Why do we need Maritime Spatial Planning

Need for MSP =

“a public process of analysing and allocating the spatial and temporal distribution of human activities in marine areas in order to achieve

ecological, economic and social objectives that have been specified through a political process” (UNESCO-IOC 2009).

overexploitation of marine/coastal resources

increasing conflicts for the use of marine/coastal spaces +

Barriers and bottlenecks  Information gaps

àdifficulties in analysing present/future conditions àdifficulties in identifying major conflicts àdifficulties in planning proposal definition

Insufficient understanding of MSP by stakeholders/experts

à difficulties in involving scientific and sectoral stakeholders  Fragmented regulatory and planning framework

à differing planning priorities à disputes

Lack of a competent authorities for MSP/ICM à difficulties in planning proposal definition and implementation

Future perspectives and reccommandations MSP - a new perspective for planners!

Update planning competences

Manage land-sea interactions

Promote knowledge mix within the planning process

Integrate MSP with existing planning schemes

Promote flexible solution, with variable intensities and scales

Additional Info – Types of management areas

Type 1: areas where multiple maritime uses coexist in sensitive marine environments, located in high waters. Management options to be based on transboundary governance according future demand of space.

Type 2: same of type 1, but located in territorial waters. Governance system and management options should consider national legal framework.

Type 3: areas which assume a great importance for the delivery of ecosystems goods and services for the AIR.
