whet. If eny, steps you have taken to eeoure Russian
entry vises for theae refugees from the soviet Dele
gation in Constantinople. If you beve not elrsedy
approached the « l e t delegation on this subject. I
hop. you will lose no ti:«e In submitting formal
applications for Russian entry visas on behalf of the
117 refugees who, I understand, have intimatsd their
desire to return to Russia.
In one of your reoent letters you state that a
further 22 of theae refugees have been refused French
visas by the french Consulate and, on the other hand,
that they decline to be repatriated to Russia. Have
you any plane In mind for the liquidation of this
remaining portion of the Varna refugee problem?

Varioua officials of the League Secretariat and ^
the Labour Office are b eing bombarded with uppeala
from a certain Jr. Adolf Heinz in Vienna, who claims
the ropayment of some thousands of dollars alleged to
have been expended by him on account of the "Nansen
A b te i lu n g " of the League. He alleges, moreover,
that he has addressed repeated applications to the
League in thio connection during the last three or
four yeara without reault. On the other hand,
neither the Secretariat nor the Office can find any
trace of correspondence with Dr. Heinz.
It hao occurred to me that possibly Ur. rleinz
refers to some dealings he had with the 'tianaenhilfe ,
and as you were, I believe, responsible for the
direction of that orzaniaation, I ahould be moat
grateful if you could throw any light on the matter.

It would, I think, be desirable for ua to effeot
an exchange of letters setting forth the general outlines
of the arrangement afc which we have arrived regarding the
proposed recruitment of approximately 3.000 unskilled
labourers for employment In connection with the construction
by the Sao Paolo Tramway Light and Power Company Ltd. of
power plant and auxiliary works at the Serra do Mar Between
Santos and Sao Paolo
(1) The general conditions of employment offered to workers
are set forth In the letter addressed by Mr. Billings to
Colonel Proctor, dated July 13th. That letter provldea
for net wages after provision of lodging and food of
approximately the equivalent In Brazilian currency of
15/-d. per week In English money. In addition, your Company
undertakea to give a bonus of fc 6 and fe9 per head on the
completion of six and nine months contracts respectively.
(2) The Office Is required to carry out the preliminary
selection of Russian refugees, Austrlans or other Central
European workers suitable for the contemplated employment,
and to assemble them at convenient centres for the final
selection by the Inspector of your Company.
(3) In your memorandum you suggest that the workers
should be recruited from men between the ages of 21 and
36 years, and must be of such physical fltneas as would
enable them to comply with pre-war first class recruit
medical standards of the German army. I would auggest that

recruitment of such a large number of men, the age limit
should be extended to 45 years or, at the very lowest,
4o years. As reperds the standard of physical fitness, I
would suggest that this be extended to Include the equivalent
standard of any country from which the refugees are
recruited.
(4) The final selection of the workers will rest with
the Inspector of your Company, who shall accept entire
responsibility for the choice made.
(5) After acceptance by the Inspector of your Company,
the men will be transported at their expense to the port
of embarcation, under the direction of the Labour Office,
(6) Assuming that the cost of transport from a European
port to Rio de Janeiro will not exceed an average sum of
fc7 per head, the Sao Paulo Tramway Llgit and Power Company
Ltd Is willing to assume the absolute liability for one
half of that sum, provided the refugee observes his contract.
(7) The International Labour Office will endeavour to
provide for the payment of the balance of the transport ex
penses either by Interested Governments or by way of an
advance from private funds.
(8) In order to provide for the repayment of the sums
advanced for transport expenses, losses caused by defaulting
workers, and their replacement under the system Indicated
above, the Office willing to arrange for the creation of
a mutual guarantee fund on the basis of an additional ten
per cent of the total transport costs. The worker In his
contract will authorise the Sao Paulo Tramway Llgit and
Power Company to deduct 10* from his weekly wages for this
purpose, up to a maximum period of six months. This fund
will be reinforced by the payment ot the bonuses referred
to In No.l and arrangements would be made between the
Office and your Company for the final distribution of the
the residue of that fund among the workers who have
completed their contracte.
(9) The expenses connected with the replacement of
defaulters shall constitute the first charge on this fund.
(10) The Office undertakes to apply the same methods
for the selection of suitable workers as those now In
operation for the transfer of regugee workers to France.
The existing arrangements provide for occupational,
physical, moral ind political fitness of workers.
(11) The Office will arrange by means of its agencies to
secure the signature of contracts by the workers before
embarcation, and will take every possible step to have such
signatures duly legalised by the nearest Brazilian Vonsul.
In the Interests of economy efforts will be made to secure
legalisation of group contracts, and the Brazilian autho
rities will be invited to consider the Issuing of such
visas either gratis or at reduced rates.
(12) TSie International Labour Office will supervise
the transport arrangements from Europe; It Is understood
that every effort will be made by both parties to obtain
the most favourable transport conditions possible.
(13) The Office will endeavour- to provide facilities
for the inspection by the Sao Paolo Tramway Light and Power
Company of the first convoy of 1.000 workers within fourteen
days after the formal conclusion of an agreement.

lettre du 89 aoOt, adressée au Dr. Nanaen, et qui m'a été
traesmiee par suite du transfert du Service des Réfugiée
au Bureau International du Travail en date du 1er janvier 1925
A l'occasion de ce tranafert, le Conseil de la
Société des Nations a limité le mandat du Service des
Réfugiés à la recherche, le coordination et la communication
des offres de placement qui peuvent être offertes aux
réfugiée russes et arméniens, et l'examen des conditions dans
lesquelles lea réfugiés peuvent profiter de ces offres.
J'ai donc le regret de vous informer que leecaa dont vous me
faites part ce rentre pas dans lea attributions du Service
des Réfugiés du Bureau International du Travail et qu'il
ne m'est pas possible d'intervenir.en votre faveur.

of an Inter-governmental oonferenoe to oonelder certain
questions connected with the refugee work.
Council will be held In Geneva towards the beginning
of Dtfoember, when my preeenoe will probably be
required In connection 1th the Armenian refugee
settlement scheme, it would perhaps be convenient for
tue Inter— governmental conference to be o&llud about
yhould you consider It necessary for me to
