Première puissance économique mondiale, l’Europe s’est, historiquement et géographiquement, développée sur un territoire restreint. L’Europe occidentale concentre ainsi des sites industriels majeurs dans des bassins de vie densément peuplés. Pays historique de la construction européenne et de son industrie spatiale, le Luxembourg est également un expert des problématiques de sécurité civile. C’est donc tout naturellement qu’il a été choisi pour accueillir le 3e centre de la Galaxy EarthLab dédié à l’évaluation et à la prévention des risques industriels (notamment dans le cadre de la règlementation Seveso) et environnementaux.

Idéalement positionné au cœur de l’Europe industrialisée et offrant des infrastructures et des expertises reconnues, le Luxembourg a depuis toujours appliqué une politique proactive de développement favorable aux technologies de pointe et a plus récemment mis en avant les atouts des nouvelles technologies numériques.

Initiative industrielle complémentaire du programme européen Copernicus, le centre EarthLab Luxembourg organisé autour des compétences uniques en géoinformation et applications numériques de Telespazio France, e-GEOS, de la PME HITEC Luxembourg et du groupe POST Luxembourg combine une expertise remarquable en R&D et fourniture de services innovants, véritable outils d’aide à la gestion des risques.

Big data and data usage is another major security issue for big insurance groups in particular.

Historically and geographically, Europe, the world’s leading economic power, has grown over a relatively limited area. Western Europe clusters major industrial sites within densely populated areas. As a prime mover behind the construction of Europe and its space industry, Luxembourg is an expert on civil security issues. It was therefore a natural choice to host the third EarthLab Galaxy centre, focused on the assessment and prevention of environmental and industrial risks (in particular within the Seveso regulatory context).

Ideally located at the heart of industrial Europe and offering renowned infrastructures and expertise, Luxembourg has always pursued a proactive approach to the development of leading-edge technologies, more recently underlining the advantages of new digital technologies.

EarthLab Luxembourg is an industrial initiative that complements the European Copernicus programme, leveraging the unique geoinformation and applications skills of Telespazio France, e-GEOS, HITEC and the POST Group (both Luxembourg) to offer unparalleled expertise in R&D and delivery of innovative services—skills and expertise that all combine to provide a powerful risk management toolbox.

With the entry into force of the Seveso 3 directive in June 2015, industrial sites must henceforward anticipate and be ready for a range of disasters, including major fires, explosions, terrorist attacks or accidental release of toxic gases. Sensitive sites, CBRN environments (Chemical, Biological, Radiological and Nuclear) or energy transport infrastructures (oil and gas pipelines) must assess their vulnerability to these threats and step up preventive measures. Detailed analysis, based on combined use of big data and imagery from Earth-observing satellites or aerial platforms collected over these areas, helps industry to manage action and safety plans via alerting mechanisms and status dashboards. These advanced services allow insurers and reinsurers to adapt their models and initiate a pro-active approach to risk management.

Avec l’entrée en vigueur de la directive Seveso 3 en juin 2015, les sites industriels doivent désormais anticiper les différents types de catastrophes comme les incendies, les explosions, les attentats ou les émissions de gaz toxiques.Sites sensibles, environnement NRBC (Nucléaire, Radiologique, Biologique et Chimique) ou encore infrastructures de transport d’énergie (gazoducs, oléoducs) : ces sites doivent évaluer leur vulnérabilité face à ces menaces et renforcer les moyens de prévention autour de leurs installations. Les analyses détaillées et le croisement des données (Big Data) à partir des flux de données d’observation satellitaire ou aérienne collectées régulièrement au-dessus de ces zones à risque accompagnent les industriels dans le pilotage des plans d’action et de sauvegarde grâce à un processus d’alertes et de tableaux de bord. Ces services avancés permettent aux assureurs et aux réassureurs d’adapter leurs modèles et d’amorcer une approche anticipative des risques.

Monitoring confirms that earthquakes, floods and extreme weather events (storms, tornadoes, etc.) have become more frequent over the past few decades. Whatever the cause, although climate change is likely largely to blame, the economic impact of such events is now a factor to be reckoned with alongside industrial security issues. EarthLab Luxembourg’s services enable effective mapping of high-risk areas and rapid post-disaster analysis of impacted or potentially impacted areas, as well as optimal management of rescue services, evacuation of populated areas and damage estimation, which are key issues for the insurance and reinsurance markets.

Séismes, submersions et inondations, phénomènes climatiques extrêmes (tempêtes, tornades…) : les observations le montrent et les scientifiques le confirment, la fréquence de ce type d’événements naturels est en augmentation constante depuis plusieurs décennies. Quelle qu’en soit la cause, à priori largement liée aux évolutions climatiques, la question du coût économique de l’impact de ces événements se pose dorénavant en parallèle des problématiques de sécurité industrielle.Les services d’EarthLab Luxembourg autorisent, en amont des manifestations naturelles, un suivi cartographique des zones à risques et, en aval, un examen « dans les plus brefs délais » des zones touchées ou potentiellement affectées pour évaluer la situation mais, aussi, gérer de façon optimale l’organisation des secours, l’évacuation des populations et l’estimation des dégâts, enjeux primordiaux notamment pour les assureurs et réassureurs.

réseau international de géoinformation EarthLab Galaxy.

« Think global, act local » : telle est la philosophie de cette initiative unique dans le domaine de l’observation de la terre par satellite et des services associés.

Aux côtés des partenaires industriels de qualité le Groupe POST Luxembourg et la PME HITEC Luxembourg SA, Telespazio France et et la société e-GEOS (filiale Telespazio et Agence Spatiale Italienne) proposent un centre de géoinformation unique en Europe : il sera le seul au sein de la Galaxie EarthLab sur le continent, à héberger des activités opérationnelles et de R&D pour l’évaluation des risques.

EarthLab Luxembourg est le troisième centre à rejoindre EarthLab Galaxy avec pour objectif de lancer une nouvelle génération de services de surveillance dans l’intérêt des populations et du développement économique.

Telespazio France, a subsidiary of the Telespazio Group, a long-standing and innovative player in the field of space applications, is the initiator of the first international geoinformation network, Earthlab Galaxy. “Think global, act local” is the philosophy driving this unique Earth-observation satellite and services initiative.Together with top-tier industrial partners, the POST group and HITEC in Luxembourg, Telespazio France and e-GEOS (a subsidiary of Telespazio and ASI, the Italian space agency) propose a geoinformation centre like no other in Europe: it will be the first in the EarthLab Galaxy cluster to host operational and R&D activities in the risk assessment domain. EarthLab Luxembourg is the third centre in the cluster, created with the aim of launching a new wave of monitoring services for civil protection and economic development.
