increased number of employees of the members of the Roma, Ashkali, and Egyptian communities in the public and private sector in the Municipality of Fushë Kosovë / Kosovo Polje. Activity Description of activity Activity2.1.1. Research, formulate gender specific indicators, and report on the state of the labour
The Municipality will use gender sensitive indicators on employment and employment characteristics for the three communities from the Labour Force Survey carried out by the MLSW. These indicators can include level of academic or professional qualifications, level of employment in general or by sector, full-time or seasonal or daily employment, private or public sector, and finally aspects related to

market regarding members of Roma, Ashkali, and Egyptian communities and their benefits from the measures and services of MLSW
gender. MLSW and the Municipal Employment Office provide regular information to stakeholders about benefits of members of these communities from the measures and services available in the public or private sector.
Opportunities should be looked into to use results of the labour force survey to increase employment opportunities for Roma, Ashkali, and Egyptian communities, and to maintain quality and availability of this information in the future.
Activity 2.1.2. Improvement of representation of Roma, Ashkali, and Egyptian communities in employment in public institutions and in public enterprises
The Employment Office and MOCR, in cooperation with NGO-s , and supported by donors, will implement studies and will publish reports on employment of Roma, Ashkali, and Egyptian communities in public and private sector in the Municipality of Fushë Kosovë / Kosovo Polje. Based on report findings and recommendations, the Municipality and stakeholders will engage in organizing information and advocacy campaigns in order to representation of these communities among the employed persons. Round tables will also be organized and other regular meetings between public and private sector, civil society, and representatives of Roma, Ashkali, and Egyptian communities to create new employment opportunities.
Activity 2.1.3. Research and implementation of affirmative action for employment of Roma, Ashkali and Egyptian communities
Employment office, in cooperation with the MOCR and NGOs make sure that employment quota and Active Labour Market Measures (ALMM) are applied (together with vocational training) for the benefit or the members of Roma, Ashkali, and Egyptian communities.
Activity 2.1.4. Assessment of needs and of the effectiveness of employment services
The Employment Office, in cooperation with MOCR and NGO-s analyse the needs and effectiveness of employment services / ALMM targeting these three communities. At the same time, the report is published and the findings are used to enhance employment services...
Activity 2.1.5. Organize information campaigns on employment services and ALMM, including vocational training
The Employment Office (EO) organizes information campaigns with members of Roma, Ashkali, and Egyptian communities to inform them about employment services and ALMM. EO designs and distributes information leaflets and organizes individual or group meetings with members of the Roma, Ashkali, and Egyptian communities.
Outcome 2.2. There is improved participation of families of Roma, Ashkali, and Egyptian communities in social protection and welfare schemes. Activity Description of activity Activity 2.2.1. Assessment of additional support
Social Work Centre (SWC), in cooperation with relevant stakeholders involved in analyses and assessment of social issues, analyses data on the size, composition and conditions of families benefiting from social assistance. Based on findings, recommendations are drafted that serve

for receivers of social assistance
to design additional support for specific categories, which are referred as proposals to the MLSW. The Municipality provides additional assistance for families in cases when actual assistance is insufficient to meet the basic living needs.
Activity 2.2.2. Identification of children with special needs
SWC, in cooperation with schools, MOCR, and NGOs, organizes information campaigns. SWC holds regular meetings with the MED to encourage teachers’ engagement in identifying cases with special educational needs. SWC organizes information meetings with the management of family medicine centres to better arrange the support made available to children with special needs. SWC makes sure that children of Roma, Ashkali, and Egyptian communities with special educational needs benefit for financial support schemes of the MLSW. SWC informs and assists persons with special needs to benefit from the pension scheme.
Activity 2.2.3. Analyse quality of social services and identify new ones
SWC and MOCR, in cooperation with NGOs, assess the level of utilization of each type of social provision and organize meetings with members of the three communities so that receivers of the social services understand the level of utilization. At the same time, these meetings are used to identify new social services for these communities including psychological services.
Activity 2.2.4. Increasing capacity of municipal officials to improve social services
SWC assesses training needs of the SWC staff and need to add psychological service aiming to improve the provision of social services to Roma, Ashkali, and Egyptian communities.
Assumptions The main assumptions to achieve the 2 objective are the following:
● MLSW and other central authorities implement activities foreseen in the national plan of action.
● There is ample interest among Roma, Ashkali, and Egyptian communities to attend secondary vocational education, university studies and vocational training programmes, and actively participate in various information events on social welfare schemes.
● The increased number of students attending upper-secondary and higher education will be reflected in the number of persons employed in public and private sector.
At the same time, factors that may jeopardise achievement of 2 objectives are the following:
● Insufficient budget of the Municipality of Fushë Kosovë / Kosovo Polje for the implementation of the foreseen activities.
● There is not proportional and right employment based on ethnic composition provided by labour law.
● Lack of readiness on the part of private businesses to hire members of these three communities.
● Low interest among the secondary and university students from these communities to attend pre-university and university education.

5.3. Health Among many causes for average life expectancy of population especially among these communities. There are two main causes: the difficult social- economic and health situation. Health has been selected as one of the key intervention fields in the Plan of Action due to the severity of challenges and problems these communities face in the health sector. This Action Plan has elaborated specific measures that will serve to solve health problems of these three communities in the Municipality of Fushë Kosovë/Kosovo Polje. The main challenges As in other intervention fields of this Action Plan, Roma, Ashkali, and Egyptian communities from the Municipality of Fushë Kosovë / Kosovo Polje are faced with various challenges in the field of health. Below are outlined the main challenges that will be addressed by this action plan:
● Delayed treatment of illnesses and lack of follow up of the treatment in secondary and tertiary health-care institutions.
● Non-vaccination in time for some of the children of Roma, Ashkali, and Egyptian communities.
● Lack of information and health education of the Roma, Ashkali, and Egyptian communities.
● Unhealthy diet. ● The difficult economic situation and dire living conditions of the Roma, Ashkali, and
Egyptian communities. Strategic objective To address challenges and to solve problems facing Roma, Ashkali, and Egyptian communities in the field of health in the Municipality of Fushë Kosovë / Kosovo Polje, the following strategic objective has been set:
● Objective 3: Raising awareness on the health situation and quality of life for the members of Roma, Ashkali, and Egyptian communities
Expected outcomes To achieve the strategic objective set in this Action Plan for the field of health, the following outcomes are expected to be realized:
● Outcome 3.1. There is improved access to health care services for members of the Roma, Ashkali, and Egyptian communities.
● Outcome 3.2. There are improved behaviour and health routines among the members of the Roma, Ashkali, and Egyptian communities.
● Outcome 3.3. There is a healthy environment available for the population of Roma, Ashkali, and Egyptian communities.
Activities To achieve the strategic objective and to realize the expected outcomes set for the field of health, a series of activities have been foreseen, which are presented below, together with a brief description for each activity.

Outcome 3.1. Raising awareness for access to health services for members of Roma, Ashkali, and Egyptian communities Activity Description of activity Activity 3.1.1. Other outreach activities targeting vulnerable population
Health institutions organize subsidised medical check-ups targeting vulnerable population. Municipality of Fushë Kosovë / Kosovo Polje funds NGO projects aiming at increasing community awareness related to health.
Activity 3.1.2. Continuous monitoring of the attitude towards community members
Ministry of Health, in cooperation with the Municipal Department of Health and other stakeholders engages in regular monitoring of medical staff regarding their approach towards the patients in general including members of Roma, Ashkali, and Egyptian communities.
Outcome 3.2. Awareness, behaviour and health routines among the members of Roma, Ashkali, and Egyptian communities Activity Description of activity Activity 3.2.1 Organize immunization campaigns for children of Roma, Ashkali, and Egyptian communities
Ministry of Health designs and prints promotion materials on immunization. The Municipal Department of Health in the Municipality of Fushë Kosovë / Kosovo Polje coordinated awareness raising campaigns between MCFM, schools and NGOs in the Municipality of Fushë Kosovë / Kosovo Polje. The MCFM sets up a working group for immunization in the territory of the Municipality of Fushë Kosovë / Kosovo Polje who draft the respective plan of action. The MCFM mobilizes health workers in cooperation with NGOs in the process of immunization of the children of Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje.
Activity 3.2.2. Organize information campaigns on family planning and reproductive health
Ministry of Health designs and prints promotion materials on family planning and reproductive health. The Municipal Health Department of the Municipality of Fushë Kosovë / Kosovo Polje coordinates awareness raising campaigns and education activities between the MCFM, schools, and NGOs in the Municipality of Fushë Kosovë / Kosovo Polje.
Activity 3.2.3. Organize educational campaigns on importance of hygiene and sanitary conditions.
Ministry of Health designs and prints promotion materials. Department of Health of the Municipality of Fushë Kosovë / Kosovo Polje coordinates awareness raising and educational campaigns among MCFM, schools, and NGOs in the Municipality of Fushë Kosovë / Kosovo Polje. The promotion materials target issues of family hygiene (lack of hygiene, throwing of waste, collection of waste to sell things, and so on) and sanitation (sewage blockages, broken water taps, water leaks, and so on). Promotion materials should be designed by professional in respective fields.
Activity 3.2.4. Organize training and monitoring to enhance staff
The Municipal Department of Health in cooperation with the MCFM makes sure that Ministry of Health training programmes dedicated to staff capacity building are also made available to the medical staff in the Municipality of Fushë Kosovë / Kosovo Polje. The MCFM

capacity in the primary care
mentors, monitors, and assesses professional capacity of the medical and technical staff.
Activity 3.2.5 Provide primary health care for mothers and children of Roma, Ashkali, and Egyptian communities during and after birth.
The MCFM in cooperation with the Department of Health of the Municipality of Fushë Kosovë / Kosovo Polje and NGO-s organize community meetings and consultations between pregnant women of these communities and medical staff of the primary health care. Health institutions, in cooperation with donors, provide packages of basic services dedicated to pregnant women of the three communities. Department of Health and MCFM, in cooperation with NGO-s, organize training of mothers in early identification of illness symptoms at home.
Outcome 3.3. Provide a healthy environment for the population of Roma, Ashkali, and Egyptian communities Activity Description of activity Activity 3.3.1 Periodic check-ups in settlements inhabited by Roma, Ashkali, and Egyptian communities
Municipality of Fushë Kosovë / Kosovo Polje will inspect settlements inhabited by Roma, Ashkali, and Egyptian communities to identify factors that negatively affect health of these communities, such as: quality of drinking water, sewage and waste waters, collection of waste in settlements, and so on. The needed measures will be taken based on the findings of this inspection.
Activity 3.3.2. Supply waste containers for families of Roma, Ashkali, and Egyptian communities
Municipality of Fushë Kosovë / Kosovo Polje works together with the municipal enterprise responsible for waste management to subsidise provision of family waste containers; they also coordinate improved management of waste in settlements inhabited by Roma, Ashkali, and Egyptian communities. At the same time, the municipality works to eliminate informal dumping grounds, in order to provide better hygiene conditions also by reducing exposure of inhabitants to various chemical and physical substances that are harmful to their health.
Assumptions and risks The main assumptions for the achievement of Objective 3 are the following:
● Health institutions in the Municipality of Fushë Kosovë / Kosovo Polje are committed to engage in campaigns for organization of mammography examinations for women of Roma, Ashkali, and Egyptian communities and are also ready to organize information and educational campaigns on importance of health that are dedicated to these communities.
● Central institutions allocate budget to implement activities foreseen by the national action plan on inclusion of these communities.
● Central institutions and NGO-s active in the Municipality of Fushë Kosovë / Kosovo Polje mobilize to support implementation of activities foreseen in this plan.
● There is interest and commitment among the Roma, Ashkali, and Egyptian communities to participate in information and educational activities on importance of health.
On the other hand, factors that could jeopardise achievement of Objective 3, are the following: ● Central institutions do not allocate the foreseen budget for the implementation of the
activities foreseen in the respective national strategy.

● There is a low interest among the communities to attend information and educational events on the importance of health.

5.4. Housing A significant number of families of Roma, Ashkali, and Egyptian communities continue to live in unsustainable and inadequate housing conditions, often lacking even shelter. The main reason for this situation is that most of these communities live in informal settlements and that there is a large number of newcomers to the Municipality of Fushë Kosovë / Kosovo Polje from other municipalities in Kosovo. Housing was chosen as one of the intervention fields in the Local Action Plan exactly because of the significant challenges members of these communities face with housing in the Municipality of Fushë Kosovë / Kosovo Polje. There is a high cost to cover expenses for the activities foreseen to address housing issues of these communities in the Municipality and, therefore, it is critical for central authorities and donors to provide the additional needed funds and support. This action plan foresees a number of activities (measures) that aim at improving the situation of Roma, Ashkali, and Egyptian communities of the Municipality of Fushë Kosovë / Kosovo Polje in the field of housing, and in particular in providing sustainable shelter for homeless families, providing sustainable housing for several families and in addressing the issue of informal settlements inhabited by these communities. The main challenges Roma, Ashkali, and Egyptian communities in the Municipality of Fushë Kosovë / Kosovo Polje are faced with numerous challenges and problems in the field of housing. Unable to address all these challenges within the period covered by this Plan, the planning team decided to prioritise the main challenges, which are briefly outlined below:
● Some of the families of Roma, Ashkali, and Egyptian communities are faced with dire housing conditions, most of members of these communities lack private ownership of estates.
● Lack of sustainable and adequate shelter and housing for members of the Roma, Ashkali, and Egyptian communities in the municipality.
● Most of the members of these communities do not own title of their property. ● Lack of financial means and public property/estates to support housing for members of
these communities. ● Lack of funds and public property to support housing initiatives for Roma, Ashkali, and
Egyptian communities. Strategic objective To address challenges and to solve the above problems in the field of housing for Roma, Ashkali, and Egyptian communities of the Municipality of Fushë Kosovë / Kosovo Polje, the planning team agreed on the following strategic objective:
● Objective 4: Provide adequate and sustainable housing for Roma, Ashkali, and Egyptian communities in line with the effective law.
Expected outcomes To achieve the strategic objective set in the plan of action for the field of housing, the following outcomes are foreseen to be attained:
● Outcome 4.1. Needs of the members of these communities for adequate housing, including for social housing, have been identified.
● Outcome 4.2. There is increased awareness of the members of the Roma, Ashkali, and Egyptian communities for active participation in solving their housing problems.

● Outcome 4.3. There is significant improvement towards solving the housing problems for the Roma, Ashkali, and Egyptian communities.
Activities To achieve the strategic objective and to attain the set expected outcomes in the field of housing, a number of activities (measures) were foreseen, which are outlined below with a brief description for each activity.
Outcome 4.1. Needs of the communities for adequate housing, including social housing, have been identified. Activity Description of activity Activity 4.1.1. Provide housing for Roma, Ashkali, and Egyptian communities by including them in the database for financing of special housing programmes
DHMS and SWC, in cooperation with the Urban Planning Department, MOCR and NGO-s, identifies families living in inadequate housing conditions, creates the database with identified families and includes them in the list of receivers of the special housing programme.
Activity 4.1.2. Include families in need in the priority list of the social housing programme
DHMS and SWC drafts a priority list of families of Roma, Ashkali, and Egyptian communities who are in need for social housing and makes sure that those families benefit from the social housing opportunities provided by the Municipality.
Outcome 4.2. There is increased awareness among the members of the Roma, Ashkali, and Egyptian communities for active participation in solving their housing problems Activity Description of activity Activity 4.2.1. Organize awareness raising campaigns for inclusion in social housing and for providing property rights.
MOCR, in cooperation with the Urban Planning Department, SWC and NGOs, designs promotion materials to inform Roma, Ashkali, and Egyptian communities about opportunities for inclusion in housing schemes. The Municipality and NGO-s provide community based training on the issue of property rights. They also advocate with the MESP to increase awareness of decision-making factors on the property rights of Roma, Ashkali, and Egyptian communities.
Activity 4.2.2 Legalization of informal properties of Roma, Ashkali, and Egyptian communities
The municipality works with NGO-s to identify families that have problems with informal property. Urban Planning Department and NGO-s organize information campaigns targeting Roma, Ashkali, and Egyptian communities on the informal property issues.
Outcome 4.3. There is continues improvement towards solution of the housing problems of the members of Roma, Ashkali, and Egyptian communities Activity Description of activity Activity 4.3.1. Develop priority projects for renovation, reconstruction, or construction of

houses on own property Activity 4.3.2. Treatment of informal settlements
The national “Strategy for inclusion of Rom and Ashkali in the Kosovo Society 2017 – 2021” foresees implementation of a regional project for treatment of informal settlements. Municipality of Fushë Kosovë / Kosovo Polje needs to prepare an analysis of the situation regarding informal settlements in the Municipality and to make sure that it is included to benefit from this project.
Activity 4.3.3. Identify potential property in which to build social housing
The Municipality organizes identification and registration in the database of the Municipal assets and properties of parcels that could serve for construction of social housing projects. At the same time, the Municipality feeds the database with data of citizens who are interested to let their property in exchange for bonus housing.
Activity 4.3.4. Develop priority projects and lists for social housing for Roma, Ashkali, and Egyptian communities
The Municipality developed four-year housing plans and allocates building parcels on municipal properties dedicated to social housing. The Municipality contracts private property (houses or apartments) through the scheme of bonus housing. The Municipality makes sure that community members are included in the priority lists of recovers of bonus housing.
Assumptions and risks The main assumptions to ensure achievement of Objective 4 are the following:
● Central institutions and international donors support the Municipality of Fushë Kosovë / Kosovo Polje in constructing social housing projects and houses for homeless families of Roma, Ashkali, and Egyptian communities, in line with the measures and activities foreseen in the “Strategy for Inclusion of Roma and Ashkali Communities in the Kosovo Society 2017 – 2021.”
● In January 2018 has been signed MoU with RRK5 financed by EU, implemented by IOM in cooperation with Municipality and MCR. This MoU assures renovation of 12 families of returnees.
Factors that could negatively affect achievement of the Objective 4 include the following: ● Non-allocation of the budget by central institutions and donors as provided by the
“Strategy for Inclusion of Roma and Ashkali Communities in the Kosovo Society 2017 – 2021.”
● The high level of migration of Roma, Ashkali, and Egyptian communities from other municipalities to the Municipality of Fushë Kosovë / Kosovo Polje.
● Lack of municipal property for construction of social housing.

Budget “The Local Plan of Action for Inclusion of Roma, Ashkali, and Egyptian Communities in the Municipality of Fushë Kosovë / Kosovo Polje 2018-2021” foresees a total budget of € 956,400.00€, of which € 145,000.00 are expected to be covered by the municipal budget of the Municipality of Fushë Kosovë / Kosovo Polje, whereas € 811,400.00 are foreseen to be covered by various donors and/or central Kosovo institutions.

Since a number of activities included in this action plan are already being implemented and will be continue so in the forthcoming years, they will not incur any additional financial burden to the Municipality of Fushë Kosovë / Kosovo Polje. A considerable number of activities from this Plan is foreseen to be covered by various donors and/ or by the central Kosovo institutions based on the national “Strategy for Inclusion of Roma and Ashkali Communities in the Society of Kosovo 2017 – 2021.” Further in this document and based on the drafted implementation plan, an elaborate budget is presented for each activity foreseen with this Action Plan, structured by field of intervention and source of financing (expressed in Euros).
