The ENL program of the Vestal Central School District offers English Language Learners the opportunity and support to acquire English language proficiency.
In promoting linguistic and academic excellence, we create culturally sensitive instructional environments that build upon students prior knowledge, social and educational experiences, skills and talents.
Students, educators and parents are encouraged to become partners in this important learning process.

*ELLs living within the area served by Glenwood Avenue Elementary or Tioga Hills Elementary will attend either African Road Elementary or Clayton Avenue Elementary.

What are the ENL Levels?
Level Description of NYSESLAT English Language Proficiency Levels
EnteringThe student has great dependence on supports and structures to advance his or her academic language skills and has yet to meet the linguistic demands necessary to demonstrate English language proficiency in a variety of academic contexts at grade level.
EmergingThe student has some dependence on supports and structures to advance his or her academic language skills and has yet to meet the linguistic demands necessary to demonstrate English language proficiency in a variety of academic contexts at grade level.
TransitioningThe student shows some independence in advancing his or her academic language skills, but has yet to meet the linguistic demands necessary to demonstrate English language proficiency in a variety of academic contexts at grade level.
ExpandingThe student shows great independence in advancing his or her academic language skills and is approaching the linguistic demands necessary to demonstrate English language proficiency in a variety of academic contexts at grade level.
CommandingThe student is now designated as a former ELL, and entitled to receive two years of continued ELL services. The student has met the linguistic demands necessary to demonstrate proficiency in a variety of academic contexts at grade level.

o Yes. Former ELLs receive transitional
services for two years after testing
at the Commanding level on the
NYSESLAT. Transitional services
include supplemental support and
progress monitoring. Former ELLs
may also receive testing
accommodations for two years.
Do former English Language
Learners receive services?
o No. Vestal does not currently have
any bilingual education programs.
However the district does offer
English as a New Language
services.

What kinds of ENL classes do
students take?

Can a parent refuse ENL
services?
oNo. According to Part 154
of the Commissioner’s
Regulations, school
districts must provide ENL
services to all students
who are identified as ELLs.
Can a parent appeal the
district’s decision to identify (or
not identify) their child as an
ELL?
oYes. A parent may appeal such
decisions by submitting a written
request to their child’s building
principal within 45 days of receiving
notification of ELL identification.
Can the school district provide
interpretation services?
oYes. Parents may request that
correspondence be translated into
their home language. The district can
also provide interpreters for parent
meetings, phone calls, etc. Please
talk to your child’s ENL teacher for
details.
What can parents do to support
their child?
