I LEGAL BASES AND GENERAL CONDITIONS
1 - This European Technical Approval is issued by the Centre Scientifique et Technique du
Bâtiment (CSTB) in accordance with :
- Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws,
regulations and administrative provisions of Member States relating to construction
products1
, modified by the Council Directive 93/68/EEC of 22 July 19932
;
- Décret n° 92-647 du 8 juillet 19923
concernant l’aptitude à l’usage des produits de
construction;
- Common Procedural Rules for Requesting, Preparing and the Granting of European
Technical Approvals set out in the Annex of Commission Decision 94/23/EC4
;
- Guideline for European Technical Approval 016 about self-supporting composite lightweight
panels – Part 2: Specific aspects for use in roofs.
2 - The Centre Scientifique et Technique du Bâtiment is authorised to check whether the provisions
of this European Technical Approval are met. Checking may take place in the manufacturing
plant (for example concerning the fulfilment of assumptions made in this European Technical
Approval with regard to manufacturing). Nevertheless, the responsibility for the conformity of the
products with the European Technical Approval and for their fitness for the intended use
remains with the holder of the European Technical Approval.
3 - This European Technical Approval is not to be transferred to manufacturers or agents of
manufacturer other than those laid down in the contact of the European Technical Approval; or
manufacturing plants other than those announced to the Centre Scientifique et Technique du
Bâtiment.
4 - This European Technical Approval may be withdrawn by the Centre Scientifique et Technique
du Bâtiment pursuant to Article 5 (1) of the Council Directive 89/106/EEC.
5 - Reproduction of this European Technical Approval including transmission by electronic means
shall be in full. However, partial reproduction can be made with the written consent of the Centre
Scientifique et Technique du Bâtiment. In this case, partial reproduction has to be designated as
such. Texts and drawings of advertising brochures shall not contradict or misuse the European
Technical Approval.
6 - The European Technical Approval is issued by the approval body in its official language. This
version fully corresponds to the version circulated within EOTA. Translations into other
languages have to be designated as such.

II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL
1 Definition of product and intended use
1.1 Scope
This ETA covers self supporting composite lightweight panels FIBRATEC for roofs or ceiling
insulating systems. The composite panels FIBRATEC do not contribute to the structural
stability. The tongue and groove assembly of the elements constitutes an insulating system.
The provisions made in this European Technical Approval (ETA) are based on an assumed
intended working life of at least 25 years, provided that the installed panels are subjected to
an appropriate use and maintenance.
The indications given as to the working life cannot be interpreted as a guarantee given by the
manufacturer, but should only be regarded as a means for choosing the appropriate
products in relation to the expected economically reasonable working life of the works.
1.2 Definition of Panels
FIBRATEC panels (cf. figure 1) are made of polystyrene PSE rigid foam, reference KNAUF
XTherm Ultra 32 FTEC SE, core glued to inner facing and outer facing. Counter-laths are
added on outer facing. The longitudinal joints are made by the fitment groove-matched
edges machined in insulation of the panels. A complement of sealing is ensured by foam PU
injection in the envisaged groove in higher of the panels. The panels are fixed with
mechanical fixings (nail or screw).

1.3 Intended use
FIBRATEC panels always require external finishing layers including air cavity (tiles, covering
plate…) to provide waterproofing. These panels are only used in roof and these roofs are not
accessible.

2 Characteristics of product and methods of verification

As the FIBRATEC panels are non-loadbearing parts of work, mechanical resistance is
considered under ER4 Safety in use (see § 2.4).

2.3.3 Release of dangerous substances
The information concerning the dangerous substances listed in Council Directive
67/548/EEC and Regulation (EC) No 1272/2008 regulated at European level and/or listed in
the "Indicative list on dangerous substances" of the EGDS and/or of other dangerous
substances, is indicated in the evaluation report
In addition to the specific clauses relating to dangerous substances contained in this ETA,
there may be other requirements applicable to the self-supporting composite lightweight
panels falling within its scope (e.g. transposed European Legislation and National law,
regulation, and administrative provisions). In order to meet the provisions of the EU
Construction Product Directive, these requirements need also to be complied with when and
where they applied.
According to the manufacturer’s declaration, the wood based boards that compose the
panels are classified as formaldehyde class E1 to EN 13986, and the content of
pentachlorophenol is <3 mg/kg.
Insulation contain flame retardant. The safety data sheet have been communicated to the
approval body.
The wood use for counter battens is treated to be in compliance with use classes 2 of the EN
335. The safety data sheet of the preservative product have been communicated to the
approval body. This product satisfies the requirements of Directive 98/8/EC on biocides.

2.3.4 Dimentional variations
The dimensional variations of FIBRATEC panels have not been determined but the
experience provided since 1989 by the installation of more than 3 800 000 m² shows that the
product is satisfactory in regard to the dimensional variations.
2.4 Safety in use
2.4.1 Mechanical resistance
Tests are performed with two supported span panels and tests results are given in the table
in annex.
It has to be taken into account that the determination of mechanical resistance is the result of
three tests measurements, therefore the designer may apply the relevant safety factors
according to national practice and particular use.
Taking into account the fixing system with counter battens and cross fixing, the resistance
for negative load of the panels depend on the anchorage in support. It could be determined
by design according to EN 1995-1-1.

3 Evaluation of conformity and CE marking
3.1 Attestation of conformity system
The system of attestation of conformity specified by the European Commission is system 3
for use subject to regulations on dangerous substances and system 4 for product
characteristics, according to Council Directive 89/106/EEC Annex III laid down by the
European Commission. These provisions are the following:

3.2 Responsibilities
3.21 Tasks for the manufacturer
Factory production control
The personnel involved in the production process shall be identified, sufficiently qualified and
trained to operate and maintain the production equipment. Machinery equipment shall be
regularly maintained and this shall be documented. All processes and procedures of
production shall be recorded at regular intervals.
The manufacturer shall maintain a traceable documentation of the production process from
purchasing or delivery of raw or basic raw materials up to the storage and delivery of finished
products.
Products that do not comply with requirements as specified in the ETA shall be separated
from the conforming products and marked as such. The manufacturer shall register non-
compliant production and action(s) taken to prevent further non conformities. External
complaints shall also be documented, as well as actions taken.

Declaration of conformity
When all the criteria of the Conformity Attestation are satisfied, the manufacturer shall make a
Declaration of Conformity.
On components (at reception) :

When all the criteria of the Conformity Attestation are satisfied, the manufacturer shall make a
Declaration of Conformity.

3.3 CE MARKING
3.31 General
The CE marking shall be affixed either on the product it self, on a label attached to it, on the
packing or on the commercial document accompanying the panels.
The letters “CE” have to be followed by the identification number of the Approved
Certification Body involved and accompanied by the following information:
name or identifying mark and address of the ETA-holder,
information to clarify the intended use,
the last two digits of the year in which the CE marking was affixed,
number of the European Technical Approval,
relevant performance characteristics, as far as they are not specified in the ETA,
reference to the ETA Guideline.

3.33 Location of CE marking
The CE-marking will be affixed on the packaging of the self supporting composite lightweight
panels (each packaging to be marked). Panels should not be put on the market without
packaging.

4. Assumptions under which the fitness of the product for the intended
use was favourably assessed
4.1 Manufacturing
The European Technical Approval is issued on the basis of agreed data/information,
deposited with Centre Scientifique et Technique du Bâtiment, which identifies panels that
has been assessed and judged. Changes to the panels or production process, which could
result in this deposited data/information being incorrect, should be notified to the Centre
Scientifique et Technique du Bâtiment before the changes are introduced. The Centre
Scientifique et Technique du Bâtiment will decide whether or not such changes affect the
ETA and consequently the validity of the CE marking on the basis of the ETA and if so
whether further assessment or alterations to the ETA, shall be necessary.
4.2 Design
It is the responsibility of the ETA-holder to guarantee that the information about design and
installation of these panels are easily accessible by the concerned people. This information
can be given using totals or partials reproductions of the European Technical Approval.
Besides, all the data concerning the execution shall be clearly indicated on the packaging
and/or the enclosed instruction sheets using one or several illustrations.
In any case, the user shall comply with the national regulations and particularly concerning
fire and wind load resistance.
Only the components described in clause 1.2 with characteristics according to clause 2 of
this ETA can be used.
4.3 Installation
The panels will be laid down perpendicularly to the supports which will be in solid wood or
metal. Each panel will lay down on three supports minimum, except if needed to complete
the raking and if the span is less than the maximum span reduced by 20%. Panels will be
nailed or screwed by at least two connectors on each support.
National law provisions shall always be taken into account.

5. Recommandations
5.1 Packaging, transport and storage
Panels are packed on a pallet and protected by a plastic film. For most of the case, inferior
facing of the panel will stay visible, for that reason panels handling should be achieved with
great care.
Storage will be done with panels resting on wood supports and protected from rain and
moisture.
5.2 Maintenance and repair of the works
5.21 Use
The manufacturer shall provide to designers and users a set of details for the design of
buildings, with figures and technical data about the installation of the product. The
manufacturer shall also provide, if requested, a technician to oversee the installation of the
elements at the building site.
5.22 Panels repair
Panel replacement is not a particular matter, it has to be realized by a qualified company.
