A One-day Brainstorming Session on Safety at Construction Site and Social & Environmental

Safety was held on 25.01.2018 at Conference hall, Patel Bhawan, HCM RIPA, JLN Marg, Jaipur for

the Superintending Engineers, Executive Engineers, Support Engineers (PMDSC), and Safety

Engineers of Contractor from each PIU of RUIDP (Phase II and III). The Program broadly aimed at

providing a forum to key officers of RUIDP to discuss the issues on safety at construction site. The

detailed program brochure (Annexure-1) and List of Participants (Annexure-2) are enclosed.

The following issues were discussed:

1. Various safety requirements at construction site

2. Environmental issues at various construction projects.

3. Practices at construction site to motivate and train the workers and supervisors for adopting

various safety measures.

The Program started with welcome address of the participants by Shri Suresh Gupta, SE, RUIDP.

Sh. Gupta emphasized on importance of the program with a view to various safety requirements at

construction site and environment issues over there. He requested the participants to actively

participate in all the sessions to get maximum benefit from it. In continuation Shri Purushottam

Biyani, Academic Consultant, CUDG specified why capacity building program is so important in

perspective of RUIDP and idea to conduct training programs in such areas like safety, quality and

contract issues in upcoming months.

The following sessions were held:

1. Safety requirements at various construction sites (Dravyavati River Project)

The session was conducted by Sh. Kumud Kumar Jha, Safety Engineer, TATA Projects Ltd. In this

session he discussed implementation of Environmental & Health Safety management system and

various safety standards being adopted by TATA

Projects Ltd in Dravyavati River Project. He

discussed that TATA is adopting safety measures

during Excavation (i.e. use of Safety Net,

barricading, use of fabricated ladder etc.),During

Shifting of Material, During work at height, Road

Safety on Site (i.e. Road Barriers, Deploying

Signal Man etc.) as well as the safety helmet,

Shoes and jackets are provided to on-site

workers/ Engineers.

Along with that Environment Monitoring, Tree Plantation, Dust Control, Routine Health Checkup

onsite &labor camp, Blood Donation Camp, Routine Earth Resistance Value Test and Monitoring

the influence of Alcohol also done on time to time.

For awareness of the Workers/Engineers Safety Induction, Fire Mock Drill, Rescue Mock Drill, Hot

Work Training, Awareness video programs on site also arranged by TATA. In case of Emergency

Fire prevention Kit and Medical First Aid Kit is also availed on Site.

2. Safety Measures being used in Jaipur Metro Project

This session was taken by Sh. Rathindra Chakravarti, Safety Engineer, Continental Engineering

Corporation, DMRC. In this session he discussed safety Measures and standards being adopted by

Delhi metro Rail Corporation, continuing the

session, Shri Chakravarti discussed safety

innovations which are being used in

underground Project of Jaipur Metro

including Mass Tool Box Tools, Provision of

Emergency Pedestal Inside tunnel, Traffic

Diversion, Launch of I-Care Campaign,

Comprehensive Quarterly Analysis of FACs

& MTCs, Provision of Mirror during

excavation process and Provision of marking

obstacles in the access way. He also shared

good practices of safety of Jaipur Metro project with the data that till date no accidents happened on

project.

3. Experiences of RUIDP regarding safety at construction site & Environmental Safety

The session was taken by Sh. Abhay Shrivastav, Environmental Specialist, PMDSC, RUIDP, he

discussed various Safety Requirements at

Construction Site, Sh. Abhay discussed

participants the high risk areas during

construction and safety requirements over

there. He shared the data of fatal accidents

happened during RUIDP Phase- I & II Projects

and discussed administrative measures to

prevent accidents. Continuing the session he

discussed Environment Management and ADB

Requirements of Environment, Health &

Safety. Sh. Abhay also shared some Case

Studies; bad and Good Practices of RUIDP Construction Sites in previous phases as well as the

improvement in ongoing phase from past experiences.

4. Site Visit at Dravyavati River Project, Jaipur

After lunch break Site Visit of Dravyavati River Project at Jaipur was organized, Participants visited

Dravyavati River location near Bambala, Jaipur and 100 MLD, Sewerage Treatment Plant,

Sanganer, Jaipur. At site Sh. Kumud Kumar Jha coordinated them and discussed practical aspects of

safety on the site. On site engineers also helps participants to understand their safety standards.

Prelude:

Work-related construction safety incidents continue to be a critical societal problem. Despite

continued efforts, the industry has not seen any significant reduction in recordable injury rates in

the last decade. For a construction project to be successful, safety of the structures as well as that

of the personnel is of utmost importance. The safety issues are to be considered right from the

design stage till the completion and handing over of the structure. Construction industry employs

skilled and unskilled labors subject to construction site accidents and health risks. A proper

coordination between contractors, clients, and workforce is needed for safe work conditions

which are very much lacking in Indian construction companies. Though labor safety laws are

available, the numerous accidents taking place at construction sites are continuing. Management

commitment towards health and safety of the workers is also lagging.

In the present scenario, the Indian construction industry is quite large and complex involving

latest technology as well as man power. On a par with the development of construction industry,

drawbacks in terms of safety and health aspects are also witnessed. In the past few decades, need

for safety awareness among construction industries was realized. This is due to the high cost

associated with work related injuries, workers compensation, insurance premium, indirect costs

of injuries, and litigation. Every year, a considerable amount of time is lost due to work related

health issues and site accidents.

An essential component in construction safety management is the identification of potential

hazards to establish proactive physical or procedural controls that reduce safety risk exposure.

Unfortunately, studies indicate that a large portion of hazards are not adequately identified or

assessed, thus compromising worker safety.

The present Brainstorming session aims to provide a forum to key officers of RUIDP to discuss

the following issues on safety at construction site:

2. Environmental issues at various construction projects.

3. Practices at construction site to motivate and train the workers and supervisors for adopting
