WORD YOUR MAYOR

Dear Citizens,

The past year has been quite enlivened with all the unusual events we experienced including the November 2017 Elections. The new Council has been in place for almost six (6) months now and I would like to acknowledge the excellence of the work already accomplished. Despite the flood-related expenses of approximately $60,000 disbursed by the Municipality and $160,000 by the Government, this year, we will still have a slight surplus without neglecting our citizens, whom we support as well as we can, nor the new projects we are setting up.

GREEN WASTE & ORGANIC WASTE COLLECTION In 2018, the Government requires all municipalities and cities in Quebec to undertake the collection of organic waste. It will begin next September. For this purpose, you should receive your bin at the end of the summer. See pages 11 and 12 of this booklet and visit our website regularly. More information will be published in the coming months.

FINANCIAL AID POLICY FOR SENIOR CITIZENS In order to promote physical activity among our Senior citizens, the Council maintains the Financial Aid Policy and enhances it by making it less restrictive. All the information can be found on page 23 of this booklet.

URBAN AGRICULTURE You will read, on page 14, the announcement of the Urban Agriculture Project. Gardens are now offered to our citizens.

FUTURE EXPENDITURE We are planning, with the help of the TECQ Program, to proceed with the paving of some areas and the rehabilitation of certain portions of the aqueduct.

FÊTE CHAMPÊTRE It is always a pleasure to meet you at our citizens' gatherings. This summer’s Fête champêtre will be held on Saturday, August 18th. We will inform you soon!

Every year in Canada, approximately 300 collisions and trespassing incidents occur at highway/railway crossings and along railway tracks resulting in the death or serious injury of nearly 130 people.

In fact, all of these incidents could have been avoided.

Statistics show that Operation LifeSaver’s education works! We encourage you to visit their website at

www.operationlifesaver.ca, an interesting interactive rail-safety site directed to children, it includes stories, games, audio and visual clips, posters and safety tips.

Whether on foot or in a vehicle, the only place you should ever cross railway tracks is at an authorized and properly marked crossing. When you approach or cross a railway track, look and listen for another train approaching from either direction. Never drive around the gates. If the gate is down, or in the process of being raised or lowered, do not cross the tracks.

They offer to police forces a method to receive information from the public in their efforts to prevent crime. If the peddler cannot submit a permit issued by the Municipality of Terrasse-Vaudreuil, it is recommended that

Municipal BY-LAWS

EAU DE L’AQUEDUC—RÈGLEMENT NUMÉRO 562 Règlement concernant l’usage de l’eau de l’aqueduc municipal

L’utilisation de l’eau provenant de l’aqueduc municipal

pour l’arrosage des pelouses, jardins, fleurs, arbres,

arbustes et autres végétaux est défendu entre le 1er mars et

le 1er novembre de chaque année, sauf entre 19 h et 21 h,

les jours suivants :

Pour les occupants des bâtiments dont le numéro

civique est un nombre impair : les dates impaires;

Pour les occupants des bâtiments dont le numéro

civique est un nombre pair : les dates paires;

Il est prohibé de laisser l’eau provenant de l’arrosage

ruisseler dans la rue ou sur une propriété voisine.

L’arrosage des fleurs annuelles ainsi que des jardinières

suspendues est permis à tous les jours de 19 h à 21 h.

Permis—Arrosage

Une personne qui installe ou ensemence une nouvelle

pelouse peut, pourvu qu’elle détienne un permis émis à cette

fin au coût de 40 $ par la Municipalité et après avoir payé le

tarif, procéder à l’arrosage de cette nouvelle pelouse entre

19 h et 21 h, chaque jour durant une période de quinze (15)

jours consécutifs, à compter du début des travaux

d’installation ou d’ensemencement, à l’exception de la

période d’interdiction d’arrosage.

Permis—Lavage de maison Le lavage des maisons est autorisé deux (2) fois par année.

Le propriétaire doit obtenir, au préalable, un permis à cette

fin au coût de 20 $ en s’adressant à l’hôtel de ville.

Quiconque contrevient au présent règlement commet une infraction

et est passible d’une amende minimale de 100 $ en plus des frais.

FOYER EXTÉRIEUR

Le foyer extérieur doit être installé dans la cour arrière à

une distance minimale de trois (3) mètres de tout bâtiment

et ligne de propriété.

Il est interdit d’installer un foyer extérieur si celui-ci ne

possède pas de pare-étincelles et si ses ouvertures ne sont

pas recouvertes d’un treillis métallique dont les ouvertures

ont un diamètre qui ne mesure pas plus de 12 millimètres.

Il est interdit d’installer un foyer extérieur si la hauteur

totale de l’assemblage dépasse 2,3 mètres.

FEUX EXTÉRIEURS

Sauf pour les foyers, les grils ou barbecues, les feux en plein air

sont INTERDITS sur le territoire de la municipalité. Seul le bois peut être utilisé comme matière combustible.

Quiconque contrevient au présent règlement commet une infraction

et est passible d’une amende minimale de 300 $ en plus des frais.

NUISANCES—RÈGLEMENT NUMÉRO 636 Règlement sur les nuisances—RMH 450

CONSTITUE UNE NUISANCE ET EST PROHIBÉ :

Le fait, par le propriétaire ou l’occupant d’utiliser une

tondeuse à gazon, un tracteur à gazon, un coupe-bordure,

une scie à chaîne, une souffleuse à feuilles, à tout autre

moment qu’aux heures permises ci-dessous mentionnées.

Le présent article ne s’applique pas aux souffleuses à

neige, ni aux bruits résultants de travaux d’utilité publique, de

travaux d’urgence visant à sauvegarder la sécurité des

lieux ou des personnes.

Heures permises : Du lundi au vendredi de 7 h à 21 h

Le samedi et les jours fériés de 8 h à 16 h

Le dimanche de 10 h à 16 h

The Municipality has mandated the VCS company investigation inc. to patrol the territory, at odd hours, in order to improve the safety and quality of life of its citizens.

This public security department will be enforcing municipal by-laws regarding nuisances, peace and order, noise, parks, parking, boat ramp, watering, animal control, open air fires and several others. On occasions, they might even be called upon to intervene in situations where a crime has been committed but such cases will be forwarded to the Police Department for investigation.

SMOKE

Smoke alarms are the cheapest and most effective way to save lives in the event of a fire, particularly at night while we are asleep. You must verify and replace its battery regularly in order to make sure it is working well. The best time to do so is in the Fall and in Spring when the hour is changed.

The Fire Prevention Department of Terrasse-Vaudreuil will be doing residential and businesses fire prevention visits. The main goal of these visits is to avoid serious incidents that could result in property damage, personal injuries or even worst, loss of human life.

PROPANE Your Fire Department recommends, to preserve public safety and that of the employees themselves, to store your propane tank outside and the furthest away possible from any building. Do not store propane tanks in the garage or shed.

FIRE Prevention

OUTDOOR FIRE FIREPLACE

The outdoor fireplace must be installed in the backyard at a minimal distance of three (3) meters of any building and line of property.

It is forbidden to install an outdoor fireplace that is not equipped with a fireguard. The opening must be covered with a wire netting which holes do not exceed 12 millimeter of diameter.

It is forbidden to install an exterior fireplace if the total height of the assembly is more than 2.3 meters.

Except for fireplaces, barbecues and grills, outdoor fires are STRICTLY FORBIDDEN in Terrasse-Vaudreuil. OFFENDERS CAN EXPECT TO PAY A FINE.

A barbecue is an outdoor cooking appliance which uses wood, coal, gas or propane as fuel. We highly recommend that you be prudent as you cook outdoors on your BBQ.

BE CAUTIOUS! Place your barbecue at least 60cm away from doors and

windows. It should never block an exit.

Place coal-burning barbecues on non-flammable surfaces and at more than one metre away from any flammable materials.

Always use your barbecue outdoors.

Always light your barbecue with the lid open.

Turn off your gas barbecue by first turning the knob on the gas bottle to OFF so that gas can vent from the pipes.

Use a soapy water solution to make sure the appliance is not leaking at the beginning of season or before each use.

Use a metal brush to clean the pipes.

Store your bottles of propane outdoors. Never store them in a garden or shed.

EMERGENCY KIT

TO THE RESCUE

Water Plan to store two litres of drinking water and another two extra for personal care purposes per person, per day, for a total of 72 hours. If you have domestic animals, increase the number of liters of water as needed.

Water you have kept in storage needs to be changed on a yearly basis.

Food Plan to dispose a sufficient amount of non-perishable food to let you feed all household member during a period of three days. Choose foods that are compact, lightweight and which don’t require refrigeration, cooking neither water to prepare. Verify the expiry date on a yearly basis.

Essentials to gather in a response kit, school bag, sports bag or a container Manual can-opener, wind-up or battery-powered flashlight, battery-powered or windup radio, rechargeable batteries , waterproof matches, double set of your car and home keys, first aid emergency kit, cash in smaller bills, important documents , articles for personal hygiene, medicinal products, infant formula, etc.

Other suggested items A change of clothing and footwear for each household member. Plastic sheet, pair of scissors or penknife, whistle, hand rub, food and medicinal products for domestic animals garbage bags with ties, hygienic paper, versatile tool (hammer, key, screwdriver, etc.), adhesive tape (duct tape), sleeping bag or blanket for each person, etc.

Natural hazards and local disasters affecting air, drinking water or electrical power, may also happen in our community.

How to build a 72-Hour Emergency Kit?

The Canadian Red Cross and certain private

retailers can supply you with complete prepacked

emergency kits, but you can also build your own at

home! The key is to make sure you gather all the

necessary items, well organized. Make sure your kit

is easy to carry and everyone in the household

knows where it is.

Everyone should be prepared

In case of an emergency, your Municipality will invoke an emergency measures plan, mobilizing a team who will be working closely with all the stakeholders involved.

Therefore, your Municipality encourages you to get yourself a 72-Hour Emergency Kit in order to be self-sufficient for at least the first three days following any emergency.

Why does my family need a 72-Hour Emergency Kit ?

Imagine a natural hazard prevents you from leaving your house, while the drinking water is contaminated or there is no electricity. By the time emergency services can help, you will need to cope on your own in this situation for a period that may reach up to three days. How will you manage the circumstances if you do not have the necessary resources in place? If your family is being evacuated or sheltered, your 72-Hour Emergency Kit will be more than helpful.

Why one must be self-sufficient for 72 hours?

During the first three days following a natural hazard or a local disaster, both public services and regulatory authorities will secure the premises and provide moral support and assistance to the victims They will also be providing help to those victims in need, try to restore facilities such as water and electricity supplies, control the traffic, secure accesses and transmit information to the public, and so on. Only afterwards, will they be paying you a visit. In that time period, you as well as your family members will be requiring access to drinking water, food, showers, light or heat supply, etc. You will be required to rely on your own resources, hence the need to prepare yourself properly.

HOW TO PLACE YOUR BIN :

Place the bin at a maximum of one (1) meter from the curb; The wheels must be turned toward the building so that the lid

opens toward the street; Make sure there is a 60 cm clearance all around the bin; The lid must be closed and no items deposited next or outside the

bin are picked up.

The Municipality offers, free of charge, seasonal monthly branch pickup. The maximum volume accepted is 4’ high by 8’ long (branches no larger than 4’’ in diameter).

Tree branches must be piled next to the curb, on the sidewalk or at the curb, in front of the collection unit, with the cut end facing the street, before 7:00 a.m. on collection days.

It is strictly forbidden to leave or maintain branches and clippings from bushes and hedges along the street outside the permitted period of three (3) days before the collection date.

The Municipality of Terrasse-Vaudreuil provides residents with 360-liter recycling bins at a cost of

$90 each which can be ordered at the City Hall. If your blue bin is broken, please contact us. You will need to provide us with the serial number located on its side. We will verify if it’s still under warranty. If it is,

we can have it fixed or replaced. However, if it’s no longer under warranty, you must purchase a new

one.

Food Waste Pickup

STAY up to date!

Important information will be provided in the course of the next months,

concerning the new collection of FOOD WASTE and GREEN WASTE.

These communications will help you initiate the practices and

measures to take in order to reduce the volume of waste to landfills.

Why do we need to compost?

Collectively reduce the amount of waste we produce;

Aim for better territorial performance in the

management of our residual materials; Reduce costs related to dump sites costs for

residual materials; Reduce greenhouse gas emissions (GHG); Reduce our ecological footprint; See our organic waste as a great development

potential of these resources; Take advantage of compost, a natural fertilizer

that comes from residues collected by your municipality.

All of the above reasons validate the importance of collecting food waste. In fact, more than 300 municipalities in Quebec have already implemented this collection, regardless of the resistance to change, 72% of citizens consider today the benefits of composting being worth the time and effort.

Why use of brown bins if we already do household composting?

The brown bin is a perfect addition to your backyard composting.

You already have backyard composting and give an importance to compost your fruit and vegetables peelings, bread, coffee ground and other green waste from your garden, as well as your leaves in the Fall? Your compost is like brown gold, a natural fertilizer; do not change your habits! This collection of food waste will be a perfect opportunity to optimize the value of other materials such as table waste residues that do not belong into the brown bin, for instance, meat, fish, remaining dish, pasta and salad with remains of sauce and/or salad dressing. The practice of domestic composting from an active household, will generate approximately 1.5 to 2.5 kg of waste which will anyhow go every week in the brown bin….that is 100 kg per year! For only a dozen residences, we reach a ton of materials helping to contribute to a decrease in recyclable materials going to a waste disposal! Not to mention that in winter, the brown bin will be more easily accessible than the backyard composting at the bottom of your field. The time has come to complement the ever-relevant use of the domestic composter (backyard composter). Door-to-door collection through the brown bin will promote the recovery of all food waste.

EXPANDED POLYSTYRENE PROGRAM

Polymos is proud of the creation of its new EPS recycling program organized in collaboration with the Municipality of Terrasse-Vaudreuil. Polymos’ new recycling program will allow the population to recycle EPS (frequently used as packaging protection for fragile goods) in an eco-friendly way.

Presently, it is not possible to include EPS in the recycling collection despite the fact it has always been 100% recycable.

Collection containers are situated along the exterior wall between the Library and Community Center. The containers are blue recycling bins specially indentified for EPS collection and they are accessible at all times.

Select the proper type of material to recycle EPS is a highly environmentally friendly component. It is made of 95% air and is harmless to our air, soil as well as to ground water. EPS contains no CFCs and HCFCs and never did.

Please differentiate!

EPS (expanded polystyrene typically white in color) of the XPS (extruded polystyrene, better known as Styrofoam®, which is typically pink or blue). Both are made with polystyrene but are produced through different processes making them different

EPS white and clean packaging-source (that we often find in the form of packaging of fragile products) with no food residue, paper, glue, tape, staples, etc.

All other materials that are not accepted to be recycled including: EPS used as food containers, coffee cups,

plates, fast food packaging, any Styrofoam® product (extruded polystyrene), typically blue or pink like fish or meat packaging groceries.

The Municipality of Terrasse-Vaudreuil would like to remind you that it is forbidden to mix Hazardous Household Waste with the weekly Household Waste Pickup. We have already encountered an incident where the firefighters had to take action due to a suspicious smoke emanating from a garbage truck. It turned out

that an amount of granular Chlorine had been thrown with the household waste and made a reaction combined with another substance, dangerous or not, which resulted in a chemical reaction releasing lots of heat, causing a toxic and corrosive smoke.

RAMP

Reserved parking space and use of the boat ramp located on 1st Boulevard (Gilles-Dicaire Park) is strictly reserved for Citizens card holders. Offenders are subject to a fine.

The boat ramp is locked, the purchase of a key is mandatory and available at the City Hall at a yearly cost of $6.

In order to make sure the parking is strictly used by Terrasse-Vaudreuil citizens, you will be handed a parking ticket for easier control. It is forbidden to park your vehicle in the grass, on or on the borders of the ramp.

As a result of a public consultation on Urban Agriculture, a citizen’s committee was formed to set up the Urban Agriculture Municipal Project. It will take place near the beach, all the way at the end of 1st Boulevard. Several lots will be available for citizens for the 2018 season. The following two options will be offered :

Individual lot : 4 feet x 4 feet, at the cost of $10 for the season.

Household lot : 4 feet x 12 feet, at the cost of $20 for the season.

CONTROL — DOMESTIC

The Municipality ensures citizens and pet safety on its territory by means of the Animal Patrol.

The Contrôle animal Vaudreuil-Soulanges has the authority to intervene on behalf of the Municipality either by picking up or capturing a lost, injured or dead pet, taking it to the vet, providing it with shelter or putting it up for adoption if it remains unclaimed after FOUR (4) days. Related fees must be paid by the owner. BY CIVIC SENSE AND BY RESPECT OF THE BY-LAWS AND REGULATIONS, we ask that owners of dogs and/or cats, do not leave their animal loose, without a leash. It is MANDATORY to purchase a cat or dog licence at the cost of $30 (lifelong), in person at the City Hall.

CANINE BEHAVIOR

All dogs, regardless of their race will be treated equally and without

discrimination in a case of aggressive behavior. The dog catcher

could submit the animal for an evaluation done by an expert in

animal behavior if he considers it being necessary.

WILD ANIMALS

◼ Never approach unfamiliar animals (wild or domesticated) even if they appear to be healthy, or seem to have been abandoned;

◼ Supervise your children to make sure they do not approach or provoke unfamiliar animals;

◼ Do not let your pets run wild; ◼ Do not capture wild animals to move them to another location; this could

spread diseases to other regions; ◼ To avoid attracting wild animals onto your property, follow these tricks:

Remove all sources of food from around your house;

Keep outdoor garbage cans out of wild animals’ reach;

Block off any areas where raccoons or skunks could settle (install a wire mesh under balconies and garden sheds).

ECOLOGICAL TOILETS

According to By-law number 557, every year, for the first 40 residents who submit a request, a refund of $50 will be allowed to those who exchange their 10-12 L toilets for ecological ones requiring no more than 6 L of water per flush.

We wish to remind you that drinking water is a scarce and costly commodity to produce. This is why, to avoid waste, it is important to be in compliance with our regulations.

OFFENDERS COULD BE FINED!

Washing the exterior of a house is authorized twice a year. However, the owner must first obtain a permit at a cost of $20. Simply pass by City Hall.

Anyone who wishes to hold a garage sale on a residential property, must first obtain a permit form the Municipality, free of cost.

Two (2) garage sales, per calendar year, per household are authorized. The sale may be held for a maximum period of two days (or three whether Monday is a statutory holiday). The permitted hours for the garage sale are from 7 a.m. until 6 p.m. The permit holder can only advertise on his own property.

The use of water from the municipal water mains for watering lawns, gardens, flowers, trees, shrubs and other

plants is prohibited between March 1st and November 1st

of each year, except between 7 p.m. and 9 p.m., on the following days:

For occupants with odd-numbered addresses: odd dates; For occupants with even-numbered addresses: even dates. It is prohibited to let the water stream towards the street or neighboring property.

Watering annual flowers and hanging plants is allowed on daily basis from 7 p.m. until 9 p.m.

A person who wants to install or seed a new lawn may, as

long as they hold a permit issued by the Municipality for this

purpose at the cost of $40, water the new or seeded lawn between the hours of 7 p.m. and 9 p.m. each day for a period of fifteen (15) consecutive days, except during a watering restriction period.

Quebecers are among the highest consumers of water in the

world using 364 liters of drinking water per day. A leaking faucet dripping one drop per second will waste 10 000 liters of water yearly, and a running toilet can waste up to 550 liters daily.

Outdoor

Gardening • Plant the right plant in the right place. A plant that requires sun,

goes in the sun and plant that requires shade, goes in the shade. Make sure you use the right type of soil for that specific plant, this way you will maximize the use of water and appearance of your plants.

• The use of pots and bright colored pot covers will reduce the speed at which the soil will dry.

• Make sure to water the base of the plant, in the morning or in the evening. In addition to avoiding evaporation, by watering in depth rather than on the surface, it saves the water and promotes root development of the plant. You should know that if you wet the leaves in full sun, they may burn and give a bad appearance to the plant.

• Recover rainwater for gardening purposes by redirecting water from your gutters to the flowerbeds or lawn instead of on the patio or car entrance.

• Get a rainwater barrel and use that water to wash the car, water the plants and fill the aquarium.

Lawn • Keep grass longer (6 cm), it will keep moisture in and

look much nicer. According to the FIHOQ, the first cut should be about 5 cm and the grass may be kept at a length of 8 to 10 cm during the summer, should not be cut during drought and must be kept at 5 cm in the Fall.

Pool • Fill your pool less than 20 cm from the edge to reduce splashing.

• Use a solar blanket to cover the pool to prevent water evaporation.

Car • Use a pail rather than the garden hose to wash the car.

Use products that do not require water to wash the car.

Driveway • Use a broom or rain water to clean the asphalt from the

entrance. This is even more effective than a garden hose!

Indoor

Kitchen • Do your dishes in a soapy water or fill your dishwasher

to its maximum capacity.

• Place a pitcher of water in the refrigerator to keep it cool.

• Wash your fruits and vegetables with a brush in the sink instead of keeping the tap water running unnecessarily.

Bathroom • Turn off the water while you wash your face, brush

your teeth or shave.

• Take a shower instead of a bath.

• Favor a 5 minutes shower.

• Stop the shower while you wash your hair or lather yourself.

• Flush the toilet only when necessary. Do not use the toilet as a trash can!

• Install a toilet dam or displacement device in your toilet tank.

• Use dye tablets to detect a leak in your toilet.

• Fill a bucket with soapy water to wash the bathtub and sink instead of letting the tap run and use environmentally friendly products.

• Choose an ecological toilet (6 L dual flush).

• Install a low-flush faucet aerator.

• Install a low-flush water-saving shower head.

• Be sure to adjust the water level of the washer according to the amount of laundry you place in the washer.

Other • Reuse vegetables and pasta cooking water and water

from the aquarium or the dehumidifier to water the plants.

• Insulate your hot water tank. By reducing heat loss, you’ll get hot water faster.

Considering the Municipality of Terrasse-Vaudreuil already offers an annual contribution directly to Soccer Amical Terrasse-Vaudreuil. Thus, the Sports Financial Aid Policy cannot be applied within this specific activity. However, the parent of a child enrolled in Soccer Amical Terrasse-Vaudreuil can apply, within the same fiscal year, for a refund of registration fees for another sport listed below as being eligible for the Sports Financial Aid Policy.

ELIGIBILITY Only children under 18 years of age, having at least one parent residing in Terrasse-Vaudreuil are eligible for

reimbursement. The request must be submitted during the same fiscal year that the activity occurs. Only one request per fiscal year, per child, can be submitted. The refund is 50% of the amount paid, up to a maximum reimbursement of $50 per child, per year. The refund is only granted if the sport is listed below as being eligible for the Sport Financial Aid Policy.

In order to obtain a reimbursement, the parent must bring to the City Hall a receipt including the following information:

Île-Perrot’s MINOR HOCKEY League Association Upon presentation of a receipt from the Association de hockey mineur Île-Perrot (AHMIP) and proof of residency, the parent will receive a reimbursement of $100 per fiscal year but cannot request a refund for any other sport for the same child during the same year.

The physical activity must be one that contributes in overall fitness such as cardiovascular fitness, muscular strength,

muscular endurance, balance and flexibility exercises.
